Preface and Introduction

Under All India Institute of Local Self Government ,L.G.S. in the


Bandra branch, for the academic year 2023-24 all students were asked
on behalf of the institute to visit the 5 different department of
Brihanmaumbai Municipal corporation to know the working of the
department . I was totally unaware about the subject of field visits . I
am sincerely thankful to institute for providing necessary guidance to me
time to time.
I have visited the 5 places and tried to get the knowledge of that
departments & presented here very brief form, on the basis of
information I got about the subject
Due to this field visits I come to know the working of the 5
different department and the service rendered by the concerned
departments .Therefore I am very thankful to the institute for such form
of teaching.

Borse ,SWM Dept R/Central Ward provided the detail information about deptt.
Examination and report:
The Solid Waste Management Department in the Ward Office which
functioning under the Control of Assistant Engineer (Environment). A.E. (Env) is
supervising the work of A.H.S., two supervisors and Junior Supervisor ( JO) ,
Mukadams, Motor Loaders, Scavengers, etc in sufficient numbers and in the given
chain.
The working of the department is carried out in three shifts. Section in the
ward is divided into number of beats and Roll-Call of the labourers is taken in the
mustering chowkies of every beat at 06.30 am . After attending the Roll-Call the
labourers go to their respective places. Every day Reserve Labours are appointed
in place of absent permanent labourers.

The work of road cleaning is one of the main works of the department. The
area like roads, footpaths, dividers in the City is swept in the morning and
afternoon shifts and the refuse is deposited in the garbage collection vehicle as per
the route plan of the vehicle , as all the refuse bins ( Collection Center) are
removed from the road so as to stop the nuisance and get the garbage free road to
the citizens.

REFUSE LOADING AND TRANSPORTATION:


The refuse deposited in Refuse Collected is taken away through Municipal
Compactors and Contractor’s Vehicles. The staff on the post of Motor Loaders
loads the refuse in the compactors from the different area and this refuse is carried
away through the Check-points to the Deonar, Gorai, Kanjurmarg etc. dumping

grounds.
Generally, one trip is taken by large compactor and 2 tripes to small
compactor in every shift. Additional vehicles are provided by the Central Agency
in the peak period like Rainy Season, Mango Season, etc. However House to
House collection of refuse system is being implemented for many years. No
specific charges are recovered for the refuse collected from the roads and
footpaths.

The cleaning of the main road as well as adjacent gullies in the juridiction
of BMC as well as cleaning of Private/Government and Semi Government lands in
the City area is supposed to be daily work of the SWM Department at the Ward
Level.

As per provisions of Mumbai Mahanagar Palika Act, the Corporation


removes refuse from roads and footpaths. However, no refuse is removed from Pvt.
Premises. The landlords of the Pvt. Premises and societies are responsible to
collect garbage from their primises and kept their easybins which inturn collected
by compactor of the concerned route.

Apart from this, SWM Dept. is carrying out the work of Maintenance and
allotment of Municipal Staff quarters and cleaning of beaches, public festival
places and nuisance detection.

WORKING PROCEDURE:

The Roll-call of the labourers is taken at 6.30 a.m. every day and after 6.30
a.m. all roads are swept through labourers and the refuse so collected is deposited

in the dustbins. The debris on the roads is also removed. The roads are cleaned by
means of brushing. The dust on the road dividers is also removed.

The refuse collected by sweeping of roads and garbage generated from


building is loaded by the Motor Loader Staff in the refuse Vehicles and the same is
unloaded at the dumping grounds. Silt Lying on the roads and debris is collected
through J.C.B. Dumpers and unloaded at dumping ground. Mukadam pay visits to
the all places and guide the labourers. At 1.30 p.m., Mukadams close the
Mustering Book and same is verified by the concerned J.Os.
Ward Supervisors supervises all the working and make utmost attempts to
implement house to house Refuse Collection Scheme by reducing refuse bins as far
as possible. Supervisors also visit P.S.Cs, and Refuse sheds.
The work of construction sheds, store-rooms is being carried out through
A.E. (Maintenance) after preparing estimates and getting appropriate sanction of
the Competent Authority. The articles and materials provide to the labourers like
Uniform, Gumboots, Rain-coats, etc are being indented and control is kept on its
availability from the store by the supervisors.

