What is the First Opportunity? Who is eligible to participate in the First Opportunity? Limited-Term Correctional Sergeants, Limited-Term Correctional Counselors and Permanent FullTime Correctional Officers will be eligible to transfer to one of the institutions with staff vacancies as a permanent full-time Correctional Officer. However, only Limited-Term staff with mandatory return rights as a Correctional Officer are eligible. What is the Second Opportunity? It is a walk-up bid for newly established Overtime Avoidance Pool (OTAP) or Permanent Intermittent Correctional Officer (PICO) positions, which will be held at each institution because of projected staffing reductions. What happens to OTAP/PICO positions that are not bid on in the Second Opportunity Walkup Bid? OTAP/PICO positions remaining after the Second Opportunity will be vacancies available in the Third Opportunity - the Statewide Bid Process. If I work at an institution that currently does NOT have an overage, is there any reason for me to consider participating in the Second Opportunity? Because some institutions that do NOT currently have an overage MAY develop an overage once realignment begins, employees at such institutions, who have relatively low seniority, may want to consider securing an OTAP/PICO position at the institution, just in case the institution becomes an overage institution. What is the Third Opportunity? It is a Statewide Bid Process that allows staff to transfer to any remaining vacancies. Who is eligible to participate in the Third Opportunity? Limited-Term Correctional Sergeants, Limited-Term Correctional Counselors and Permanent FullTime Correctional Officers will be eligible to transfer to any remaining vacancies as a permanent fulltime Correctional Officer; However, only Limited-Term staff with mandatory return rights as a Correctional Officer are eligible. Is a Permanent Intermittent Correctional Officer (PI CO) eligible to transfer/participate? A PICO is not eligible (1) to transfer in the First Opportunity-Voluntary Transfer Process or (2) to participate in the Second Opportunity-Of AP/PICO Walk-Up Bid. PICas in an overage institution will be eligible to participate in the Third Opportunity - Statewide Bid. 2
