1.1.1 History of UiTM
Universiti Teknologi Mara or “UiTM” is a public university based primarily in Shah Alam,
Selangor. Originally named Dewan Latihan RIDA (RIDA Training Centre) and officially started in
1956 until 1965. Dato' Onn Ja'afar, the founder and former president of United Malays National
Organization (UMNO) was inspiration for the Rida Training Centre. The main objective of this
establishment is to rebuilding the rural society, as well as improving rural the community's
economy. The London Chamber of Commerce, the Australian Chartered Secretaryship, the
Australian Society of Accountants and the British Institute of Management are some of the
several external professional courses conducted by RIDA Training Centre.
In June 1965, Dewan Latihan RIDA became known as Maktab MARA or MARA College.
MARA, which stands for "Majlis Amanah Rakyat" or the Council of Trust for the Indigenous
People. In 1966, when the British Institute of Management ceased conducting external
examinations, MARA College began running its own Diploma in Business Studies because in
1966, the British Institute of Management ceased conducting external examinations.
On 14 October 1967, MARA College was officially renamed Institut Teknologi MARA. In
1965, the government with collaboration with the United Nations identified crucial needs for
trained manpower through a manpower survey conducted by them. ITM's rapid development
during those years had come about with the expansion of its educational programmes, which
were in line with the requirements of an increasingly demanding job market. Many courses were

internationally affiliated and the institute offered advanced diploma courses, which were the
equivalent to general degrees. In the spanned of 32 years ITM's development is best seen from
three phases. The first phase (1967-1976) came with the declaration of the institute as an
autonomous body with its own 300-acre campus in Shah Alam, and was placed under the
Ministry of Rural Development. The second phase (1976-1996) saw ITM rapidly harnessing its
potential as an institution of higher learning. It led to the passing of the ITM Act of 1976 that
placed the institute directly under the Ministry of Education. The third phase (1996-1999) came
about as a result of an amendment to the 1976 Act which put ITM on par with all the universities
in the country. For functional purposes, ITM was granted all the powers of a university. But its
historical name was retained until August 26, 1999.
In August 1999, the then Prime Minister of Malaysia, YAB Dato' Seri Dr Mahathir
Mohamad announced the change in name of ITM to Universiti Teknologi MARA (UiTM). With
such acknowledgement from the government, a major restructuring exercise was carried out in
order to consolidate the University's resources for optimum productivity. As UiTM moves
forward, it remains focused on academic excellence, innovation, socio-economic goals,
worldwide accreditation, globalization and new technologies in order to contribute to industry
and national development. Universiti Teknologi MARA Act 173 was drafted in conjunction with
the establishment of UiTM. For maintenance and smooth administration as well as other
pertaining matters deemed essential for it. The Act also serves as an acknowledgement of the
institution’s transition from an institute to a university, and the authority bestowed upon it to
function like any other university. This includes the offering of courses of studies and the
conferment of degrees at all levels.

1.2.1 History of UM
The University of Malaya or “UM” is a public research university located in Kuala
Lumpur, Malaysia. It was founded on 28 September 1905 in Singapore as the King Edward VII
College of Medicine and on 8th October 1949, it became the University of Malaya with the
merger of the King Edward VII College of Medicine and Raffles College. The University of
Malaya derives its name from the term 'Malaya' as the country was then known. The Carr-
Saunders Commission on University Education in Malaya, which recommended the setting up
of the university, noted in its Report in 1948: "The University of Malaya would provide for the first
time a common centre where varieties of race, religion and economic interest could mingle in
joint endeavour ... For a University of Malaya must inevitably realise that it is a university for
Malaya."

The growth of the University was very rapid during the first decade of its establishment
and this resulted in the setting up of two autonomous Divisions on 15 January 1959, one located
in Singapore and the other in Kuala Lumpur. In 1960, the government of the two territories
indicated their desire to change the status of the Divisions into that of a national university.
Legislation was passed in 1961 and the University of Malaya was established on 1st January
1962.

On June 16th 1962, University of Malaya celebrated the installation of its first Chancellor,
Tunku Abdul Rahman Putra Al-Haj, who was also the country's first prime minister. The first
Vice-Chancellor was Professor Oppenheim, a world-renowned Mathematician.
