• Mobility is part of how society works (like healthcare)

• External costs (e.g. risks to others, congestion)
• Social equity issues need state intervention
• Conditions for markets are not perfect (e.g. rail)
• Long-term issues with no market (e.g. charging infrastructure)
• Basic standards of operation (e.g. rules of road)

• Process
• Where are we now?
• Where do we want to go?
• What (and who) will guide us?
• How will we get there?

1.A Light Rail Scheme is essential to promote regeneration for the city
2.Pollution levels are hazardous to health and need to be reduced
3.There are too many cars on the roads and it is essential to get more people
on to public transport
4.Urban sprawl needs to be stopped

Summary
Institute for Transport Studies
FACULTY OF ENVIRONMENT

• Transport planning has enabled remarkable transformations in how

we travel and the goods we access
• Transport produces significant externalities which are not fairly
distributed
• Transport planning has largely been about making things better than
they would otherwise have been – not making them better
• The climate crisis demands action on an unprecedented scale and
timescale
• The ability to tackle this dilemma will define your careers and lives
one way or another whatever your area of focus.
