Sidra Medicine is a leading state-of-the-art healthcare facility dedicated to delivering exceptional tertiary
healthcare services for women and children in Qatar. At Sidra, we are committed to providing world-class
patient care, backed by scientific expertise and comprehensive educational resources. Our vision and
objectives revolve around offering safe, efficient, highly reliable, and top-quality healthcare to patients
and their families.
Innovation lies at the core of Sidra Medicine's values, as we continuously strive to be a digital service
provider that ensures quality and efficient care. To support our commitment to innovation and efficiency,
we recognize the need to invest in cutting-edge IT systems and processes.
The Information Management and Technology (IMT) department at Sidra Medicine plays a vital role in
enhancing the quality of healthcare outcomes for our clinical departments. As part of our strategic
approach, we are actively seeking ways to improve our systems and elevate the patient journey through
digital tools, thus driving digital clinical care transformation and enhancing the overall patient experience.
In line with this vision, one of our key objectives is to establish an Automation Testing Framework.
Ensuring the successful upgrade of applications before implementing them on the production server is of
utmost importance to us. However, the current manual testing process for each update has proven to be
time-consuming and resource-intensive. The process involves manually executing and documenting
numerous testing scenarios, and this comprehensive testing approach extends not only to regular
updates of six applications but also to other projects, such as the Windows upgrade.
To give an idea of the scale involved, conducting extensive testing for Oracle quarterly updates alone
encompasses around 300 test scenarios per update, consuming approximately 45 man-hours and
necessitating the collaboration of multiple resources, including Business and Business Application
Specialists (BAS). In light of these demands, automating the testing process emerges as a crucial step to
streamline and optimize our testing efforts, allowing us to focus on providing the highest standard of
healthcare services to our patients while leveraging the benefits of advanced technology.
Deliver a Test Automation Framework and Automation Testing Tool suited to Sidra needs
Develop test designs for clinical and non-clinical projects in Sidra Applications portfolio
Deliver training for Sidra staff on automation framework and testing tool
Support services as per Sidra’s requirements
Any other related reviews, reports, deliverables required for fulfilment of above scope
Monitoring and reporting module should be part of the testing automation. Having a
dashboard would be a boon.
Testing tool should be supporting all currently available browsers (Chrome, Microsoft Edge,
Firefox to name a few) and desktop compatibility
As part of the Oracle Fusion upgrade, testing is a major milestone within this project. This is a rigorous
process due to the cumbersome number of test cases that require end to end testing. The Vendor will
be responsible for carrying out the Quality assurance and performance testing service,
system/functional automation testing for HCM, SCM, and FIN modules including Sidra’s custom
configurations (PaaS).
Details covered by the vendor as part of the RFP should cover the following:
Test Automation Platform: A comprehensive no-code testing platform with support for
generic web, mobile, web services, and desktop applications that would integrate with
Oracle Fusion to test HCM, SCM, and FIN modules during the quarterly updates.
Set up: Instance provisioning, user configuration, and performing basic sanity tests.
Test discovery feature by mining logs to find test cases.
All SaaS Test scenarios to be tested
Configuration of All PaaS scenarios to be tested
Capability to perform visual validation of application interfaces and elements.
Multi-browser Portal: Ability to test applications across multiple web browsers.
Behavior Driven Development (BDD) Support: Support for BDD approach in test
automation.
Integrated Data Testing (IDT) Support: Ability to perform integrated data testing.
Testing entry and exit criteria agreement
Roles and responsibilities matrix agreement
Test Preparation and Approval
Outline Test Reporting/Metrics
Supports collaboration when using the solution
Seamless integration with PaaS solutions
Can be used to test other applications
The vendor should be able to support the portfolio of clinical and non-clinical applications in Sidra and
should have scope to provide support when there are additions or changes to this portfolio.
Sidra expects the Automation Testing Suite to cater to all of the major applications listed above; and
also have the capacity to provide testing support to any other solutions Sidra may acquire within the
next 3 years.
Any other activities or deliverables that are outside the scope of automation testing for clinical and
non-clinical applications at Sidra, are out of scope for this engagement.
3.5. Deliverables
The following is a list of minimum deliverables required for this engagement. The list may be
updated based on final contractual terms with the vendor.
Sidra plans to establish an automation testing framework for its IT applications, and is looking to
contract as vendor who has undertaken assignments similar in scope and complexity to the
requirements described in this SOW. Vendors are expected to provide their corporate background in
the field of automation testing, demonstrate evidence of successful implementation of automation
testing with clients preferably in the Middle East market or with similar business model as Sidra, and
provide verifiable references from their past clients.
The following criteria will be used to evaluate a vendor/service provider that intends to contract with
Sidra for this purpose.
Since this is the first time Sidra is going for automating testing for its applications, it will rely on the
expertise of the vendor to provide guidance through the process. The vendor should be able to provide
recommendations regarding all relevant aspects of implementation.
The above will be evaluated based on evidence shared by the vendor for providing similar expertise and
services to other clients, preferably in a similar industry or region. The vendor is expected to provide a
detailed account in the form of reference and / or case study or any other appropriate documentation.
Access to SMEs who can be useful over the course of this engagement to clarify any product /
functionality-related queries
Advise Sidra for test coverage and other related aspects of automation testing
Support to the Testing Team to ensure they are well-versed with the tool, test design, test
execution, maintenance of the tool etc. for the agreed time of engagement
Sidra also expects the vendor to provide the details of skills and background of the resources they
plan to engage during the course of the contract. This will also be factored into the evaluation
process.
Sidra expects the vendor to provide required support services throughout the engagement, including
but not limited to:
The above will be evaluated based on the type and duration of support services offered by the
vendor to their clients.
Phase 1 limited to Oracle Fusion implementation of the testing tool and Phase 2 would include
clinical applications and Phase 3 will include all other applications.
A detailed timeline for the engagement will be decided at a later stage, depending on the contractual
terms, however, a high-level timeline for the deliverables noted below.
Phase 2 & Phase 3: Implementation timeline of the solution for clinical and other applications will be
determined at a later time by the project management team or based on the section 4.7
implementation options review and agreement.
Sidra will evaluate the vendors based on requirements stated in this SOW to ascertain the value a
vendor would bring to Sidra.
Implementation
Vendor is requested to provide the implementation cost for each phase which should include below
(feel free to add more lines as required). This analysis will help Sidra to decide on each phase
implementation contract or go for a full contract for all 3 phases at one go. Vendors are expected to
give higher discounts to include phase 2 and 3 as part of this contract commitment.
Vendor is requested to provide the 1 year, 2 years and 3 years proposal which should include below
