Chemical Management Policy & Procedure
1.0 Purpose & Scope:
The purpose of this procedure is to define mechanism and responsibilities
in a prescribed manner for procurement, handling and storage of chemicals to
ensure control & safe use of all the chemicals that are/will be used by Silver
Composite Textile Mills Ltd.
2.0 PROCEDURE:
2.1 Procurement:
It is the responsibility of Mr. Subroto (Chemical Purchase) to initiate
procurement of chemicals. At the time of purchasing any new chemical it is
assessed in terms of:
i. Hazards associated
ii. Maximum (safe) inventory levels so as to minimize
hazards.
iii. Requirement of MSDS, TDS, GOTS, Oeko-tex®, RSL
& MRSL.
iv. IoS MAT 0010
v. Applicable legislation
vi. Any specific handling, packaging, labeling requirement
and waste management.
The requirements related to chemical are communicated to the supplier
through Purchase Document/ contract/ Indent. It is the responsibility of
approving authority of Purchase Document/ contract/ Indent to check adequacy
of chemical requirements in the documents.
2.1.1 New Products
Any new dyes and chemicals proposed for use are evaluated initially by
the head of laboratory. The criteria for any new dyes and chemicals are set by
certain parameters.
1. Replacement of existing product due to availability.
2. Replacement of existing product due to price advantage.
3. Replacement of existing product due to improved
performance.
4. Replacement of existing product due to
environmental/safety improvement.
5. New product not used before with some/all of the above.

2.1.2 Replenishment stock
At the end of each calendar month the chemical store man carries out a
stock count of all chemical products held in the stores. The stock reflects an
opening stock at the beginning of the month, a closing stock at the end of the
month and a total used stock figure. This report is given to the concern head.
The concern head then calculates how much stock he requires for the next
month based on usage from the previous month and the forecast for the month
ahead. A requisition is raised for all the requirements and the process follows
the same route as for the new product ordering procedure.
2.2 List of Chemicals
All chemicals used are listed on ‘List of Chemicals’. The list of chemicals
gives name of the product, purpose/ area of use and reference of MSDS.
Mr. M. Zahidul Kabir, Deputy Manager (Compliance) ensures that ‘List
of Chemicals’ is updated, whenever new chemical is being used in any activity.
Material Safety Data Sheet (MSDS) of all chemicals will be taken from
the Suppliers and maintained with Mr. Subroto (Chemical Purchase) & Mr. Md
Benzir Ahmed, Sr. Manager (Store) is responsible for updating MSDS of
chemicals.
2.3 Handling of Chemicals
All chemicals are handled by trained personnel in terms of the use of
PPE and manual handling throughout the process from transporting from the
stores area to use within the processing department.
2.4 Chemicals Assessment
All existing products used in all areas, Finishing, Maintenance, Civil etc.
have all been evaluated for suitability in terms of compliance to chemical
legislation at a level that meets all internal and customer requirements. All
MSDS is available in the areas of use and storage areas, and a master copy is
kept in the store. Any updated MSDS for any product immediately replaces the
previous document which is destroyed. If any existing product undergoes a
change in formula which makes the product non-compliant with the company
policy, then this product will cease to be used with immediate effect and an
alternative safer product will be sourced.

All new chemical products are evaluated via the technical development
procedure before they are introduced into full production.

All new maintenance products (Including, Boiler, Generator) finishing
and civil products are evaluated by store Manager for suitability in terms of
compliance with the internal and customer requirements via a new product
evaluation document this is raised by the heads of department for the respective
areas stating the product name, intended use and the MSDS for the product.
Any product that does not meet the requirements will not be allowed on site and
an alternative safer product must be sought. Products that have not been
evaluated by this procedure will not be allowed on site.
1. No handling of chemical without PPE
2. If Chemical is in contact with eyes flush constantly with
fresh water and seek medical help.
3. If chemical enters the mouth, wash mouth with fresh
water and drink as much as possible.
4. If chemical in contact with skin, wash constantly with
fresh water.
5. When working with chemicals or in a hot area drink
plenty of water.
6. Chemical dispensing should be done with appropriate
means like hoppers, dispensers, scoops to prevent
spillage/ leakage.
7. Always transfer chemical drums or boxes from one place
to another with the help of trolley.

