MoCI Unveils Digital System for Automatic Issuance of Exporter Status Certificates
On October 9, 2023, Union Minister Piyush Goyal, Ministry of Commerce & Industry (MoCI), launched a new
initiative for issuing system-based automatic ‘Status Holder’ certificates under the Foreign Trade
Policy (FTP) 2023.

• The initiative was launched during the meeting with Export Promotion Councils.
Note: At present, there are around 14 Export Promotion Councils under the administrative control of the
Department of Commerce.
What is in the system?
i.The new system eliminates the need for exporters to apply for a Status Certificate from the Directorate
General of Foreign Trade (DGFT).
ii.Export recognition is automated through the IT (Information Technology) system using existing merchandise
export data and risk parameters from Directorate General of Commercial Intelligence and Statistics (DGCIS).
• This streamlines the process, reduces compliance burden, and promotes ease of doing business.
• Eligible exporters can modify their status online later, ensuring a simplified process without the
need for manual applications or certifications.
Current Scenario:
At present, the exporter is required to file an online application along with an export certificate from a
Chartered Accountant (CA) for grant of Status. The DGFT Regional Offices, issue the certificate in 3 days.
What is Status Holder certification program?
It enhances Indian exporters’ credibility in the international markets and offers benefits such as simplified
procedures under FTP 2023, priority custom clearances, exemption from mandatory document negotiation
through banks, and no need for filing Bank Guarantee for FTP schemes.
Key Points:
i.The new system will recognize 20,000 exporters as Status Holders under FTP 2023, a significant increase
from the previous 12,518.
ii.This is also aligned with the goal of achieving a USD 2 trillion export target by 2030.

BIAL sets up South Asia’s 1st Aircraft Recovery Training School in BLR Airport
Bangalore International Airport Limited (BIAL) has established South Asia’s first Aircraft Recovery Training
School (ARTS) on the premises of Kempegowda International Airport Bengaluru (KIAB/BLR Airport) in
Bengaluru, Karnataka.
• BIAL formed a strategic partnership with KUNZ GmbH Aircraft Equipment, Germany.
• BIAL is the first airport in India to acquire Code F compatible aircraft recovery equipment and
assemble a proficient team of recovery managers.

Mumbai Airport is 1st in Asia to Commission ‘Disabled Aircraft Recovery Kit’


Chhatrapati Shivaji Maharaj International Airport (CSMIA) of Mumbai, Maharashtra, has become the first
airport in Asia to commission a “Disabled Aircraft Recovery Kit” (DARK), to help stranded aircraft.
• DARK can quickly and efficiently recover large commercial and transport aircraft that have become
disabled due to runway excursions or other incidents.
• DARK uses high-pressure lifting bags that are more durable and require fewer people to operate
than conventional low-pressure systems.
• It can recover aircraft up to 390 tonnes in weight, including the world’s largest aircraft, the Boeing
777-300ER.
• The DARK kit is compact and portable, making it easy to transport to crash sites quickly. This is
especially important at CSMIA, which has a single cross-over runway operation.
Note:
A runway excursion is when an aircraft unintentionally leaves the runway during takeoff or landing.

Star Health Insurance introduces Surrogacy Cover and Oocyte Donor Cover
On October 9, 2023, Star Health and Allied Insurance introduced surrogacy cover and oocyte donor
cover to its women-centric policy namely Star Women Care Insurance Policy at no extra charge for
policyholders.
• This inclusion will address the demand in assisted reproduction treatment, and extending health
insurance coverage to surrogate mothers and oocyte donors.
• The Surrogate Mother & Oocyte Donor Cover is applicable for adults 25 to 35 years. The sum
insured under this is available up to Rs. 1 Crore.
Note:
For the cover to be valid, the intending couple, surrogate mother, and treating hospital should comply with
the Surrogacy Act and Assisted Reproductive Technology (ART) Act regulations. Additionally, the
Surrogacy and Oocyte donation must be undertaken at approved centres registered with the National ART and
Surrogacy Registry.

IIFCL Sanctions Loans Worth Rs 8,800 crore to Boost Civil Aviation Infrastructure
India Infrastructure Finance Company Limited (IIFCL) has sanctioned loans worth Rs 8,800 crore for airports
and civil aviation infrastructure development in India.

• The IIFCL has already sanctioned loans of around Rs 4,000 crore.


Note:
IIFCL is a government owned financial institution that caters to the long-term financing needs of India’s
infrastructure sector. This plays a major role in financing airport projects in India.
Funding:
i.IIFCL is one of India’s major airport financiers and has supported airports with a total project outlay of about
Rs 74,000 crore.
ii.IIFCL along with the Government of India will continue to support the development of world-class airport
infrastructure in India under the Public-Private-Partnership(PPP) model.
• It will also explore opportunities to fund greenfield airport projects and Maintenance, Repairs and
Overhaul (MRO) facilities.
Background:
i.The launch of the Ude Desh ka Aam Nagarik’ (UDAN) scheme (in 2017) has boosted the development of the
airport sector.
ii.As a result the number of airports has almost doubled from 74 in 2014 to 148 in 2023, giving a boost to
regional connectivity.

