EXECUTIVE ORDER FOR THE ESTABLISHMENT OF REFERRAL
REABILITATION DESK.

WHEREAS, Section (3) (a) of DDB Regulation No.2 Series of 2016 entitled “Oplan
Sagip Guidelines on Voluntary Surrender of Drugs Users and Dependents and monitoring
of mechanism of Barangay Anti-Drug Abuse Campaign” mandates that all Voluntary
Surrenderer shall be properly documented by Dury Officer (DO) of the office where the
individual surrendered;

WHEREAS, Section 6 (A) (7) of DDB Regulation No. 3 Series of 2017 provides for the
establishments of a Rehabilitation Referral Desk in every barangay to endorse drug
dependents to the duly authorized representatives of DDB pursuant to Article VIII of RA
9165.

WHEREAS, Duty Officer assigned in Rehabilitation Referral Desk will monitor the
activities, program and projects of every drug surrenderer of the barangay;

NOW THEREFORE, I EFREN C. NASALITA, Punong Barangay of Barangay


Mabini, Jovellar Albay by virtue of the powers vested in me by law do hereby order.

SECTION 1. establishment of Rehabilitation Referral Desk.

1. Barangay Anti-Drug Abuse Council of Barangay Mabini Designated BHW Cristina C.


Nuyda as Duty Officer.

SECTION 2. The Rehabilitation Referral desk duty officer shall have the following
duties and responsibilities.

1. Man the Rehabilitation Referral Desk


2. Conduct an interview to solicit personal information from the surrenderer
3. Immediately inform the punong barangay in case the surrenderer is included in the
Target list, wanted list, and watch list personalities of law enforcement agencies, such as
but not limited to PDEA, PNP, and NBI or as any other pending criminal case;
4. Refer o endorse drug dependents to the Barangay Anti-Drug Abuse Council (BADAC)
or Municipal Anti-drug Abuse Council (MADAC) for screening using the alcohol,
smoking and substance involvement screening test (ASSIST);
5. Log and maintain a record book containing all persona; information of surrenderers;
6. Ensure confidentiality of all information of surrenderers;
7. Monitor progress of surrenderers; and
8. Perform other duties and finctions as may be deeed necessary.
SECTION 3- This order shall take effect immediately.

REORGANIZATION OF BARANGAY PEACE AND ODER


COMMITTEE (BPOC)
WHEREAS, Section 2 of the Executive Order 366 dated September 5,1996 and DILG
MC 2002-02 dated June 24,2002 mandates all barangays to organize their Barangay
Peace and Order Committee;
WHEREAS, with the assumption of new set of barangay officials, all barangay
governments are mandated to reorganize their BPOCs per DILG MC 2008-101 which
provides for the reorganization an guidelines in the monitoring of functionality of
BPOCs;
NOW THEREFORE, I, EFREN C. NASALITA Punong Barangay of Barangay Mabini
Jovellar, Albay, by virtue of the powers vested in me by laws, do hereby reorganize the
Barangay Peace and Order Committee (BPOC), to with;

Section 2. Function- The BPOCs shall perform the following functions;


a. Initiate, coordinate and monitor the implementation of peace and order programs and
projects at the barangay level.
b. Serve as an info-gathering mechanism pertaining to peace and order;
c. Monitor and check the nefarious activities of criminal elements;
d. Supervise barangay tanods in identfying barangay constituents with strong viant
behavior for referral to appropriate authorities.
e. Maintain continuing dialogue, close coordination and rapport with the city or
municipal POC, the city or municipal management coordinating committee and the law
enforcement and the law enforcement units operating in the barangay;
f. Formulate plans and recommend measures which shall improve or enhance peace and
order and public safety in its area of jurisdiction;
g. Supervise, coordinate and monitor the operations of all cmmunity based anti-crime
activities undertaken within the barangay;
h. Undertake periodic assessment of the prvailing peace and order situation in the
barangay and submit a report with appropriate recommendations to the city/municipal
POC; and
i. Perform such other functions which may be assigned by higher POCs.
Section 3. Effectivity.-This order shall take effect immediately.

AN ORDER ESTABLISHING THE KASAMBAHAY DESK OF BARANGAY


MABINI JOVELLAR, ALBAY.

