Donor and development agencies supporting business environment reform (BER) need to have a clear and well-thought-
through methodology for measuring the impact of their efforts. Effective programming requires accurate and relevant
quantitative and qualitative data that is not always easy to come by. The quality of future programming depends on the ability
to accurately reflect and learn from the performance and impact of donor and development agency programmes.
This webinar presents recent developments in monitoring BER impacts.
1. Enhancing the Use of Evidence and Results Measurement in Business Environment Reform Programming. This recently
published DCED report summarises and maps a large body of evidence on the connection between BER functional
areas and reform outcomes. Using this evidence, it presents a theory of change connecting functional areas reforms
to higher-level economic impacts such as employment, economic growth and increased investment. The DCED has
also published a Policy Note drawing on these findings.

2. Evaluation of Danish Support to Framework Conditions for Private Sector Development (2008-2021). The Evaluation,
Learning and Quality Department of the Danish Ministry of Foreign Affairs is completing an evaluation of Danish
support for improving framework conditions in four countries (Ghana, Kenya, Mali and Tanzania). While most attention
was on bilateral support, the evaluation included Denmark’s support to global and multilateral reform programs. A
separate thematic study of business advocacy support to Kenya, Tanzania, Ghana and Mozambique was also
conducted.

that specialises in the use of data to support inclusive
economic growth. She is an economist with a
specialisation in regulatory reform and digital solutions
for government. Lara has published books and articles
about microfinance, small enterprise growth, and
employment, and taught at the Johns Hopkins School of
Advanced International Studies and the Columbia
School of International and Public Affairs.

Marina Buch Kristensen

Chief Advisor, Evaluation, Learning and Quality


Assurance, Danish Ministry of Foreign Affairs

Marina is the Chief Advisor and team leader for


governance in the Evaluation, Learning and Quality
assurance department in the Ministry of Foreign
Affairs of Denmark. She has extensive experience
with managing and undertaking complex
evaluations, studies and reviews.

Lasse Møller

Chief Consultant, Development and Finance, Green


Diplomacy and Climate Office, Danish Ministry of Foreign
Affairs

Lasse is the Chief Consultant in the Development


Finance Team in the Green Diplomacy and Climate
office in the Ministry of Foreign Affairs in Denmark. He
has a Ph.D. in economics and 30 years of experience in
development cooperation with a main emphasis on
private sector development programmes.