Growing Demand:
i.The passenger handling capacity is expected to increase
from the current 350 million per annum to 500 million per
annum by the end of the Financial Year2023-24 and 2
billion by 2047.
ii.The growth was driven by the rising trend of air travel
among middle-income households, complemented by
infrastructure development at leading airports and
supportive government policies.
iii.The airport infrastructure capacity should be increased
to meet such a huge growing demand.

Nobel Prize in Economics 2023: Professor Claudia Goldin 3rd Woman to Won the Award
Professor Claudia Goldin of Harvard University, Cambridge, Massachusetts, the United States of America
(USA) won the 2023 Nobel Economics Prize, formally known as the Sveriges Riksbank Prize in Economic
Sciences in Memory of Alfred Nobel, for her research contributions to the understanding of women’s roles
and outcomes in the labour market.

• The Prize in Economic Sciences is awarded by the Royal Swedish Academy of Sciences, Stockholm,
Sweden, it shares the same principles as the Nobel Prizes, which have been awarded since 1901.
• Claudia Goldin is the 55th recipient of the Economic Science Prize since its inception in 1969.
• She is the 3rd woman to receive the award after Elinor Ostrom (USA) in 2009 and Esther Duflo
(French-American) in 2019. She is also the first woman to win the prize solo.
Note:
• In 2009, Elinor Ostrom became the 1st woman to win the Economics prize. She shared the award
with Oliver E Williamson. Esther Duflo shared the 2019 award with her husband Abhijit Banerjee,
and Michael Kremer.

persistent gender wage gap.
ii.She is currently the Henry Lee Professor of Economics at Harvard University and was the director of the
National Bureau of Economic Research (NBER) Development of the American Economy (DAE) program from
1989 to 2017.
• She is a co-director of the NBER’s Gender in the Economy group.
iii.She was the president of the American Economic Association in 2013 and was president of the Economic
History Association in 1999/2000.
iv.She is a member of the National Academy of Sciences and the American Philosophical Society.
v.She is a fellow of the American Academy of Political and Social Science, the American Academy of Arts and
Sciences, the Society of Labor Economists (SOLE), the Econometric Society, and the Cliometric Society.
vi.In 1990, she became the first woman to be tenured at Harvard’s economics department.

About Nobel Prize in Economics:
i.This Prize was established by the Sveriges Riksbank (Sweden’s central bank) in 1968, on the tercentenary of
the bank.
ii.It was established in memory of Alfred Nobel, founder of the Nobel Prize.
iii.The Economics Prize is different from the original prizes in physics, chemistry, physiology or medicine,
literature, and peace, which were established by the will of Alfred Nobel, who died in 1896 and was first
awarded in 1901.
• It was established much later through a donation from the Swedish central bank in 1968, and
detractors have thus dubbed it “a false Nobel.”
iv.The Royal Swedish Academy of Sciences was given the task of selecting the Economic Sciences laureates. It
has been awarded annually since 1969.
• It has been awarded 55 times to 93 laureates between 1969 and 2023.

Nandini Azad Re-elected to Board of International Raiffeisen Union
Nandini Azad, President of the Indian Co-operative Network for Women (ICNW) and the Working Women’s
Forum (WWF) (India), has been re-elected as a member of the International Raiffeisen Union (IRU) Board for
the 2nd term.
• In 2018, she was elected to the IRU Board becoming the first Indian and first woman to be appointed
to the post.
• At Present, she is also serving as the Chairperson of the International Cooperative Alliance(ICA) –
Asia Pacific(AP) Committee on Women.
Other Noted appointment:
i.Guy Hoffmann from Banque Raiffeisen Luxembourg has been elected as the new IRU President,
succeeding Franky Depickere from Cera.
ii.National Cooperative Union of India (NCUI) President Dileepbhai Sanghani has been re-elected unopposed
as the director on the board of IRU.

• ICNW, established in 1981, is the 1st women’s cooperative in South India for, by, and of poor
women. It is active in Tamil Nadu, Kerala, Karnataka, and Andhra Pradesh.
• IRU, founded in 1968, is a prestigious worldwide association of national cooperative organisations.
IRU headquartered in Bonn, Germany has 50 members in 33 countries.

