CRITERIA FOR ANO-147 PERSONNEL
A. A U T H O R IT Y :
A1. This This Airworthiness Notice has been issued under the authority vested in DG CAA
vide Rules 4, 5, 25 thru 30, 32, 33, 52, 54, 56, 186, 187, 189, 256, 333(3), 333(5) and 360
together with all other enabling provisions of Civil Aviation Rules, 1994 (CARs, 1994).
B. PURPOSE:
B1. This notice is intended to provide criteria to ANO-147 domestic training organisations, for
the assessment of qualifications, competencies and skills for the appointment of Instructors,
Knowledge Examiners (KE), Practical Assessors (PA) and Form-4 holders. This notice also
provides guidance for the Continuance/Revalidation of existing Instructors, Knowledge Examiners
and Practical Assessors.
C. SCOPE:
C1. This AW NOT is applicable to all instructors, examiners and assessors exercising their
privileges under the umbrella of domestic ANO-147 Approved Maintenance Training
Organizations (AMTO). For the case of foreign AMTOs, PCAA will accept all the
training/examination and nominated staff members, as already approved/accepted by the
competent authority/ foreign AMTO, under its prescribed criteria.
D. D E S C R IP T IO N :
D1. DEFINITIONS: The following terms when used in this AW NOT have the meanings,
assigned to them respectively. However, any term used in this AW NOT but not defined herein
shall have the same meaning as given in the Civil Aviation Ordinance 1960, Pakistan Civil Aviation
Authority Ordinance 1982, Civil Aviation Rules, 1994 (CARs, 1994) and/ or relevant ICAO
Annexes, as the case may be, accordingly.
D1.1. INSTRUCTOR: A person, who will deliver ANO-066 module, ANO-066 element or part
thereof. The instructor may not necessarily be the person involved in drafting of the course
material, however; he/she must be involved at some point into the organization of the
lessons, creation of notes, multimedia presentation slides, etc.
D1.2. EXAMINER: A person who determines the level of theoretical knowledge of the trainees
on a particular module, element or part thereof. The function may include the drafting
and/or the selection of questions (MCQs and Essays), the performance of the examination
exercise itself for essay questions, the evaluation of the correctness of answers and the
final judgm ent regarding the level of knowledge demonstrated by the candidate.
D1.3. INVIGILATOR: A person solely supervising an exam session (for smooth conduct,
fairness and transparency) consisting of pre-selected questions (MCQs and Essay) are
not considered as examiners but are considered as support staffs, i.e. invigilators. They
are not subject to the knowledge and experience requirements, but need to be trained in
the examination procedures described in the MTOE and/or TPM.
D1.4. PRACTICAL ASSESSOR: A person who determines the level of practical knowledge/
skills of the trainees on a particular module, element or part thereof. The function may
include the drafting and/ or the selection o f practical tasks, the performance of the practical
assessment itself, and the evaluation of the practical abilities on the tasks covered by the
assessment.
D1.5. SCOPE OF PRIVILEGES: The part of a course that an individual is approved to instruct,
examine or assess; this scope can cover a full course or be reduced to a particular module
or element.
D1.6. REVALIDATION CHECK: A periodic review carried out by the training organisation to
check instructors’ recency in accordance with ANO 147 regulation.
D1.7. UPDATE TRAINING: The scope of this training can include, but is not restricted to
changes in technologies, new instructional techniques and knowledge of aircraft
maintenance processes etc.
D2. INTRODUCTION:
D2.1. Refer Sub-Para (f) of ANO.147.A.105 regarding “Personnel requirements”, which states
that, “The experience and qualifications of instructors, knowledge examiners and practical
assessors shall be established in accordance with criteria published or in accordance with a
procedure and to a standard agreed by PCAA".
D2.2. Through this notice, PCAA has set the criteria for domestic ANO-147 organisations, which
is build around qualities or skills that are considered as essential for a candidate to qualify to a
position of instructor, knowledge examiner or practical assessor. These apply to concerned staff
of the Maintenance Training Organization approved under ANO-147, as well as to any instructor,
examiner and assessor sub-contracted by the approved organization.
D2.3. All instructors, examiners and practical assessors, whether permanently or temporally
employed, must have completed PCAA approved “Train the Trainer (T U T course (except as
otherwise specified) and be able to demonstrate an understanding of ANO-066 and ANO-147
regulatory requirements. Additionally they should have a practical working knowledge of the
Maintenance Training Organisation Exposition (MTOE) and associated training procedures.
D3. QUALIFICATIONS AND EXPERIENCE REQUIREMENTS OF INSTRUCTORS.
KNOWLEDGE EXAMINERS AND PRACTICAL ASSESSORS
D3.1. INSTRUCTORS:
D3.1.1. GENERAL: To be deemed as competent, the instructor should be:
• Fully knowledgeable about ANO-066 elements that are assigned to their scope of
instruction, about the rules and specific procedures of Maintenance Training
Organisation Exposition (MTOE) and Training Procedures Manual (TPM) governing
the teaching in a controlled environment
• Pedagogic, and should know how to organize a lesson and how to efficiently deliver a
course that clearly highlights the fundamental points.
• Convincing, and therefore should have the required experience proving that he/she
has a good command of the subjects taught, at least sufficient to convince trainees
that for instance may themselves have a pre-existing experience of the aircraft types
to be taught. He/she should be in a position to understand and possibly answer a
number of questions asked by trainees, and should be able to expose the links
between the academic training delivered to the trainees and the actual maintenance
tasks that they will have to accomplish all along their career.
• Proficient, and in particular should be familiar with the tools or the training techniques
used by the training organization to support the lessons; they should also have a good
command of English language as used in aviation literature.
D3.1.2. QUALIFICATION: Experience and qualification requirements for basic and type
“Knowledge Instructors (KIs) and “Knowledge Examiners (KEs)” are given in Appendix ‘A ’ & ‘B’
and experience and qualification requirements for basic and type “Practical Instructors (Pis) and
Practical Assessors (PAs)” are given in Appendix ‘C ’ & ‘D’ of this notice.
D3.1.3. UPDATE TRAINING: Update training should consist of minimum 35 hours: it may be
subdivided during 24 months into more than one element and may include such activities as
awareness of the latest training techniques, any specific technical upgrade to the aircraft type,
attendance at relevant lectures and symposiums, etc. Records should indicate when update