2.5 Defective Chemical Quarantine:
During the production process from time to time chemical products can
become defective. This can be due to shelf life exceeding, open drum
contamination or temperature degradation or product manufacturing failure If
during processing a chemical product does become defective, that product will
be quarantined by clearly labeling the drum or container QUARANTINED in
the instance of a product exceeding its shelf life, a check will be made of any
similar stock held to ensure the expiry date for the same product has not been
exceeded. If the defective product is felt to be product manufacturing failure the
relevant chemical company will be contacted and the product replaced. Any
other defective product will be disposed of through the ETP (Unit-03) in a
controlled manner i.e. with dilution factor dependent on the chemical and its
relative strength and impact on the ETP (Unit-03). The instance will be
recorded for stock replacement purposes and cost evaluation.

2.6 Rotation of Chemical:


To ensure chemicals are used on first in first out basis all new stock
deliveries will be placed behind current stock in the chemical storage areas.
Prior to a known delivery schedule for incoming stock, the stock controller will
instruct that all current stock be moved forward in the stock holding area. When
new delivery arrives all new stock will be placed to the rear of all current stock
to ensure old stock is used first. All issued stock will be checked by the stock
controller against the stock received inventory to ensure the oldest stock is
issued first.
2.7 Storage of Chemicals:
The chemical store area is designed to ensure no risk of contamination
and cross contamination of hazardous/non hazardous chemicals is possible into

water courses or ground. Secondary containment and segregation of hazardous
chemicals is incorporated in the design of the storage area. Adequate lighting
and ventilation is available and all chemicals are clearly identified with product
name and all MSDS is available in a strategic position to allow access in an
emergency.

In the process area all open and partial used drums of chemicals are
clearly marked with the product name and MSDS for all products is available in
strategic positions for use in an emergency. Chemicals are only stored in areas
with adequate drainage to the event of a spillage. No chemicals are stored in
undesignated areas. All empty drums of chemicals are thoroughly cleaned
before returning to the chemical store area awaiting disposal by an approved
waste handling company.
It is the Responsibility of Mr. Md to implement following controls in
chemical storage facilities:
a) Concrete flooring to prevent soil contamination. Chemicals must not
be stored on Soil.
b) Storage area must be free from drainage holes/ sewer.
c) Containment (at least able to hold volume of largest barrel/ tank)
d) Chemical storage areas should have adequate ventilation.
e) All Flammable Chemicals must be stored away from sources of spark.
f) Flammable chemicals should be stored in spark proof environment
(spark proof lights & wiring).
g) Eye washer/ Emergency Showers should be available near chemical
storage/ handling areas.
h) PPEs signs applicable to the nature of hazard should be displayed in
all chemical handling and storage area.
i) Availability of PPEs should be ensured while handling chemicals
j) Chemicals that are stored in open environment (if closed) must be
covered to protect from rain.
k) Information regarding risks and safe handling of chemical or MSDS
must be displayed / accessible in the storage areas.
l) All storage areas must be identified with the possible safety hazard
and have access control.
m) All dyes/ chemicals should be stored safely in racks or stacked.

2.9 Emergency Response
Risk-1: There is a high risk of Spillage during transportation and
dumping for storage. If adequate measures for spillage are not taken,
devastating accident may happen, adversely chronic effect on environment may
occur.

Corrective measures:
 In case of spill try to contain the spill with absorbent e.g. sand.
 Collect spilled chemical.
 Collect contaminated sand in a close drum.
 In case of fire use dry powder fire extinguisher (never use water).
 Try to isolate with the other adjacent areas.
 Call fire service and civil defense.

Preventive measures:
 Ensure adequate firefighting equipment and proper maintenance
thereof.
 Impart chemical training to all people who work with chemical
substances.

Risk-2: If incompatible chemicals are stored together without proper
segregation, in the case of undesired leakage, there is a potential risk of creating
toxic fumes and fire accident.
Preventive measures:
 Follow compatibility chart to store chemicals. Follow MSDS for
detail of incompatibility.
 Ensure proper secondary containment.
 Ensure adequate number of spill kits and proper maintenance
thereof.
 Ensure adequate firefighting equipment and proper maintenance
thereof.
 Impart chemical training to all workers who work with chemical
substances.

Risk-3: Chemical substances may come into contact of skin, be ingested
or inhaled.
Preventive measures:
 Come into open air and keep breathing.
 Wash eyes with plenty of water for at least 15 minutes.
 Wash affected part of skin immediately with water and soap.
 Wash all contaminated cloths immediately.
 In the case of ingestion, follow the direction of MSDS and seek
emergency medical attention.
 Do not give anything into mouth of a senseless victim. Seek
emergency medical attention.
