Dear Hon. Ver:

Greetings from the Department of the Interior and Local Government!

In line with the implementation of Section 21 of Republic Act (RA) No. 10742, otherwise
known as the “Sangguniang Kabataan Reform Act of 2015”, as amended by RA
No. 11768, DILG-COMELEC-NYC Joint Memorandum Circular No. 2017-01 dated
June 23, 2017, and DILG Memorandum Circular No. 2023-168 dated November 7, 2023,
you are hereby directed to attend the scheduled Panlalawigang Pederasyon
Orientation and Election ng mga Sangguniang Kabataan on November 29, 2023,
8:00AM at Girl Scout of the Philippines Eastern Samar Council, Capitol Site,
Barangay Alang-Alang, Borongan City, Eastern Samar.

Please be advised to bring the photocopy of the Certificate of Canvass and

Proclamation duly certified and issued by the City/Municipal Pederasyon Elections
Committee, and a copy of your Oath of Office as the elected Panlungsod/Pambayang
Pederasyon President, for you to be able to join and participate in the said activity.

In this connection, a Registration Fee of Php 1,700.00 cash shall be collected to defray
the payment for the venue rental, meals, supplies, and other necessary administrative
expenses, chargeable against your Barangay/SK funds, subject to the usual accounting,
auditing rules and regulations, and other applicable laws.

All are encouraged to pre-register from November 21-24, 2023 at the Provincial
Treasurer’s Office to expedite the registration process on the actual date, and not to
delay the election proceedings. However, please be assured that on-site registration will
also be available on November 29.

Traveling expenses relative thereto are chargeable against local funds, subject to the
accounting rules and regulations.

To confirm attendance, you are encouraged to coordinate with us immediately upon

receipt of this Written Notice through dilgeasternsamar8@gmail.com and/or at
09088659514. Failure to attend the Panlalawigang Pederasyon Orientation and Election
may be a ground for possible administrative charges for neglect of duty, as provided for
under RA 10742, as amended, and other applicable laws and issuances.
