 MAKING CITIES RESILIENT 2030 (MCR2030)

MCR2030 is a unique cross-stakeholder initiative for improving local resilience through advocacy,
sharing knowledge and experiences, establishing mutually reinforcing city-to-city learning networks,
injecting technical expertise, connecting multiple layers of government, and building partnerships. It is a
global partnership of experts in urban resilience, DRR, climate change, and the SDGs, including core
partners: R-Cities, C40 Cities, ICLEI, the international federation of Red Cross and Red Crescent
Societies, JICA, the United Cities and Local Governments, UN Human Settlements Programme,
UNDRR, UN Office for Project Services, The World Bank Group, and the World Council on City Data.
With an eye to helping cities work towards achieving the Sendai Framework for Disaster Risk Reduction,
the New Urban Agenda, the Paris Agreement, and the Sustainable Development Goals, by 2030, the main
strategic objectives of the MCR2030 include:

 Increase city understanding of risk and commitments to disaster risk reduction and resilience
 Increase city capacities to plan for risk reduction and resilience
 Increase city capacities to implement resilience actions and reduce risks
 Implementing Agency: Department of National Defense – Office of Civil Defense

Target Beneficiaries:

LGUs (Cities, Municipalities) who are interested to build urban resilience, through the benefit of sharing
experiences from its vast network.

Key Accomplishments:

The Pre-Sign Up Clinic and Ceremonial Launch of the MCR 2030 in the Philippines was hosted by the
OCD last 26 and 29 October 2021 with the objective of committing or renewing new commitments to the
MCR. A total of 65 cities/municipalities expressed or renewed their interest(s) to join MCR 2030.

 Implementation of Toxic Substances and Hazardous Waste Management

Pursuant to RA 6969 Toxic Substances and Hazardous and Nuclear Waste Control Act of 1990, this
program of the DENR-EMB covers the sound and proper management of industrial chemicals and
hazardous wastes in all aspects of its life cycle, from importation, manufacture, distribution,
transportation, use and disposal. This program will contribute to target 12.4 to achieve the
environmentally sound management of chemicals and all wastes throughout their life cycle, in accordance
with agreed international frameworks, and significantly reduce their release to air, water and soil in order
to minimize their adverse impacts on human health and the environment.

 Assistance to LGUs in the Completion of the Comprehensive Land-Use Plans (CLUPs)

To ensure rational land use and sustainable urban and regional development, Executive Order (EO) No.
72 provides for the preparation and implementation of the Comprehensive Land Use Plans (CLUPs) of
LGUs pursuant to the Local Government Code of 1991. CLUPs determine the specific uses of land and
other physical and natural resources, both private and public, within their territorial jurisdiction including
areas co-managed with the national government and, as appropriate, management plans for ancestral
domains, critical watersheds, river basins, and protected areas.
The Housing and Land Use Regulatory Board (HLURB) (i) provides technical assistance to LGUs/Highly
Urbanized Cities (HUCs)/ Independent Component Cities (ICC) in the formulation/updating of their
CLUPs; and (ii) also reviews and approves Provincial Physical Framework Plans (PPFPs). As of 2017,
out of the 1,634 LGUs, 1,569 or 96 percent already have approved CLUPs.

 Humanitarian Assistance and Disaster Response Readiness Enhancement Programs

This project by the Philippine Navy entails the procurement of lacking search and rescue retrieval
equipment, firefighting equipment, personnel protective equipment (PPE) and emergency medical team
equipment for the Search and Rescue Retrieval (SRR) Teams of the Philippine Navy through its Naval
Installation Facilities nationwide. These SRR Teams will support the NDRRMC in the event of disasters
save lives and further restore various affected lifelines such as water, power, communications, and other
utility services. The procurement of the lacking search rescue and retrieval equipment, firefighting
equipment personnel protective equipment (PPE) and emergency medical team equipment will increase
the operational readiness of disaster response units and ensure that they are fully capable to perform their
duty in times of disasters and other similar events. The project will contribute in building resilience of
country through provision of modern and state-of-the-art technology which can be used for timely and
accurate disaster response.

 Parametric Insurance Pilot

The Parametric Insurance Pilot implemented by the Department of Finance (DOF), Government Service
Insurance System (GSIS), and the World Bank (WB) allows 25 provinces to access quick-disbursing
payouts based on the estimated loss triggers determined through the Philippines’ Catastrophic Risk
Model. The ₱1 billion insurance fund also facilitates better response of these provinces to calamities
through easier access to funds without a lengthy claims process. This new insurance program will support
the country in responding to impacts of severe natural disasters. It acts as the last line of defense,
complementing other funding sources such as the national and local disaster risk reduction management
funds and contingent credit that protect against less severe natural disasters. This Project significantly
contributes to SDG Goal 11 (Sustainable cities and communities) specifically in increasing the capacity
of provinces to respond to disasters.

 Metro Manila Flood Management Project

The Metro Manila Flood Management Project is a joint project of the Department of Public Works and
Highways (DPWH) and Metro Manila Development Authority (MMDA) with assistance from the World
Bank and Asian Infrastructure Investment Bank which was approved in September 2017 and started
implementation during the first quarter of 2018. The development objective of the Metro Manila Flood
Management Project is to improve flood management in selected areas of Metro Manila. The project will
modernize 36 existing pumping stations on top of building 20 new ones; minimize solid waste dumped in
waterways; as well as provide housing to resettle affected individuals and communities. The project will
help increase the resilience of Metro Manila by building reliable infrastructure to reduce losses from
flooding.

 Resettlement Program (RP)

This program involves the acquisition and development of large tracts of raw land to generate serviced
lots and/or housing units for families displaced from sites earmarked for government infrastructure
projects and those occupying danger areas such as waterways, esteros and railroad tracks. The RP is
undertaken by the National Housing Authority (NHA) as the sole government agency responsible for
housing production.

Targeting Informal Settler Families (ISFs), the NHA implements the RP through different modalities
classified as either by method or by location. Under the by method modality are three approaches: (i)
Completed Housing Resettlement Projects or Developer-Constructed projects; (ii) Home Material Loan
Project or Incremental Housing Project; (iii) the Local Government Unit (LGU)-NHA joint venture
scheme or RAP-LGU. Meanwhile, by location RP is classified as either: (i) In-City wherein the
resettlement site is within the same LGU, or (ii) Off-City where settlements are located outside the
administrative boundaries of the LGU. In addition, resettlement by location may involve either completed
housing or incremental housing strategies or both.

A recent initiative under the RP is the five-year (2011-2016) 50 billion Oplan Likas (Lumikas para Iwas
Kalamidad At Sakit) housing program for the relocation of around 104,000 ISFs residing along danger
areas in Metro Manila.

 COMMUNITY MORTGAGE PROGRAM (CMP)

The CMP, implemented by the Social Housing Finance Corporation (SHFC), is a mortgage financing
program which assists legally organized associations of residents of blighted or depressed areas to own
the lots they occupy, providing them security of tenure and eventually improve their neighborhood and
homes to the extent of their affordability. In this regard, the Program aims to improve the living
conditions of homeless and underprivileged citizens by providing them affordable financing with which
they can secure tenure on the land they occupy.