assessor.
D3.2. KNOWLEDGE EXAMINERS:

under stressful conditions i.e. time or management’s pressure etc. Therefore the
assessor should remain neutral at all times, and behave in a manner that will not
influence or prejudice the final result of the assessment, for example by providing
assistance to a stressed candidate.
• Proficient, and in particular the assessor should be familiar with the tools or the
techniques used by the training organization to assess the practical abilities of trainees
e.g. maintenance simulators, mock-ups etc.
D3.3.2. QUALIFICATION: Experience and qualification requirements for basic and type
“ Practical Assessors (PAs)” are given in Appendix ‘C’ & ‘D’ of this notice.
D3.3.3. All Practical Assessors, whether permanently or temporally employed, must
demonstrate documented understanding of ANO-066 and ANO-147 regulatory requirements;
additionally they should demonstrate a practical working knowledge of the MTOE and associated
training procedures.
D3.3.4. Practical Assessors should be listed or referred in Part 1.5 of MTOE. This list should
identify the scope of authorization for each Practical Assessor i.e. B1, B2, type of aircraft etc.
D3.3.5. Practical Assessors may also hold other positions within the training organisations, i.e.
Instructor or Knowledge examiner; these other roles must be clearly identified against the
individual in MTOE.
D3.4. ANO-147 REQUIREMENTS:
D3.4.1. ANO-147 organisations should ensure that their staff remain conversant with the
requirements of ANO-066, ANO-147 and associated AMCs, Guidance Materials, Company
Procedures and Policies as reflected in MTOE / TPM, through update training.
D3.4.2. ANO-147 training organisations that employ sub-contracted instructors should
maintain a record of the courses instructed and identify the amount of experience gained in each
discipline.
D3.4.3. A record of instructor/examiner recency check should be retained by the ANO-147
training organisation, demonstrating at least 35 hours of update training carried out over a 24
month period.
D3.5. ACCEPTANCE OF EXAMINERS AND ASSESSORS
D3.5.1. Assessment and approval of KEs, Pis and PAs for basic training course shall be
performed by the approved training organization in accordance with the dedicated procedure
based on the requirements given in this notice. However, for type trainings, Pis and PAs, shall be
approved by Director Airworthiness, PCAA.
D3.5.2. List of all those staff along with their proof of qualification shall be kept in individual’s file
and included or cross-referred into the MTOE.
D3.6. CONTINUED QUALIFICATION
D3.6.1. The qualification criteria and experience requirements only address the initial
approval/acceptance of instructors, examiners and assessors. The training organization must
develop and document a procedure to ensure the continued qualification and competence of
these staff, and referred it in the MTOE. The updating training program shall, as a minimum,
comply with sub-Para (h) of Para 147.A.105 and AMC 147.A.105 of ANO-147.
D3.6.2. The continued qualification shall be assessed and confirmed at cycles not exceeding two
years. The updating training (syllabus, participants) and the QA assessment shall be documented
and made available to PCAA inspectors upon their request.
D3.7.3.1. Successfully completed PCAA approved “Train the Trainer” course (not
required for PC holder)
D3.7.3.2. Must hold relevant Basic or Type PC as applicable, except as otherwise
specified in Para D3.7.4 for basic module/s.
D3.7.3.3. Meet the requirement of updating training as mentioned in sub-Para (h) of
ANO.147.A.105.
D3.7.3.4. Meet the requirements of organizational procedure for any customized
training on MTOE/TPM or other relevant area.
D3.7.4. Recommended specimen for 147-AC is given in Appendix ‘E’ of this notice.
D3.7.5. Manager Quality of basic training organization can issue 147-AC for individual modules
of basic courses (e.g M1, M 11A, M13 etc) once the applicant has met the prescribed requirements
for that particular module, as given in appendix ‘A ’ of this notice.
D3.7.6. Organizations can only issue 147-AC for the elements for which the AMTO is approved.
D3.7.7. Maximum validity of 147-AC is 2 years from the date of issuance or renewal. Performing
any role, as mentioned in Para D3.7.1 above, without or with expired 147-AC will be considered
as illegal and may call for suspension/cancellation of training activities.
D3.7.8. In order to avoid conflict of interest, instructor of ANO-147 organization should not attend
the “Modular examination” in the same organization, where the instructor is employed or is to
exercise its privileges, unless specific measures are taken and accepted by PCAA to demonstrate
that the integrity of the examination is ensured.
D3.7.9. Upon finding or any major non-compliance with mandatory requirements, quality head,
may suspend/revoke 147-AC under intimation to PCAA.
D3.8. PROFICIENCY CERTIFICATE (PC):
D 3 .8 .1 . Proficiency Certificate (PC) issued by PCAA, qualifies an instructor to act as Knowledge
instructor (Kl) or Knowledge Examiner (KE) for basic or type course/s provided he/she has been
authorized by the Quality Manager of AMTO by issuing with relevant 147-AC.
D3.8.2. MINIMUM REQUIREMENTS:
D3.8.2.1. Must have successfully completed PCAA approved “Train the Trainer"
course.
D3.8.2.2. For Basic PC, the applicant must meet the requirements for all relevant
modules of Basic course as defined in appendix-A o f this notice.
D3.8.2.3. For relevant modules of basic course, kindly refer “Regulation appendix-l” of
ANO-066.
D3.8.2.4. For Type PC, the applicant must meet the relevant requirements as defined
in appendix-B of this notice.