WHEREAS, DILG Memorandum Circular No. 2013-61 dated July 8, 2013 pursuant to
Republic Act No. 10361 otherwise known as “Domestic Workers Act” or “Batas
Kasambahay” mandates that all City/ Municipal Mayors and Punong Barangay are
enjoined to initiate he conduct of the registration of all Kasambahay within the
jurisdictions and to require every employer to register his/her domestic worker under
his/her employment in the Kasambahay Masterlist (Registry of the Domestic Workers) in
the barangay where the employer’s residence is located.

WHEREAS, to carry out the continouos registration of all kasabahay in the barangay, the
aforesaid law and circular further mandates that the Punong Barangay through an
Executive Order, shall designate Kasambahay Desk Officer who shall be tasked to
manage the Kasamabahy Desk.

NOW THEREFORE, I EFREN C. NASALITA, Punong Barangay of Barangay


Mabini Jovellar Albay by virtue of the powers vested in me by law, do hereby order:

SeCTION 1. ESTABLISHMENT OF KASAMABAHAY DESK and there shall be a


Kasamabahy Desk located in the barangay hall of Barangay Mabini Jovellar Albay.

Section 2. Designation of Kasamabahay Desk Officer. Mrs. Jocelyn N. Nobleza


Barangay Kagawad of Barangay Mabini Jovellar Albay is hereby designated as Barangay
Kasambahay Desk with the following duties and functions:

1. Manage the Kasambahay Desk


2. Conduct registration of the Kasamabahy in the barangay with proper coordination with
representatives from Philihealth, SSS, Pag-ibig and other stakeholders may be invited.
3. Maintain and take custody of all registration forms, contracts and other related records
and maintain update the Kasamabahay Masterlist.
4. Submit monthly Kasamabahay Report to the Local Public Employment Service Office
(PESO)
5. Spearhead in the information dissemination and awareness advocay regaring R.A.
10361.
6. Assist in cases of compaints and/or make referrals, and attend to inquires relative t the
Kasamabahay Law.

Section 3. Funding. The cost of the establishment and operations of the Kasamabahay
Desk maybe charged in the barangay funds subject to existing budgeting, accounting and
auditing rules and regulations.

Section 4. Effectivity. This Executive Order shall take effect immediately.

REORGANIZING THE BARANGAY COUNCIL FOR THE THE WELFARE OF


CHILDREN (BCPC)

WHEREAS, R.A. 7160 also known as the Special Protection of Children Againts Child
Abusr, Exploitation and Discrimination Act, provides for stronger deterrence and special
protection againts child abuse, exploitation and discrimination and its corresponding
penalties.

WHEREAS, Article 87 of the Presidential Decree 603 (Children’s Youth Welfare


Code) states that there is a need to organize the Local Council for the Protection of
Children (LCPC) not only at the barangays but also in all levels of the Local Government
Units to ensure synchronization and integration of policies, programs and projects for
children;

WHEREAS, DILG Memoradum Circular No. 2002-121 dated August 5, 2002 enjoins
all Local Chief Executives (LCEs) to organize/reorganize provincial/municipal council
for the protection of children and take the lead in the implementation of all children’s
programs in their respectives localities;

NOW THEREFORE, I, EFREN C. NASALITA, Punong Barangay of Barangay


mabini Jovellar Albay by virtue of the powers vested in me by law do hereby order:

Section 1. Reorganization of the Barangay Council for the Protection of Children


(BCPC). A Barangay Council for the Protection of Children is hereby reorganized
pursuant to DILG MC No. 2002-121 dated August 5, 2002.

Section 2. Duties and Functions. The BCPC shall perform the duties and Functions in as
follows:

1. Formulate plans, programs and policies for the children that are gender-fair
culturally relevant and responsive t the needs of diverse groups of children ages 5 and
below.
2. Prepare AWFP for children and recommend appropriations to the Sanggunian.
3. Estbalish and maintain database on children in the barangay;
4. Foster education of every child.
5. Advocate for the establishment and maintenance of playgrounds, day acre centers and
other facilities necessary for children and youth development;
6. Recommend local legislation promoting child survival, protection, participation and
developments, especially on the quality of television shows, media prints and coverage,
which are detrimental to children, and with appropriate funding support.
7. Assist children in need od special protection and refer cases filed againts child
abusers to proper agencies/institutions;
8. Conduct capability building programs to enhance knowledge and skills in handling
children’s programs;
9. Documents Barangay Program for children;
10. Monitor and evacuate the implementation of the program and submit quarterly status
reports to CCPC;
11. Perform such other functions as provider for the ECCD and other child related laws.

Section 3. Effectivity. This order shall take effect immediately.

