2023 2024 The Constitution and by Laws The Fidelis Press 1
Section 1. The publication, established herein under this constitution, shall be known as The Fidelis
Press.
Section 2. The Fidelis Press is the official publication of Lourdes College Senior High School.
Section 3. This constitution, herein shall apply to all members of The Fidelis Press.
Section 2: The LCSHS Fidelis Pess officials and members shall have the following duties:
a. Develop love of God and country, moral character, personal discipline, leadership, and efficiency
among its members;
b. Tap and train members for effective and righteous journalism;
c. Help the editorial staff develop self-confidence and camaraderie;
d. Promote unity among officials and staff;
e. Maintain school aspirations to promote quality education and academic excellence;
f. Serve and protect students’ rights and welfare;
g. Serve and protect the editorial staffs’ rights and welfare;
h. Represent the Student Publication in the policy-making body of the school concerning staffs’
welfare.
Section 1. All bonafide Student Press of Lourdes College Senior High School regardless of position and
length of service are automatically considered as members of the organization.
Section 1. Every Student Press in the Senior High School Department has the right to enjoy responsible
freedom of speech and expression.
Section 2. Every Student Press in the Senior High School Department has the right to avail of all the
services offered by the LCSHSSP.
Section 3. Every Student Press has the right to conduct and participate in all school activities.
Section 4. The Student Press has the right to information on all the issues and matters concerning them.
Section 5. Every Student Press has the right to vote, be nominated, and be elected into office.
Section 1. Every Student Press shall support and promote the thrusts and objectives of the organization.
Section 2. Every Student Press shall abide by the Constitution and By-Laws of LCSHSSP.
Section 3. Every Student Press shall exercise his/her rights and do his/her responsibilities as a member
of the organization.
Section 4. Every Student Press member shall no longer be associated with any club once already joined
The Fidelis Press club.
ARTICLE VI: POWERS AND DUTIES OF THE LOURDES COLLEGE SENIOR HIGH
SCHOOL ORGANIZATION OFFICIALS
Section 1. The Fidelis Press shall be the governing body of the Senior High School Student Publication.
Section 2. The Fidelis Press shall have the following functions and responsibilities:
a. Create article reports about events concerning the Senior High School Department of Lourdes
College;
b. Document events concerning the Senior High School Department of Lourdes College through
photographs and videos;
c. Create messaging avenues (group chats) necessary to address the concerns and/or suggestions of
The Fidelis Press Staff;
d. Turn over papers, documents, properties, and other responsibilities to the club moderator, Mr.
Shaddrach John Lloyd B. Daba before resignation or impeachment.
ARTICLE VII: COMPOSITION, ELECTION, QUALIFICATIONS AND TERM OF OFFICE
Section 1. The Editorial Boards of The Fidelis Press are the duly elected Editor-In-Chief, Associate
Editor-In-Chief, Freehand Editor, Layout Editor, Photo Editor, News Editor, Feature Editor,
Broadcasting Manager, Circulation Manager/General Secretary, Video Prod Directors, Online Accounts
Manager, Office Manager, and Assistant General Secretary.
Section 2. Candidates for the respective positions shall all be bonafide students of the Senior High
School Department.
Section 1. The Editor-in-Chief shall be the executive officer of The Fidelis Press and shall have the
following duties:
a. Preside over all meetings and/or may designate another officer to preside for a specific meeting;
b. Enforce this constitution and by-laws and other regulations that may be promulgated;
c. Sign all official minutes, resolutions, correspondences, and other official papers of The Fidelis
Press;
d. Perform other duties assigned by The Fidelis Press.
Section 6: The Writing Editors including Feature and News Editors, shall have the following duties:
Section 8: The Circulation Manager/General Secretary and the Assistant General Secretary shall have
the following duties:
a. Keep accurate records of the minutes and document proceedings of every meeting;
b. Keep a file of all pertinent documents and papers of the organization;
c. Call and prepare notices of meetings;
d. Manage the minutes of every meeting;
e. Perform other duties assigned by The Fidelis Press.
Section 9: The Video Production Directors shall have the following duties:
a. Scheme/Direct video concepts, including the determining of angles and appropriate sounds and
effects to use;
b. Supervise the shooting and editing of video productions for the LCSHSSP;
c. Transform raw clips into an informative and engaging finished video to inspire audience;
d. Perform other duties assigned by The Fidelis Press.
Section 10: The Online Accounts Manager shall have the following duties:

Section 1. The Editorial Board of The Fidelis Press shall be impeached on the following grounds:
Section 2. Any vacancy in any of the positions for the reason of death, resignation,or impeachment shall
be filled by a member of the Editorial Staff.
ARTICLE X. AMENDMENTS
Section 1. Any amendments to the Constitution and By-Laws shall be done every three years from its
official issuance.
Section 2. Proposed amendments shall be discussed within the body and shall be taken into consideration
once approved by a majority of the members.
Section 3. Implementing Rules and Regulations. – Within 90 days from the effectiveness of this Act, the
office of the Senior High School Principal shall promulgate the necessary rules and regulations for the
implementation of this Act.
Section 4. Separability Clause. – If for any reason or reasons, any part or provision of this Act shall be
declared unconstitutional or invalid, other parts or provisions not affected thereby shall continue to be
in full force and effect.
Section 5. Repealing Clause. – All laws, decrees, orders, rules, and regulations or other issuances or
parts thereof inconsistent with the provisions of this Act are hereby repealed or modified accordingly.
Section 6. Effectivity Clause. This Act shall take effect 15 days after its publication in the Official
Gazette or in any two (2) newspapers of general circulation.
The approval and promulgation of this Constitution and By-Laws are earnestly sought.
