Sponge Iron production through DRI kilns from 1,20,000 TPA to 4,50,000 TPA,
establishment of New Induction Furnaces to manufacture 3,96,000 TPA of Hot
Billets/ Billets/ Ingots by establishing 4 x 30 T Induction Furnaces in place of the
existing 65,000 TPA 1 x 10 T & 1 x 8 T With LRF 10 T Induction Furnaces
(Dismantling)., upgradation and Expansion of existing Ferro Alloys Unit (1 x 9 MVA)
to increase the existing production capacity of FeCr from 6,250 TPA to 15,000 TPA
/ FeMn from 9,000 TPA to 25,200 TPA and also to manufacture FeSi 7,000 TPA /
SiMn 14,400 TPA / Pig Iron 25,200 TPA, establishment of New Sinter Plant 1 x 30 m2
capacity to manufacture 4,27,680 TPA of Sinter, expansion of Power Generation
Capacity through Waste Heat Recovery from 5 MW to 29 MW through DRI Kilns and
through AFBC from 14 MW to 44 MW, Power generation of 5.0 MW through Waste
Heat Recovery of Blast Furnace gases, establishment of Briquetting Plant to
manufacture Briquettes capacity of 300 Kg/Hr & establishment of Brick
Manufacturing unit to manufacture 68,100 Bricks / day at Village: Rampei, Tehsil:
Athagarh, District: Cuttack, Orissa - Reg.

Respected Sir,
Beekay Steel Industries Limited (Earlier M/s. Maheshwari Ispat Limited), is an existing steel plant at
Village: Rampei, Tehsil: Athagarh, District: Cuttack, Orissa.
With reference to the above, the following is the chronology of the earlier submitted proposal vide
reference ‘i’ cited above:
➢ Earlier proposal submitted to Ministry vide proposal Number IA/OR/IND1/403107/2022
➢ The proposal has been considered in 17th EAC meeting vide agenda Item No. 17.8.
➢ The proposal has been returned as EC has not been transferred from M/s. Maheshwari Ispat
Limited to Beekay Steel Industries Limited (BSIL).
➢ Subsequently Ministry has transferred the EC from Maheshwari Ispat Limited to Beekay Steel
Industries Limited vide order dated 16th January 2023.
➢ Now after receipt of EC transfer, application for grant of TOR has been re-submitted now.

The following is the chronology of permissions obtained by M/s.Maheshwari Ispat Limited (MIL)
• Earlier, CTE has been obtained by Maheshwari Ispat Limited from OSPCB vide No. 28461/Ind-II-
NOC/2987, dt. 25.9.2004 for establishment of Sponge Iron (3 x 100 TPD – 1,00,000 TPA), Steel
billets (2 x 15 T, 1 x 15 T LRF & 1 x 400 TPD Steel Billet Caster – 1,28,000 TPA), Captive Power Plant
(WHRB - 8.0 MW) & Sized Ore – 30TPH and a copy of the same is attached as Annexure – 1a.

• Later, CTE has obtained from OSPCB vide No. 35451/Ind-II-NOC- 2987 dt.09.12.2005 for expansion
of existing plant comprising Sponge Iron from 3 x 100 TPD ( 1,00,000 TPA) to 4 x 100 TPD ( 1,20,000
TPA) , Steel billets (2 x 10 T , 2 x 8T Induction Furnaces Along with 1 x 20T LRF & 1 x 400 TPD Steel
Billet Caster – 1,28,000 TPA), Captive Power Plant (WHRB - 10.0 MW) & Sized Ore - 30 TPH and a
copy of the same is attached as Annexure – 1b.

• Subsequently company has obtained Environment Clearance (EC) from MoEF&CC, New Delhi, vide
F. No. J-11011/659/2007-IA II(I) dt. 27.12.2007 for expansion of Steel plant – Rolled Products
(3,00,000 TPA), Ferro Alloys (30,500 TPA), Power Plant (WHRB from 10 MW to 24 MW) &AFBC
(110 MW), DRI Grade Coal (Washery) – 2,75,000 TPA, Sponge Iron (From 1,20,000 to 3,65,000
TPA), Hot metal/ Pig Iron (3,30,000 TPA), Steel Billets (from 1,28,000 TPA to 4,02,000 TPA),
Middling (Coal Washery- 1,75,000 TPA), Char(DRI) (from 39,000 TPA to 1,10,000 TPA) and a copy
of the same is attached as Annexure – 1c.

