Chapter-1 Huawei High Risks
The following activities have been identified as the highest level risks
encountered as an employee involved in the construction of telecommunications
networks. You will encounter all of these risks on a daily basis. If you are not
prepared and do not follow safe procedures, the odds are good that you will be
injured, or even die at your place of work.

Times have changed since the photo on the left was taken in 1931, when
at least five workers perished constructing the Empire State Building in
New York City. No PPE; no hard hats; no harnesses; no fall protection
instruction except for the statement, “Do not fall”. Telecommunications was
confined to early radio, primitive land lines and telegraph.
Today; helmets, full body harnesses and 100% tying off to anchorages are
the rule. And the world of telecom now has HUAWEI.

Chapter 2 Working at Height - Definition
The Huawei Environmental, Health and Safety definition of
“Work at Height” means work in any place where, if there
were no precautions in place, a person could fall a distance
liable to cause personal injury. For example you are working
at height if you:
are working on a ladder or a flat roof;
could fall through a fragile surface;
could fall into an opening in a floor or a hole in the ground;
could fall from a tower, mast or other elevated surface 2
meters or above the next level lower than the level where the
work is performed.

These five basic methods are used to control fall hazards. After identifying a fall
hazard, the Hierarchy of Fall Protection can be applied to determine the best
method of protection. The Hierarchy of Fall Protection can be applied to every
fall hazard in any industry.
