For current to flow in a circuit in a steady manner, there must be a complete conducting loop and a source of electromotive force (emf), such as a battery. The emf drives the current and overcomes resistance in the circuit. 3. The emf of a source is equal to the maximum potential difference between its terminals when the source is connected to a closed circuit. It represents the work done to move a unit charge between the terminals of the source.
