CHAPTER ONE:

REVIEWING OF ARUSHA MASTER PLAN


Arusha is one among of the five cities of Tanzania, whose strategic location is on
the north-eastern corner of Tanzania. The region has a common border with Kenya in
the north, to the east it borders with Kilimanjaro and Tanga regions. To the south it
shares a border with Dodoma region and to the west with Singida, Shinyanga and Mara
regions. The region is divided into one city and composed of a total of seven districts
including Karatu, Longido, Meru, Monduli, Arusha urban, Arusha rural and Ngorongoro
district. Arusha is well known for the recreational areas found within it including
Ngorongoro conservation area, Olduvai gorge, Oldonyo Lengai, Arusha national park and
others.

2.2 STRUCTURE OF THE ARUSHA TOWN


From Arusha master plan (2015-2035), chapter 7 page 119 the structure of the town
is consisting of the following components, housing plots, housing cluster,
neighbourhood cluster, community, district and city. Diagrammatically it can be seen as
follows; -

The following table summarizes the hierarchy of planning units in Arusha starting
from community level downwards to housing plots with their corresponding sizes in
terms of area and population as well as population;

Public facilities together with their space standards for community and
neighbourhood level have been displayed in Arusha master plan (2015-2035) page.278.
Starting with neighbourhood level as follows: -

But also, according to Arusha master plan a nursery school should be provided at the
housing cluster level

2.4 OPEN SPACES, LANDSCAPE AND RECREATIONAL FACILITIES


From Arusha master plan (2015-2035) open spaces and their standards for all
planning area unit have been shown in page. 120 and their standards on the page. 278.
The following is the distribution of the open spaces, landscape and recreational

2.5 INFRASTRUCTURE PROVISION WITH STANDARDS


i. Road network
From Arusha master plan, it has tried to explain that there are two categories’
infrastructures in terms of mandatory on running them, that is Major infrastructures
with minor/ Local infrastructures. The major infrastructures are whose control, supply
and supervision are beyond the mandate of the local government and the minor
infrastructure are those whose supervision, and control is within the mandate of Local
government.

From Chapter 10 page. 171 Arusha master plan has provided four categories of
urban roads to be provided in the hierarchy of roads as follows; -

But also, on page 175 chapter 10, it states that the foot paths are to be designated to
have a width of about 2.5-3m

ii. electricity
There are one power supply authority and two service providers within Arusha
Planning Area, namely EWURA, TANESCO and Rural Energy Agency (REA). Power for
Arusha Planning Area is supplied from the national grid. There are two transmission
lines supplying power from the national grid to Arusha Region, each with capacity of
220 kV and 132 kV.

iii. water supply


There is no centralized water supply authority for Arusha Planning Area. Water
supply management of each municipality is taken care by EWURA, AUWSA and its
respective Council. Current Arusha water supply resource is partitioned as follows
Spring water 46%, Borehole 41% and river 13% with average combined production of
45,800 m3/d.

iv. sanitation
There is no centralized waste water authority for Arusha Planning Area. Waste
water management of each municipality is taken care by AUWSA and its respective
Council. AUWSA owns and operates one WWTP in Arusha City. It has a total treatment
capacity of 5,184 m3/d (EWURA, 2014). There are five waste water stabilization ponds
to treat the sewage within the compound in areas without sewer network connection, on
-site sanitation facilities such as latrines and septic tanks are utilized. Pit latrines are
the most commonly used, especially in unplanned settlements and rural areas because
they use minimal water. They are the main source of environmental hazard such as
ground water contamination, sub-soil pollution and pest breeding grounds.

v. solid waste management


There is no centralized solid waste authority for Arusha Planning Area. Solid

waste management of each municipality is taken care by its respective Council.
Waste generation rate in Arusha City is 1.08kg/person/d in the City and 0.3kg/person/d
in the poorer settlement (Space & Development, 2012).
solid waste is collected by trucks and directly disposed of in the landfill by Arusha
City Council, eight private collectors and two Non-Governmental Organizations (NGO’s).
Each ward in the city is served by one private collector. It is estimated that only 54.9% of
the generated waste is collected and disposed of into the landfill. The waste disposal
area is within the city 8km from the CBD occupying about 29.2 hectares

vi. storm water drainage system


There is no drainage authority and integrated storm water drainage plan in Arusha
Planning Area. Road side drains are usually constructed together with the road by
TANROADS, City Council or District Council so there is no drainage system in areas that
do not have proper roads.

2.6 PROPOSED LAND-USE DISTRIBUTION


From Arusha master plan (2015-2035) with reference to several pages with
neighbourhood components and facilities to be at neighbourhood level the proposed
land use distribution at the neighbourhood level has been computed to be as follows; -
