Disaster Risk Reduction is a very important aspect in disaster education. In
this module, the focus was on the different approaches in Disaster Risk Reduction
(DRRR) that would help reduce risks whenever disaster occur. Equipping ourselves
with knowledge, skills, and capacity to respond to emergencies will strengthen our
resilience to disasters.

After
the discussion you are expected to;
• discuss the key concepts, principles and elements of DRR;
• recognize the importance of DRR on one’s life;
• list down places in your locality that are prone to disaster risks and
hazards; and
• write a communication letter naming disaster-risk areas to your local

What Is It

Disaster Risk Reduction (DRR)


The concept and practices of reducing disaster risks through systematic
efforts in the analysis and management of casual factors of disasters is called
disaster risk reduction. Disaster Risk Reduction (DRR) leads to reduced exposures
to hazards, lessened vulnerability of people and property, wise management of land
and the environment, and improved preparedness for adverse events according to
National Disaster Risk Reduction and Management Framework (NDRRMF).

Key Concepts of Disaster Risk Reduction (DRR)


The following are key concepts of Disaster Risk Reduction (DRR), as explained by
the Asian Disaster Risk Center (ADRC):
• Disaster risk reduction is a matter of decision – this relates to how people make
choices on how they grow their food, how they build their homes, and what
kind of government they have. Each action and decision made is crucial as to
whether, the people may be vulnerable or resilient to disasters.
• Disaster risk reduction is about choices - this relates to the concepts and
practices of reducing disaster risks through systematic efforts to analyze and
reduce the casual factors of disasters.
• Disaster risk reduction is everyone’s business – this includes ways of
disciplines like disaster management, mitigations, and preparedness in which
DRR must be part of sustainable development. Unsound development policies
will increase disaster risk and disaster losses.
Importance of Disaster Risk Reduction
According to the State of Disaster Risk Management’s report in 2008, the
Philippines has about 85 percent of the total number of disasters that struck the
country aggravated by four calamitous floods and landslides. The occurrence
resulted into the increase of death toll. Furthermore, these twin disasters caused
more economic losses due to damage to properties, infrastructure, and agriculture.
In order to achieve safer communities and lessen the vulnerability to disaster,
there is a need to consider disaster risk as an integral part of the development
process. Local chief executives (barangay level) must address the underlying risk
factors of disasters such as unplanned urbanization, ecosystem degradation,
vulnerable livelihood, and other critical issues for public awareness as well.

Investments of disaster risk management should be taken into considerations and
Disaster Readiness and Risk Management (DRRM) must be mainstreamed into local
and national plans.
Elements of Disaster Risk Reduction (DRR)
1. Disaster Risk Reduction Continuum
• Ongoing development activities – ongoing Disaster Risk Management (DRM)
aspects in different development programs.
• Risk Assessment- diagnostic process to identify the risks that a community
faced.
• Prevention – activities to avoid the adverse impact of hazards
• Mitigation – Structural/non-structural measures undertaken to limit the
adverse impact.
• Preparedness -activities and measures taken in advance to ensure effective
response.
• Early warning – provision of timely and effective information to avoid or
reduce risk.
2. Immediate Disaster Response
• Evacuation – temporary mass departure of people and property from
threatened locations.
• Saving people and livelihood – protection of people and livelihoods during
emergency.
• Immediate assistance – provision of assistance during or immediately after
disaster.
• Assessing damage and loss – information about impact on assets and loss
to production.
3. Post Disaster to Continuum
• Ongoing assistance – continued assistance until a certain level of recovery.
• Recovery – actions taken after a disaster with a view to restoring
infrastructure and services.
• Reconstruction-actions taken after a disaster to ensure
resettlement/relocation.
• Economic and social recovery – measures taken to normalize the economy
and societal living.
• Risk assessment – diagnostic process to identify new risks that
communities may again face.

Instructions: Write a communication letter addressed to your barangay secretary


who in turn will inform the barangay officials of your concerns as regards the
structures posing danger to lives in your community, the uncollected garbage,
potholed roads, and spaghetti electric wires included. This activity is worth twenty-
five (25) points based on the substance/content of the letter of fifteen points,
organization of thoughts of five (5) points, and the style of writing chosen of five (5)
points. Use a bond paper for this activity.
