Dear Sir,

Thank you for your telephone conversation yesterday regarding measuring the air
quality around your childcare facility in Auckland. From your conversation I
understood that you want to better determine the impact of vehicle emissions upon
the air quality in your area due to the proximity of a major roadway to your childcare
centre.

I understand that your primary concern is exposure to inhaleable particulate matter or


PM10 and nitrogen dioxide, although exposure to fumes from a nearby petrol station
may also be problematic.

The draft unitary plan for Auckland and technical guidance from the Ministry of
Education both stipulate minimum distances from motorways and major arterial
roading networks as part of the approval process for proposed new early childhood
centres. They recommend separation distances from major arterial roads to childcare
facilities be at least 150 metres.

To assess the impact of vehicle emissions on the proposed property, the Auckland
Council and the Ministry of Education normally recommend monitoring for PM 10 and
nitrogen dioxide (NO2). These pollutants are discharged from vehicles and are
associated with a range of adverse health effects, particularly in young children. The
recommended minimum period of monitoring is typically three months, however
given that in this case you are more interested in a screening assessment, a shorter
monitoring period may suffice.

In terms of timing, I would recommend commencing the monitoring during winter


months (June to August) and during the school term to best represent worst case
exposure.

Normally I recommend collecting meteorological (met) data in conjunction with any


ambient air quality monitoring. This is because the concentration of airborne
pollutants is heavily dependent upon the wind speed and wind direction at any given
time and the collection of this information aids in the interpretation of air quality data.
However I have listed the meteorological monitoring as an optional extra in the event
that you decide the additional cost is not warranted. I have attached a summary of
our costs on the following page.

Finally we can also perform separate analysis for Benzene, Toluene, Ethyl Benzene
and Xylene. There are several different methods of performing these analyses and
the costs range from $800 to several thousand dollars depending upon what is
needed. I suggest you contact us if you would like further information on this option.