CREATION AND ORGANIZATION OF GENDER AND DEVELOPMENT


(GAD) FOCAL POINT SYSTEM

WHEREAS, RA 7182 otherwise known as an Act Promoting the Integration of Women


as full equal partners of Men in Development and nation building and for other purposes,
provides that NEDA with the assistance of the National Commission on the Role of
Filipino Womwn (NCRFW) shall coordinate the Commission of the act’s provision,
which among other, mandates the different government agencies including its
instrumentalities to intergrate the participation of women in national development.

WHEREAS, jmc 2013-01” Guidelines on the Localization of the Magna Carta of


Women”, mandates Local officials and employees to be responsible in promoting and
ensuring that gender and development is mainstreamed in local policy, planning,
programming, budgeting, implementation, monitoring and evaluation, hus ensuring that
their GAD Focal Point System (GFPS) or similar GAD mechanism are in place, fully
functional, and the members have the capacity and influence to promote gender
mainstreaming pursuant to Section 37 of the MCW Implementing Rules and Regulations
(MCW IRR);

NOW THEREFORE, I. EFREN C. NASALITA, by the powers vested in me as the


Punong barangay, do hereby order the creation and organization of the GAD Focal Point
System in Barangay Mabini Municipality of Jovellar.

Section 1. Creation of gad focal point system executive committee . The GFPS

Section 2. General Functions of the LGU GFPS. Pursuant to the MCW-IRR, the GFPS
is tasked to ensure and sustain the LGUs critical consciousness in supporting gender and
development, women’s empowerment and responding to gender issues. It shall take a
lead role in direction-setting, advocacy, planning, monitoring and evaluation, and
technical advisory in mainstreaming GAD perspective in the LGU programs, projects,
activities, and processes.

As such, all the above-named members/representatives of this body shall ensure that
pertinent guidelines and relevant provisions are strictly observed and complied with.

This order shall take effect immediately.

REORGANIZATIN OF THE BARANGAY ECOLOGICAL SOLID WASTE


MANAGEMENT COMMITTEE.

WHEREAS, Section 10 of RA 9003 otherwise known as the Ecological Solid Waste


Management Act of 2000 emphasized the vital role of the barangay in the successful
implementation of the program, particularly the segregation, collection and recycling of
waste source.

WHEREAS, with the assumption of newly-elected officials, and to ensure continouos


compliance to the mandates, the Barangay Ecological Solid Waste Management
Committee (BESWC) is hereby reorganized;

WHEREAS, DILG Memorandum Circular No. 201/-112 dated July 12, 2018 informs
and remind concerned local government officials and members of Barangay Ecological
Solid Waste Management Committee (BESWMC) of their functions and responsibilities,
thus harmonizing all existing issuances related to BESWMC;

NOW THREFORE, I EFREN C. NASALITA, Punong Barangay of Barangay mabini


Jovellar Albay by virtue of the powers vested in me by law, do hereby reoganized the
Barangay ecological Solid Waste Management Committee, to wit;

Section 1. The composition of the Barangay Ecological Solid Waste Management

Section 2. Functions of the Committee. The committee shall perform the following
functions;
1. formulate a community solid waste management program consistent with that of the
Municipality.
2. Be responsible for the segregation and collection of solid waste specifically for
biodegradable, compostable and usable waste;
3. Establish within the barangay or cluster of this barangay a Materials Recovery facility
(MRF), a redemption eco centers in the barangay owned or leased land or any suitable
open space to be determined by the Sangguniang Barangay. The MRF shall receive
recyclable waste for final sorting, segregation, compsting and recycling in an efficient
and environmentally sound manner and to be sold in bulk to buy-back center or “Junk
shops”. the remaining residual wastes shall be collected by the municipality; in
establishing MRF the building and/or land layout and equipment must be designated to
accommodate efficient and safe materials processing movement, and storage;
4. Allocate funds for the barangay ecological solid waste management program,
approved by the sangguniang barangay.
5. The BESWMC shall organized a core area/street coordinators thru the conduct of the
training for barangay residents on segregation, composting, recycling and livelihood
oppurtunities from use of the recyclble waste and to monitor their implementation;
6. Integrate the Ecological Solid Waste management Program in the barangay
development plan and/or Annual Investment Plan;
7. Find alternative sources of funds other than the regular barangay budget;
8. Submit monthly report to the municipal ESWMC on the progress of the program
copy furnish the Local DILG Office.

Section 3. this order shall take effect immediately and shall remain in effect unless
otherwise repealed and/or superseded by succeeding orders.
