Chapter-1 Huawei High Risks
The following activities have been identified as the highest level risks
encountered as an employee involved in the construction of telecommunications
networks. You will encounter all of these risks on a daily basis. If you are not
prepared and do not follow safe procedures, the odds are good that you will be
injured, or even die at your place of work.

Times have changed since the photo on the left was taken in 1931, when
at least five workers perished constructing the Empire State Building in
New York City. No PPE; no hard hats; no harnesses; no fall protection
instruction except for the statement, “Do not fall”. Telecommunications was
confined to early radio, primitive land lines and telegraph.

Today; helmets, full body harnesses and 100% tying off to anchorages are
the rule. And the world of telecom now has HUAWEI.

Chapter 2 Working at Height - Definition
 The Huawei Environmental, Health and Safety definition of
“Work at Height” means work in any place where, if there
were no precautions in place, a person could fall a distance
liable to cause personal injury. For example you are working
at height if you:
 are working on a ladder or a flat roof;
 could fall through a fragile surface;
 could fall into an opening in a floor or a hole in the ground;
 could fall from a tower, mast or other elevated surface 2
meters or above the next level lower than the level where the
work is performed.

Chapter-3 Fall Protection
Fall Protection – The means employed to prevent
or reduce the severity of injuries due to accidental
falls.

There are five main approaches to applying fall


protection to the risks in working at height.

Hierarchy of Fall Protection
The Hierarchy of Fall Protection is defined as a graded series of fall protection
solutions ranging from the best solution to the worst. In order of best to worst,
these solutions are:

1.Hazard Elimination

2.Traditional Fall protection

3.Fall Restraint

4.Fall Arrest

5.Work Procedures

These five basic methods are used to control fall hazards. After identifying a fall
hazard, the Hierarchy of Fall Protection can be applied to determine the best
method of protection. The Hierarchy of Fall Protection can be applied to every
fall hazard in any industry.

Fall Protection Basics
 DO NOT FALL
 Inspect your equipment daily.
 Replace defective equipment.
 If there is any doubt, do not use it.
 Replace all equipment involved in a fall.
 Ensure all equipment is inspected by a competent person at
least annually.
 Use shock absorbers if the arresting forces of the lanyard alone
can cause injury.
 Use the right equipment for the job.

 A 100 kg worker is working 2 meters above the next lower level. He is not
wearing his Personal Fall Arrest System. What is the Force of Impact if he
falls to a concrete floor 2 meters below?

Safety Tips in Using Ladders
Short duration work (max. 30
minutes)

Light work (up to 10 kg).

Ladder angle 75 degree - 1 in 4 rule


(1 unit out for every 4 units up).

Always grip the ladder when


climbing and do not overeach.

Ladder Safety
 Only one person on a ladder at a time.
 Face the ladder while climbing up or down and
hold the side rails with both hands.
 Carry tools up or down on a belt or with a rope or
hoist, not in your hands.
 Maintain 3-point contact while climbing the
ladder: 2 hands and one foot in transition.
 Wear Correct PPE – Hardhats, etc.

Background of Human Powered
Lifting and Lowering
 Due to the nature of telecommunications construction, we are
often faced with safely lowering material such as antennas and
their mounts weighing 100 kilograms and more from a height
often in excess of 30 meters.
 To safely lower heavy loads efficiently in tasks of this nature, we
should incorporate every opportunity to utilize electrical or fuel
powered equipment rather than relying on human power.
 However, in many of our undeveloped OpCos, we encounter
challenges presented by the lack of the powered equipment
commonly found elsewhere in our industry and are forced to use
the resources available, which often means reliance on human
power to accomplish the work.

Summary of Task
 Lowering Plan with Load Calculations must be performed and reviewed
by Lowering team.
 For every 200 kg. load, four to five workers are required for lowering load
from 30 meters.
 No personnel underneath load.
 Load drop zone radius equals 50% of load height
 Working Load Strength Specification of pulleys, ropes and rigging
(shackles, slings, anchors and connectors) must exceed twice the
working load weight.
 Utilize low stretch (static line) ropes
 Consider environmental conditions: Wind, Heat, Cold.
 Must use loss proof system to secure uncontrolled descent of load.
