II. PROJECT RATIONALE:

Padada is the smallest town in the Province of Davao del Sur which is located in the mid-northern
portion of the Province of Davao del Sur, lying between one hundred twenty-five (125) degrees
seventeen minutes (17’) to one hundred twenty-five (125) degrees twenty minutes (20’) east
longitude and six (6) degree thirty-seven minutes (37’) to six (6) degree forty-two minutes (42’)
North latitude.

It has a flat terrain positioned along a valley surrounded by mountain ranges in the western,
northern, southern part of the province which makes it very vulnerable to flooding when estuaries of
these mountains release high volume of rainwaters.

Almost all barangays of Padada are traversed with several creeks that extend from Padada River
located at Barangay Upper Malinao down to the Coastal Barangays. The flow of water from these
creeks is no longer moving due to residential, commercial and road developments that began in
1980s where some portions of the water channels are closed because of backfilling of soils. It was
not given critical attention by the barangay and government officials at that time, maybe because of
the very limited resources the LGU had, to put flood control structures and the absence of drainage
and land use plans.

At present, Padada suffers the consequence of having no drainage system. During heavy rainfall that
will last for three to five days, stagnant water in the creeks will eventually increase and overflow,
flooding the vicinity of the barangay and residents. Recent study from the Mindanao Development
Authority (MinDA) reveals that Padada River is a very critical factor that would cause excessive
damage to Padada, when this river will overflow and will release a great volume of water. This is
because creeks which are crucial to the passage of excess water are now blocked. Destruction of
crops and properties due to flooding is foreseen to be increasing every year if this will not be
mitigated and one mitigation strategy is the construction of flood control and slope protection along
roads, residential, commercial and industrial areas that are traversed with creeks.

The past and the recent happenings of natural calamities that devastated thousands of lives and
leaving homeless and parentless children in different part of the Philippines from CY 2013-2014 is a
horrible scenario that became an ultimate concern by the National Disaster Risk Reduction Council of
the Philippines as well as the Local Government Units. Hence, this project proposal aims to prevent
disaster related incidents such as flooding and to generally protect the lives as well as the properties
of the people in Padada especially those who are dwelling adjacent to the Padada river and creeks
which are considered danger zones.

People of Padada are in unison to endorse this project proposal to implore funding assistance from
the DILG thru ASAP Program for the construction of flood control and slope protection structures.

III. PROJECT OBJECTIVES:

The general objective is to protect the lives and properties of the people in the disaster prone areas
of Padada.

Specifically it aims to:

1. construct concrete drainage canal, slope protection and other flood control structures that will
allow the normal drain of waters from the river and creeks towards the sea;
2. install rainwater measurement instrument;
3. prevent heavy flash floods;
4. establish a drainage system; and
5. prevent soil erosion at the riverbank and creeks;

IV. PROJECT BENEFITS

The realization of the project will provide the following benefits:

1. The concrete drainage canals will prevent flooding at the low lying areas in the barangay and
near the creeks.
2. Waste water in the Public Market will be drained out thereby eliminating the odor pollution in the
area.
3. The irrigation system will be expanded thereby improving the agricultural produce in areas
where no irrigation system is established before.
4. Properties adjacent the river and creeks will be protected from being consumed by the strong
current of the water if river overflows or heavy rains will occur.
5. Survival of agricultural crops near the river will be at one hundred percent.
6. Landslides in slope areas of the river and creeks will be prevented.
7. People will feel safety and could continue their everyday life without fear of disaster.

V. PROJECT IMPLEMENTATION

Implementation of the project will be determined according to its approval by the funding agency.
The Municipal Engineering Office in close coordination with the DILG will secure the necessary
documentary requirements such as programs of works and detailed engineering designs. In as much
as possible, the project will be implemented by administration to open for job opportunity to the low
income heads of the families. However, the funding agency will have the full discretion whether to
download the fund to the LGU or implement the project using their initiatives.

In as much as the implementation of the project will prosper, public hearing and barangay
consultative meeting will be done to achieve a greater commitment and participation by the private
lot owner and barangay people.

VI. MONITORING

There will be a coordinative effort in the monitoring of the project. At the barangay level, the
barangay officials and the Barangay Development Council will do the monitoring and evaluation of
the project. At the municipal level, the Local Chief Executive deputized the Municipal Engineer and
the Municipal Disaster Risk Reduction Council to conduct the monitoring and evaluation of the
project. The Municipal Engineer in coordination with the DILG, shall submit a consolidated project
accomplishment report to the Local Chief Executive.

VII. PRAYER

The Local Government Unit of Padada is very dependent on its Internal Revenue Allotment share
and could hardly accomplish some of its priorities using its own local income. As mentioned earlier,
Padada is the smallest town in Davao del Sur and among the smallest municipality in the whole
Philippines. It has a very small area of about 4,754 hectares which means it has also a very low
probability to ultimately expand its land uses to generate more income.

People of Padada with its Chief Executive firmly prayed that whoever will read this proposal will be
interested to help this very least town. It is hope that this will draw attention to the decision makers
of the national government and be given funding consideration.
