Ejecta halo : Chandrayaan 3
The Indian Space Research Organisation (ISRO) revealed that the
“Chandrayaan-3 Lander Module generated a spectacular ‘ejecta halo’ of
lunar material.

The Vikram lander of the Chandrayaan-3 mission landed near the south
pole of the moon.

During the action of descent stage thrusters and the consequent landing,
a significant amount of lunar surficial epi regolith material got ejected,
resulting in a reflectance anomaly or ejecta halo”,

Scientists from Indian Space Research Organisation estimate that about

2.06 tonnes of lunar epi regolith were ejected and displaced over an area
of 108.4 m² around the landing site
• Ejecta halo is an irregular, bright patch surrounding the lander.

• This discovery sheds light on the behaviour of lunar materials during such
events.

• It opens up new avenues for research and understanding lunar geology.

What is the National Air Quality Index?

An Air Quality Index (AQI) is data used by government agencies to assess and
report on air pollution levels. `Description' to help the average person estimate
the air quality in his or her neighbourhood.
• The AQI report assesses the density of various pollutants in the air (such as PM2.5, PM10,
nitrogen dioxide, ozone, and so on) at various monitoring sites.

• The Central Pollution Control Board (CPCB) created it in collaboration with IIT-Kanpur and
other experts.
• It is measured in micrograms per cubic meter.

• The AQI is intended to inform people about how local air quality affects their health.

• Which Pollutants are Measured by AQI?

• Particulate matter PM 10, PM2.5, Ozone (O3), Sulphur dioxide (SO2), Nitrogen dioxide (NO2),
Carbon monoxide (CO), Lead (Pb), and ammonia (NH3) are the principal pollutants used to
calculate an AQI of an area.
System of Air Quality and Weather Forecasting And Research (SAFAR)
The System of Air Quality and Weather Forecasting And Research (SAFAR) is a
national initiative to measure the air quality of a metropolitan city.

Invented by - Ministry of Earth Sciences (MoES)

SAFAR is an essential component of India's first operational Air Quality Early

Warning System in Delhi.

It was created by the Indian Institute of Tropical Meteorology (IITM), Pune, India
Meteorological Department (IMD), and National Centre for Medium Range Weather
Forecasting (NCMRWF).

The Air (Prevention and Control of Pollution) Act gives the Central Pollution Control
Board (CPCB) the authority to set air quality standards.

UPSC Tightens Guidelines for Appointment of State
DGPs/यपू ीएससी ने रा,य प.ु लस महा2नदे शक6 क7 2नयिु 9त के
.लए ;दशा2नद< श कड़े >कये
• The Union Public Service Commission (UPSC) has tightened its guidelines for
the appointment of State Directors General of Police (DGPs).

• The UPSC guidelines now mandate that candidates eligible for the position of
DGP must have at least six months of active service left before their
retirement.

• This ensures that the appointed DGP will have a reasonable period to serve in
the position, preventing short tenures and promoting stability in the
leadership of state police forces.
• Several States have appointed acting DGPs to avoid UPSC process; officials say
guidelines were revised to discourage States from appointing “favourite
officers” on the verge of retirement

• What do the guidelines say?

• It says officers with 25 years experience to be appointed as a DGP, against the

earlier requirement of a minimum 30 years of service.

• The number of shortlisted officers cannot exceed three, but may consist of less
than three officers in ‘exceptional circumstances’.
• The list is supposed to be given to UPSC six months before the incumbent DGP is
to retire.

• An empanelment committee headed by the UPSC chairman, and with the union
home secretary, state chief secretary, state DGP, and the chief of a central police
organisation in it, is supposed to select a panel of three officers “based on
merit”.

• Background:
• The UPSC had first framed guidelines for the preparation of a panel for
appointment to the post of State DGPs in 2009, after the Supreme Court
judgement on police reforms in Prakash Singh vs Union of India was followed.
• The DGP should have a fixed tenure of 2 years in the post, irrespective of the date of
retirement. A DGP can be removed only in exceptional circumstances.

• Issues with Appointments

• Interim Status: The appointed DGP officer spent their entire tenure in interim status
which is against the supreme court order where the SC has said there must be no
temporary or ad hoc appointments of police chiefs.
• Seniority vs Merit issue: The senior officers challenge the appointment of Junior
officers as DGP on grounds of seniority. The UPSC defended its decision in court on
the grounds of merit over seniority.
• Extension of Tenure: Sometimes the officers are given an extension of tenure
beyond the stipulated term of 2 years.

“One Nation, One Registration Platform”
The National Medical Commission (NMC) is all set to
launch its “one nation, one registration platform” for
doctors across India.

The NMC will unveil a patch pilot of the National Medical

Register (NMR) in the next six months, where doctors will
be allotted a unique identification number.

Doctors can also apply for their licence to work in any State
depending on where they are.

The idea is to provide a masked ID to undergraduate

students on the NMR, and depending on when they
complete their course, the ID will be unmasked and
allotted.
This ID can be used to update any further qualifications, and all State registers for
licences to work in any part of the country will be linked here.

Aim: To eliminate duplication and red tape and allow the public to access information
on any physician working in India.

The NMR will supersede the current Indian Medical Register (IMR) and will be publicly
accessible through the NMC’s official website.

It will provide comprehensive information about registered doctors, including:

Unique Identification Number (UID): Each doctor will receive a unique identification
number.
• Registration Number: The doctor’s registration number for verification.

• Name and Place of Work: Details concerning the doctor’s identity and
workplace.

• Qualifications: Information pertaining to the doctor’s educational

credentials.

• Specialization: The doctor’s field of expertise.

• Institute/University: The name of the institution or university where the

qualifications were obtained.
• National Medical Commission:

• It has been constituted by an act of Parliament known as the National Medical

Commission Act, 2019.

• It has replaced the Medical Council of India (MCI), which was constituted under
the Indian Medical Council Act, 1956.

• Functions:
• It regulates medical education and medical professionals.
• Headquarters: New Delhi
• It consists of 33 members, including the Chairman (medical professionals only),
10 ex-officio members and 22 part-time members.
