PROPOSAL

THE DESIGN OF A TAILINGS STORAGE FACILITY

1.0 Scope of Work


The proposed scope of work is as outlined below subject to adjustment to suit the
client’s needs:
1. Site survey
2. Site selection report
3. Hazard classification and stability assessment
4. Design the slimes dam and provide the design drawings
5. Provide a BOQ, schedule of works and a budget cost estimate for the construction
of the slimes dam
6. Produce a final design report
7. Carry out construction TSF
8. Commissioning of the TSF

The site sterilization can be done by the client who will produce a report of the
sterilization including a site map.

Our understanding of the scope of work is the design and construction of the TSF. This
will cover carrying out ground investigations to assist in the design of the TSF and
production of the operating manual (OMS) to allow client to operate the TSF in a safe
manner.

1.1 Main elements of the scope:


1.1.1 Site Visits
Initial site visit will be important for site selection/confirmation of suitability of
identified site and delineation of the zone of influence site. This will also lead to
the preparation of the conceptual design, including sizing, and preliminary land
requirements. After assessing potential sites, we will in consultation with the
client select the most suitable site which will reflect:
 Lowest environmental impact to the surroundings
 Lowest cost of site preparation, provision of services such as electricity,
access road, fencing etc.

 Lowest operating costs with emphasis on pumping costs, piping costs for
the life of the TSF
 Lowest cost for closure and final decommissioning of the TSF
1.1.2 Baseline Survey
a. EIA survey and mapping - preliminary EIA and mitigation report
b. Carrying out Ground Investigations whose results will be necessary for the
design.

i. The design of the TSF complete with Starter wall, Under-drainage system,
Decant-system, Delivery system, Return water system, HDPE liner, Storm
water diversion, Roads, fences, and gates.

2.0 Deliverables
a. Feasibility Study Report- based on site visits and desk top studies
b. Ground Investigation Report - Detailing and interpreting the Ground Investigation,
lab data etc.
c. Geotechnical Design Report with drawings and Appendices. Appendices to
include Specifications, Bill of quantities, Construction quality monitoring
documentation, and relevant drawings
d. Operating Manual for the TSF
e. A draft design report shall be submitted initially and then the final design report
incorporating comments and any changes that may be deemed necessary.

3.0 Further Geotechnical Data:


The following geotechnical data will be required for the design of the TSF,

 Properties of the tailings such angle of friction, dry density, gradation etc.
 Rainfall and evaporation data,
 Groundwater details. We would prefer to carry out the analysis of the
groundwater properties as part of our EIA baseline survey and scoping.

4.0 Survey

The client will be required to provide survey.

5.0 Duration

We anticipate that it will take approximately 7 weeks from the date of commissioning to
produce the required reports and drawings. The construction will depend on the data
obtained from the design but is estimated to take not more than 6 weeks. Please note
that the OMS will be produced during the construction of the TSF to incorporate any
changes that may be required during construction.

6.0 Quotation

The quotation below is for undertaking the work whose Scope is outlined in Clause 3
and estimated duration in Clause 6.0 above.

7.0 Design Criteria

The pertinent points of the design are as follows:

a) Storage Capacity – 600,000 tonnes

b) Maximum Rate of rise- this is at 1.5metres per year depending on the type of
material expected to be received to also ensure good consolidation and
compaction.
c) Maximum Slurry Disposal Rate- will be estimated at 336, 000 tons per year
determined by 28 000 tons per month of ore from a retreatment dump.
d) Side Wall Angle-which will be 32 degrees to ensure maximum stability.
e) Density- for consolidation of tailings on the tailings dam, slurry density is
normally 1.45 tones per cubic meter
f) Basin Area- an estimated 2.316 hectares will be required for the tailings facility.
g) Return water Pond- this pond will be required for constant recycling of process
water to the process plant for re-use. This is water being pumped from the basin
through the penstock and under drains.
h) Emergency pond – The one which can hold excess water in case of a storm
i) Access Road-a light vehicle access road will need to be constructed for access
to the solution pond pump station for periodic maintenance.
j) Fencing-a diamond wire fence is required by law to prevent the ingestion by
livestock and entrance by unauthorized personnel. This will be gated and sign
posted to depict the hazards of entering the area.
k) Clay material with a thickness of about 20cm
l) 500 micron geomembrane will be used
m) The ground is sloping at about 10 to 15 degrees
n) Material that will come out of the ground when levelling can be used to build
starter wall if its characteristics allow
o) Upstream insitu material will be used for starter walls.
p) Tailings from the plant are pumped to the tailings dam at 40-50% solids.
q) Piezometers for monitoring water levels