REFUSE COLLECTION & TRANSPORT:


At Motor loading chowky, the Roll Calls of the labourers are taken at 6.30
a.m., 2.00 p.m. and 10.00 p.m. in the night in three respective shifts. Required
daily recruits are taken and log-sheet is given with the Municipal Vehicles as well
as Contractors’ Vehicles and the work of removal carried out as per programme
sheet. Refuse is collected from road side sweepers and buildings as per house to
house programme and deposited in refuse transportation centre at Gorai dumping
ground by small compactor while large compactor directly deposited garbage at
Deonar or Kanjurmarg dumping ground . Loaded Vehicles is being checked at the

Check-Posts at ward level and after verification, necessary rubber stamps are fixed
on the Log Sheet, Refuse Loaded Vehicle along with Vehicle No. are recorded in
the trip Register. Thereafter, the Vehicle is taken away at the dumping ground. The
details in the Log-Sheets is recorded in the Trip Register maintained in the Motor
Loading chowky.
The bills of the Contractors are scrutinized with the details on the Log-Sheet.
If any discrepancy is found, the penalty is charged and recovered through the bills.
Monthly report on the quantum of the removed refuse is made. The redressal of the
Grievances are done.
Apart from the refuse removal work SWM Dept. removes stones, debris, and
silt and working of the removing the same is carried out same as per refuse
removal procedure. SWM department also picked the debris from the private
premises by charging nominal charges under ‘ Call On Debris scheme of BMC.

Nuisance Detector of the SWM Dept. carries out following works.


1) Nuisance detector pay visits to all the roads at public places in the Ward and
restricts the nuisance caused by the Public and they recover charges as a
Penalty from the public.
2) Constant Watch is kept at the sensitive Refuse Collection Centres and N.D.
is to see that the surroundings of the refuse collection place is kept clean and
tidy.
3) N.D. is also take action on the use of plastic.
4) Penal action is taken against the persons urinating or squatting on the roads.
5) Charges are recovered from the persons depositing debris, on the roads.

RASTY SWACHATA YOJANA


For the Last few years the Scheme is being implemented by Sweeping roads

particularly at night time as well as in morning when there is less disruption in the
sweeping work on all of pedestrians and Vehicles moving comparatively less on
the roads.
NATURE OF WORK
1) Sweeping the roads.
2) Removal of debris on the road.
3) Cleaning of garbage accumulate spot on the roads.
4) Removal of rank Vegetation on the road.
5) Cleaning of road dividers.
6) Brushing the roads.
7) Spreading insecticide powder at garbage spot

ADOPTED SLUMS SCHEMES:


In the Corporation area where Municipal Services are not available in such a
Slum. The Corporation fixes responsibility of cleanliness on the N.G.Os. formed
out of the Local Residents. The refuse from the slums is collected removed to the
Collection Centres. Small gutters, gullies, are also kept clean. Before handing over
the work of such slums to the Organizations, it is binding on the Organization to
fulfill terms and conditions as prescribed by the Corporation. This system is known
as Swaccha Bharat Abhiyan.

Examination and Report:

Assessment and Collection Department is one of the important department


and main source of Revenue of M.C.G.M. As per Section 154 of M.M.C. Act,
Assessment and Collection Dept. has to assess all lands and buildings situated in
the jurisdiction of M.C.G.M. To levy and recover property taxes, Theatre Tax,
tax on vehicle- animal, Properyt tax on building with large residential
premises etc., is the main work of various Sections/Wards of the Assessment &
Collection Depts.

Under the control of Assessor & Collector and under Supervision of Dy.
Assessor &Collector, Asstt. Assessor & collector get the day to day work done
from the staff under his control at ward level. Under the control of M.C., the
administration work is done at Ward level.

Along with this, Assessment & Collection Deptt. carries out the work of
General Municipal Elections. For smooth working of each Ward, two separate
wings namely Indoor & Outdoor are created under the control of Asstt. Assessor
& Collector.

