Sir,

The undersigned would like to inform you the forthcoming event activity in the Municipality of Daraga
with title “ARANGKADA BANWA: PASKONG PINASAYA CUM- GABI NG PARANGAL” to be held on
December 20, 2022 at Daraga Community College (DCOMC) Covered Court, Brgy. Salvacion, Daraga,
Albay as part of 21 days Christmas activity. The proponent of the event/project is Mr. Joey M. Zamora,
Ed.D. (Vocational School Administrator III) and the partners involved in the said event are DHRDC,
DCOMC, DepEd Representatives and LGU Departments.

This event/project aimed to give honor /recognition/merit to the dedicated individuals or employees of
the local government unit of Daraga for their valuable contribution and service; To highlight their
significant contribution that leads “ ARANGKADA BANWA” more meaningful and straight forward
tagline or the municipality unifying as one local government to the people; To boost employees morale
and continue their selfless to service to Daragueños; and to highlight Daraga’s major achievement for
2022 headed by the municipal mayor, Hon. Carlwyn G. Baldo.

The highlight of the project contains Eight (8) categories in the selection of most outstanding person to
with:
1. Outstanding Tax Payers
2. Outstanding Farmers
3. Outstanding Teachers (Public/Private)
4. Outstanding Barangay Health Workers
5. Outstanding Day Care Workers
6. Natatanging Kawani n LGU Daraga
7. Outstanding Barangay Tanods

In view of the foregoing, every Punong Barangay is task to nominates (No limit) qualified and well-
deserved Barangay Tanods and then, subject to the selection for the top Five (5) finalist by the
undersigned and other person expertise in handling this matter. The selected finalists will be presented
on November 15, 2022 (8:00 AM) at DCOMC, Brgy. Salvacion, Daraga, Albay for their final screening
interview to adjudge the Two (2) Outstanding Barangay Tanods.

Moreover, the undersigned will send you the Nomination form, Mechanics of the search, Criteria for
nomination (PB) and Judging (Board of Panel) in the 1st week of October 2022 (Sending nomination for
the whole month of October 2022).

 MOST OUTSTANDING TANOD

GENERAL MECHANICS:

1. ELIGIBILITY.
This is open to all deputized or active Barangay Tanod (Barangay Police Officer/
Barangay Peace and Security Officer and other term as long as it pertains to Barangay Tanod)
in the Municipality of Daraga, Province of Albay between ages 18 years old above and
performs a variety of police functions and front liner duties in the preparation and response to
any type of atrocities, public disorders, emergencies and even disasters or man-made
calamities that threaten peace and order and public safety.

2. CRITERIA / QUALIFICATIONS OF A NOMINEE.

The nominees must meet all of the qualifying requirements:

a. He/She must have been active in the service for at least two (2) consecutive years.
b. The nominee must be of good moral character.
c. The nominee must not had been adjudged guilty/ liable in any administrative or
criminal case.
d. The nominee must not have been charged under a criminal information pending in
court or must not have a pending administrative charge given due course by any government
administrative body.
e. The nominee is judged for his/her distinguished accomplishment, outstanding
leadership, excellence in the field of endeavor who have proven himself/herself
worthy of honor and emulation.
f. Nominee must had contributed to the cause of humanity and who has shown
exemplary performance for a substantial part of his/her life with documented proof subject to
the verification of the Secretariat and Technical Working Committee.
g. Nominee must submit fully accomplished nomination form with the proper
endorsements from the Punong Barangay and required attachment as follows:
1. Individual Resume (Maximum of 4-5 pages including the nomination
form)
2. 1 pc. 2x2 ID Picture (1st Phase)
h. Qualified nominees shall be informed by the Secretariat (Office of the PSO) to
submit list of supporting documents (2nd phase). Five (5) Finalists will be required to attend
interview for 3rd phase of judging.

3. NOMINEES WILL BE JUDGED ON THE FOLLOWING CRITERIA:

a. Service to the community/ and or nation (overall statistics of emergencies and
disasters they served and responded, public disorders attended and exemplary acts)

b. Leadership, including moral rectitude, innovativeness and pioneering spirit (attitude

towards work and work ethics, related accomplishments that created impact in the
community and exemplary performance being a courageous, dedicated, humanitarian and
environmentalist tanod)------------------ 40 points

c. Excellence in their field of endeavor (number of awards/ recognition received,

attendance to skills enhancements/ trainings and activities and membership/ involvement in
community-based or volunteer groups)

Total -- 100 points

4. NOMINATION FORMS. Nomination forms are available at the Daraga Public Safety Office.

5. Nomination forms must be submitted at the Daraga Public Safety Office (Beside Municipal
Dental Office), -----, Daraga, Albay.

6. SCREENING AND EVALUATION.

The Technical Working Group composed of the Chief of Daraga Public Safety Office and
representatives from the other bureaus shall conduct the selection, preliminary screening
and final evaluation of the nominees.

7. BOARD OF JUDGES.
The decision of the Board of Judges shall be final and unappealable.
8. AWARDING/ PRIZES/ INCENTIVES.
Awarding Ceremony is scheduled on December 20, 2022 as part of 21 days Christmas
activity.