• MIL has obtained Consent to Establishment (CTE) from OSPCB vide No. 12105/Ind-II-NOC- 4270
dt.30.07.2009 for expansion of steel plant in phase - I–MBF (1 x 262m3 - 1,65,000), and in phase
– II Coal washery (0.5 MTPA – 4,50,000 MTPA), MBF (1 x 262m3 - 1,65,000TPA), Sinter (4,00,000
TPA), Coke oven plant (2,00,000 TPA), Steel Making by EAF(40 T EAF, 40 T LF, CCM – 2,72,000 TPA),
Rolling Mill (3,00,000 TPA), CPP(MBF Gas -4 MW), Submerged Arc Furnace (2 x 9 MVA - FeCr -
12,500 TPA/ FeMn -18,000 TPA), Captive Power Plant (AFBC -1 X14MW, 1X 25MW, 1 X 43MW & 1
X 28 MW - 110MW). and a copy of the same is attached as Annexure – 1d. The earlier
management could not provide any document pertaining to any other EC order other than one
obtained on 27/12/2007. However, the details regarding EC pertaining to coke oven plant and
Electric Arc Furnace have not been furnished by the earlier management. However, these units
of coke oven plant and Electric Arc Furnace are not implemented. Hence these unit have not
been shown configuration table.

• Company has Obtained 1st Consent To Operate from OSPCB vide no. 2045/Ind-I-Con-4814, dated
16.12.2009 for 14 MW CPP (AFBC Power Plant) and a copy of the same is attached as Annexure –
1e.

• Company has Obtained Consent to Operate vide no. 21520/Ind-I-4814, dated 30.12.2009 for
Sponge Iron (Kiln-I, II, III & IV – 4 x 100 TPD), Induction Furnaces (1 x 10T + 1 x 8T) & Blast Furnace
(Hot metal - 1,65,000 TPA) and a copy of the same is attached as Annexure – 1f.

• Company has Obtained Consent to Operate vide no. 4789/Ind-I-Con-4814, dated 22.03.2010 for
0.45 MTPA Coal Washery & 1 x 9 MVA Submerged Arc Furnace (Ferro Alloys Plant) and a copy of
the same is attached as Annexure – 1g.
 • Company has Obtained Consent To Operate from OSPCB vide no. 19072/Ind-I-Con-4814, dated
12.11.2010 for 5 MW (WHRB Power Plant) & Re-rolling Mill and a copy of the same is attached as
Annexure – 1h.

• We would like to bring to your kind notice that Environmental clearance has been accorded by
MOEF in the title of “M/s. Maheshwari Ispat Limited”. Subsequently company incurred losses
continuously and became a sick unit. Latter it was taken over by M/s. Beekay Steel Industries
Limited through auction from State Bank of India on 09/12/2021. Then the immovable property
sold by State Bank of India to M/s. Beekay Steel Industries Limited vide Sale Certificate No. SAMB-
I/BR/1187 dated 09/03/2022 and then movable property sold by State Bank of India to M/s.
Beekay Steel Industries Limited vide Sale Certificate No. SAMB-I/BR/1342 dated 28/03/2022 and
copies of the same is enclosed as Annexure – 1i.

• EC transfer from M/s. Maheshwary Ispat Limited to M/s. Beekay Steel Industries Limited has
been obtained from MoEF&CC vide F.No. J-11011/659/2007 -IA II(I) dt. 16.01.2023 same is
enclosed as Annexure- 1j.

• Presently unit is not in operation since 2012. It requires a few months to put the plant back into
operation after obtaining CTO.

Now company proposed to expand the existing steel plant as mentioned below:

Total land as per Environmental Clearance order accorded to Maheshwari Ispat Limited on 27th
December 2007 was 133.6 ha.

Maheshwari Ispat Limited has operated the plant and incurred heavy losses continuously and
became a sick unit. The unit was taken over by State Bank of India (SBI). The SBI subsequently
auctioned the company and was taken over by M/s. Beekay Steel Industries Limited. through auction
on 09th December 2021. Subsequently SBI has issued sale confirmation advice vide letter dated 10th
December 2021, certificate of sale of land vide order dated 09/03/2022 and certificate of sale for
plant machinery vide order dated 28/03/2022.

Out of 133.6 Ha of land for which Environment Clearance was granted, 73.2 Ha was only available
with Maheshwari Ispat Ltd. and same has been allotted by SBI to M/s. Beekay Steel Industries
Limited through sale confirmation advice vide letter dated 10th December 2021, certificate of sale
of land vide order dated 09/03/2022 and certificate of sale for plant machinery vide order dated
28/03/2022.

Hence we request the Hon’ble Ministry to kindly consider our land as 73.2 Ha. (180.88 Acres) only.
The proposed expansion will be taken up in the existing plant premises only.

We are also herewith confirming the following for your kind consideration,

September, 2006 and its subsequent amendments, we are here with submitting Form I along with
the Pre-feasibility Report (PFR) for approval of Terms of Reference (TOR) for EIA study.

We request your good selves to Grant Standard Terms of Reference (ToR) as per the OM Dated
12.03.2020: S.O 751(E) as the proposal is for expansion.