Work of Indoor Staff:


To prepare tax bills and send to tax payers, levy penalty and issue warrant
of attachment to defaulters of payments, as per provisions of B.M.C. Act allow
refund,maintain record of R.V. etc. prepare administrative reports, statistical

figures. Issue the inspection extracts, print assessment list, half yearly bills, bill
books summery of taxes due.

Work of Outdoor Staff:


For the purpose of Inspection of the properties G/North Ward is divided into
various sections and one Ward Inspector is appointed for each section. Under the
supervision of Dy. Supdt./Supdt., Ward Inspectors the properties of his section and
submits inspection report, initiate recovery actions by serving penalty notices and
warrant of attachment etc. submit inspection extract of property if party applies for
the same. Under supervision of Asstt. Supdt., tax is collected at CFC Counter and
receipt is issued to party.

General working procedure of G/North Ward:

Collection Target is allotted to each Ward of Assessment & Collection


Deptt.In order to achieve the target, regular follow up is done by pursuing rate
payers for recovery of taxes. For this purpose, the Property Tax Bills are issued
and served to rate payers under provisions of Sec. 154 of B.M.C. Act. Demand
notices are served on tax defaulters.
If no payment is received penalty notices and warrant of attachment are issued
and served on the defaulters. Public Auction sale is conducted under the sanction
of competent authority for recovery of Municipal dues by giving advertisement in
the local newspapers.
Refund on account of vacancy & over collection is allowed to party under the
sanction of competent authority W.T./S.T. is levied or deleted from P.T.Bills On
payment of Schedule fee, first date of assessment, inspection extract, Duplicate
receipts are issued to applicant. On demand, tax clearance certificate is issued if all

dues are recovered. Abstract of daily collection is prepared and sent to Cash
Section of Head Office.

Transfer of property cases are disposed off after proper scrutiny, under
sanction of competent authority Maharashtra Tax on building with large residential
premises is levied and recovered and entire work procedure for the same is
followed by this Deptt.

For aforesaid work sanction of competent authorities obtained whenever


necessary.
Capital Value of open land or building or part there of : Capital value of
open land or building shall be fixed under the provisions of the act and these rules
in the following manner , namely :

1. Capital value of open land –


Rate of base value (BV) of a open land according to ready reckoner *
Weightage by multiplication as per user category (UC) (Part I of schedule
‘A’) * permissible or approved floor space index (FSI) * area of land (AL).
CV=BV*UC*FSI*AL

2. Capital value (CV) of a building :


Relative rate of base value (BV) of a building according to ready reckoner *
weightage by multiplication as per user category ( UC) (Parts II,III,or as the case
may be ,IV of schedule ‘A’) * weightage by multiplication as per the nature and
type of building (NTB) (Schedule ‘B’) *weightage by multiplication on account of
age of building (AF) (Schedule ‘C’) *weightage by multiplication on account of

floor factor (FF) for RCC building with lift (Schedule ‘D’) *built-up area (BA)

Bhandup complex.

Objective of Visit: To study the working method of Municipal corporation of


greater Mumbai’s Water purification plant Bhandup complex and the scope of
Water purification plant Bhandup complex.

am Shri. Sonawane ,Sub engineer greeted us and provided the below given
information with the help of power point presentation.

Examination and report:
Under BMC act 1888 section 61 (B) providing clean and purified water to
the citizens of Mumbai and maintaining healthy status of people is immense
responsibility of BMC.
Shri.Sonawane ,Sub engineer Bhandup complex provided information of
Water purification plant as it is under their rights.They greeted all 65 students of
LGS - DLP batch. Initially they provided information through slide show.
World bank assisted grant for the development of Water purification plant.
World well known counselor Ms. Binni and co. and associates Ms.T.C.E. Planned
the image structure of This plant.In this work BMC appointed excluding two
foreign engineers, all staff from BMC itself.The work has been started in the year
1975 and started operating from 1980. And in this way since last 43 years this