D3.8.3. For issuance or change in PC, latest issue of PCAA form CAAF-120 alongwith relevant
documents and necessary fee shall be submitted in local Airworthiness field office.
D3.8.4. An applicant shall submit acceptable documentary evidence to substantiate the
experience/OJT claimed.
D3.8.5. After satisfactory scrutiny of application and compliance with all requirements as given
in relevant appendices, local airworthiness field office will forward the application to HQs
Airworthiness Directorate with clear recommendations for further action.
D3.9. CONVERSION OF Pre-ANQ-066 PROFICIENCY CERTIFICATE (PCI INTO B1/B2 PC
D3.9.1. PCs with old ratings, may be converted to a full or restricted B1/B2 PCs reflecting the
combination of previous PCs held. W here the sum of these does not constitute a full B1/B2 PC,
limitations will be added to reflect the extent of the individual’s protected rights.
D3.9.2. Modular, Sub-modular examinations in accordance with Appendix ‘F’ or ‘G’ as
appropriate and type trainings in accordance with Appendix ‘H’ or T will be required to remove
basic and type limitations respectively.

IMPLEMENTATION:
This Airworthiness Notice shall be implemented with effect from 26th September. 2022
and repeals / cancels / supersedes AWNOT-079-AWEG-3.2 dated 24th February, 2022
and all other relevant documents issued on this subject.

NOTE:
1. Attending and successful completion of relevant category ANO-147 or PCAA approved, type training
course (both Theoretical and Practical Element)’’ is mandatory for all instructors before conducting
relevant type training class under supervision.
2. Conduction of type training course under supervision and completion of OJT is not required, if the
applicant holds relevant type rated license (with NIL limitations) with valid ‘certification authorization’
for at-least two years.
3. Candidate must have relevant basic PC with NIL limitations prior to conduction of type training class
under supervision as required in above appendix.
4. For the purpose of PC endorsement, validity of Theoretical Element or Practical Element type training
course (as referred in Note-1 above) is 8 years. It means, Theoretical or Practical Element training
course (as the case may be), shall have been started and completed within the 8 years, preceding
the application for a type PC endorsement in PCAA.
5. Applicants may use the same Programmed OJT booklet, as prepared to meet the requirements and
compliance of ANO-066. Moreover, this OJT is only required for first type PC application in relevant
(sub) category for group 1 aircraft. The duration to complete this OJT should not be less than 30
days, form the date it started.
6. Issuance or Extension of PC just form the basis of qualification, however, instructor can only perform
the role of Kl or KE once they are authorized by the Quality department of AMTO by issuing with
relevant 147-AC, as per organization procedure.