plant is working effectively for the purification of water for Mumbai suburbs.
Shri. Sonawane Sub engineer said that Upper vaitarana and Bhatasa dam
are under state government, and Tanasa, vaitarana (modak sagar),Tulsi, vihar are
under Brihan Mumbai municipal corporation. Tanasa,Upper
vaitrana, Vaitarana(Modak sagar) ,Tulasi,Vihar and Bhatasa dams supplies
2000*10 lacs ltr water every day through 4 pipe lines of 2235 mm dia meter
towards Pise-Panjarapur-via Mulund bhandup complex inlate bay with gravity
effect. On these 4 pipe lines there are volves, cross connection volves, pressure
points planted to keep control on the pressure of water flow. Before this pre-
clorination is getting done at Yevai, which is 25-30 Km away from Bhandup
complex. This water purification plant of Municipal coporation of Greater
Mumbai’s First in asia and third in the world project on Water purification.
In Inlate bay, second dose of chlorination is to be done at 20 tanks of
25m*5m size.These tanks are having depth of 7 mtr long and 7.5 mtr in the middle.
Sedimentation is a simple, physical pre-treatment of water prior to application of
other purification treatments such as filtration and disinfection. It removes
undesirable small particulate suspended matter (sand, silt and clay) and some
biological contaminants from water under the influence of gravity. The longer the
water is held undisturbed, the more the suspended solids and pathogens will settle
to the bottom of the container. Adding coagulants can accelerate the sedimentation
process. Three common chemicals used for this purpose are aluminium sulphate,
polyaluminium chloride (also known as PAC or liquid alum) and ferric sulphate.
This way 80 % of water is getting purified. This processed water is again sent to
filtration process and the ground level material is removed with the help of
machines.
After sedimentation processed water is to be sent for Rapid sand filteration
process of 72 filter beds.These 4 beds operates 24 hrs and connected to inlate bay .

Here 4 filter centres named A,B,C,D are there.The size of these filters are
44mtr*44 mtr and depth of 5 mtr and 7.5 mtr in the middle. Here Ariation process
is to be done.There are 8200 nozels at the bottom of filter bed and having
36 holes. On that there is layer of 5 mtr gravel material. Above that 90 cm sand
layer. Water flowing from Inlate bay is purified by sand layer and after that
cleanliness of filter bed is to be done to increase the speed of purification. For this
water from Master Balance Reservoir is to be used.
In this way processed water sent to chlorine contact tank for the disinfection
where chlorine get diluted in the water.This process requires 4 hrs. Here the level
of chlorine is to be checked and repeat clorination is being done whenever
necessary. With this post chlorination process virus removed from the water and it
controls virus growth in the water. Water is sent to chlorine contact tank through 4
out lets. There are 11 pumping plants of 246*10 lac ltr capacity and 3 pumping
stations of 82*10 lacs ltr capacity.

In this way purified water sent to Master Balance Reservoir (M.B.R.) and
from there to 26 collection reservoirs through gravity effect.

Testing of water :
In the laboratory the purified water is to be checked and all levels of purification
are maintained.

Following tests are done on regular basis:


1. Chemical tests for colour, Odour and taste. As well as water is tested for
hardness, chlorides, turbidity & alkality.
2. Tests related to virus

PH Value:
The level of chlorine in Master balance reservoir is maintained of 1.5% to 2 mg/lit
It gets reduced to 0.2% at final customer.In this way Municipal Corporation of
greater Mumbai’s water purification plant cleans water by 98 %.

The information about testing of water in the laboratory is given by Smt Priya
Bhoir, Asstt. Chemist

This is one of the Best initiatives taken by BMC.

I , Shri Deepak Eknath Parab, student of All India Institute Of Local self
Government, Mumbai, LGS- DLP ( 2023-24) batch, visited the Shimpoli
Pumping station on 28/10/2023 at 11.30 am. Where Smt Pallavi Patil, Junior
Engineer, greeted me and provided the below information about the pumping
station.

As per guide lines provided by the World Health Organization, waste water
and sewage water is injurious to health. Because of this Brihanmumbai Municipal
corporation constructed many pumping station in several area where sewage water
brought through underground pipes for the processing of waste water .There are
seven zones in Mumbai for the processing of waste water. They are 1. Colaba , 2.
Dadar, 3.Bandra, 4. Versova, 5. Ghatkoper, 6. Bhandup, 7.Malad. Out of that
Colaba, Bandra, and Love grove pumping station easily drain waste water after

processing into the deep sea. Whereas other station collect the sewage water,
removes floating material and passed on the water to other pumping station for
process . After processing it send thrown deep into the sea. This project at
shimpoli is started from year 1988.

Incoming Chamber

The sewage water from the surrounding area of the pumping station, mostly from
the Borivali (west) area, brought into this plant through the big pipe line which is
connected to the sewage network of the city. All the sewage water is brought in a
chamber known as ‘Incoming Chamber
The sewage water collected in this chamber is passed on Screen Chamber

Screen Chamber

The sewage water from incoming chamber is screened here , i.e. floating material
like plastic bag, bottle, Thermacol and solid waste .This solid waste is removed
manually and collected in easy bins and handed over to SWM department’s
garbage collection vehicles.

Wet Well
After screening the sewage waer passed on to next chamber known as wet well
where water accumulated. There are 3 wet well having depth of 18 mtr from there
sewage water passed on to dry well

Dry Well

There are 8 pumps with 75hp power are fitted to deliver the sewage water thorugh
delivery line in Raising Mainline . Each pump work 20 hours daily . The capacity
of throwing each pump is 208 mld /day. In actual it pump 150 mld water everyday
where as in monsoon season it pump upto 190 mld. The raising mainline are
connected to Gravity main or Force main. These Gravity main through sewage
water into the deep sea or another pumping station . The sewage water from this
pumping station is passed on to Malad Sewage pumping station where it is treated
and disposed deep into the sea.

of Shimpoli pumping station in a very efficient manner and provided very
valuable information regarding project of BMC to me .
The Officer also appeal the people that don’t throw the garbage in the gutter which
inturn comes in the sewage line and the line gets chocked . After screening it has to
be remove manually which is dangerous to the life of workers. So always use the
dustbin to throw the garbage .

Hindu cemetery, Borivali west on 19/11/2023 with the permission of .Smt. Dr.
Rashmi Shirodkar , MOH. Shri Sunil Lokhande provided the below given
information.

Examination and report:

Gorai Hindu cemetery, Borivali west is around 22 years old and having
below given staff.

This cemetery is 24*7 open and 3 Death record keepers and Labour operates in a
shifts. Every shift 1 labour and death record keeper is available.
The cemetery is giving facility for the end ceremony for Hindu, Muslim &
Christian also .
First shift – 7:00-3:00 pm
Second shift -3:00- 11:00 pm
Third shift: 11:00 -7:00 pm

Approximately 2000 square feet land is used for the cemetery and having one
office, one godown and one chimney. This cemetery requires around 12-15 ton
woods every month and M/S Chougule and company is the supplier for this
cemetery falls under R/ Central ward.

Working of DRK:
Step one:
Taking record of death- Deceased person admits in the cemetery after looking at
proper Death certificate. And as per rule no.5 below given information is to be
filled.

Step 2:
300 kg wood is to be provided for the cremation of a deceased person. This is to be
provided to the family members of a deceased person.
Step 3:
After taking the ash of the deceased person, labour cleans the place.
Step 4:
Next day the record of earlier days death records is to be sent to the MOH
R/Central ward.
Private contractor provides vehicle to collect ash of the cemetery every 3-4
months . DRK keeps record of the date, Vehicle no., drivers name, time and sign.
Some issues:

1. 1 DRK and 1 labour operate in every shift so they divide holidays in
Monday, Tuesday and Wednesday.
2. In a shift no one can leave the cemetery in case if there is next shift
employee absent.
3. Effect of environment of cemetery on the health of employees.

Instructions:
1. Every employee of cemetery have to use mask in the cemetery
2. Medical checkup once in a year
3. Adjustment of Leave change death record keeper.