ENVIRONMENT
Epithemis wayanadensis: New Dragonfly Species Found in Wayanad
Researchers have discovered a new species of colourful dragonfly in Wayanad, Kerala. The new species, also
known as “Red-rumped Hawklet”, is given the scientific nomenclature “Epithemis wayanadensis”. It is
named after its habitat “the Wayanad plateau”, situated among the biodiverse Western Ghats.
• The discovery of the new species is published in the peer-reviewed, open-access journal, Journal of
Asia-Pacific Biodiversity, by the Elsevier Group.
About Epithemis wayanadensis:
i.The species Epithemis wayanadensis (E. wayanadensis) belongs to the Genus Epithemis, a genus of insects,
and family Libellulidae. It is endemic to the Western Ghats, India.
ii.E. wayanadensis is a sister taxon of Ruby-tailed Hawklet (Epithemis Mariae) a very similar species found in
small colonies closely associated with forested marshes in south India.
Habitat:
i.wayanadensis has been identified in the Western Ghats, specifically in the lush landscape of Wayanad and
parts of the Nilgiri Coorg region (Kerala, Tamil Nadu and Karnataka).

• It primarily inhabits marshes and pools at the base of forested hills.
Features:
i.E. wayanadensis species is a much darker insect with more restricted red colouration like E. Mariae.
ii.It differs in having darker pigmentation, a restricted red colouration on the abdomen, and lacking the yellow
antehumeral stripes.
iii.It has a weak flight and never flew higher than 3 metres above the ground.
iv.This dragonfly species takes to the skies (makes a brief
appearance) exclusively during the month of October and
by early November, these dragonflies vanish from sight.
Research Team:
The discovery was a collaborative effort led by
Vivek Chandran and Subin K. Jose, researchers of the
Environmental Science department at Christ College,
Irinjalakuda, Kerala; David Raju, a seasoned naturalist and
wildlife photographer; and Zeeshan Mirza, a researcher
from the Max Planck Institute for Biology in Germany.
Discovery of the Species:
i.The team was conducting research on the odonates
(dragonflies and damselflies) in Kerala and collected
specimens of a population that resembles E. Mariae.
ii.Further examination revealed distinct differences in
morphology, behaviour, and genetic makeup, leading to the
conclusion that E. wayanadensis was a previously
undiscovered species.
DNA analysis:
i.To validate their remarkable discovery, the team conducted DNA analysis, a pivotal method for confirming the
existence of a new species.
• Typically, a mere 2% genetic difference indicates the presence of a new species.
• However, the researchers found a 12% genetic difference in their analysis.
ii.This instance marks the first time, an Indian dragonfly species has been officially documented with genetic
evidence supporting its distinct morphological features.
iii.For the first time in the history of Indian Odonatology, the researchers have used molecular techniques to
reaffirm the identity of a species new to science.

India Finishes Fourth in the Hangzhou Asian Games 2022 with 107 Medals
India finished Fourth in the medal tally of the Hangzhou Asian Games 2022 with 107 medals (28 gold, 38 silver
and 41 bronze).

The 19th edition of the Asian Games marks India’s record for the highest medal tally so far,

surpassing the previous record medal tally of 70 medals (16 gold, 23 silver, and 31 bronze) at the
Jakarta Asian Games 2018.

• He was the first Indian archer to win three gold medals in the Asian Games so far.
• Deotale’s gold medal in the compound mixed team event along with Jyothi was India’s first gold
medal in the compound mixed team event so far in the Asian Games.
ii.Jyothi Surekha Vennam from Vijayawada also won three medals including gold in Women’s Compound
Individual, Women’s Compound Archery Team along with Aditi Swami & Parneet Kaur, and Mixed team

Note: Compound archers Jyothi Surekha Vennam and Ojas Deotale won the most gold medals (three each) for
India in the Hangzhou Asian Games 2022.

Parul Chaudhary won two medals including gold medal in the women’s 5000m race and the silver medal in the

Sunil Kumar – Bronze medal Winner in Greco-Roman wrestling:
i.Sunil Kumar won the bronze medal in Greco-Roman(87kg division) wrestling.
• This was India’s first medal in Greco-Roman wrestling in the Asian Games since the Guangzhou
Asian Games in 2010 when Ravinder Singh and Sunil Kumar Rana won bronze medals in the same
event.
• Sunil Kumar has also won the gold medal in Greco-Roman wrestling at the 2020 Asian
Championships in China.
Avinash Sable- Gold Medal in 3000m Men’s steeplechase & silver medal in the men’s 5000m race:
i.Avinash Sable was the first Indian to win the gold medal in the 3000m men’s steeplechase event in any
Asian Games.
• Avinash finished the race in 8:19.50 minutes, breaking the previous Asian Games record of 8:22.79
minutes by Iran’s Hossein Keyhani in 2018.
ii.Avinash also won the silver medal in the men’s 5000m race.
• Sable’s medal was India’s first in the men’s 5000m since Raj Kumar’s bronze medal in 1982.
• Bahrain’s Birhanu Yemataw won the gold and Bahrain’s Dawit Fikadu won bronze in the men’s
5000m race.
• India’s Gulveer Singh secured fourth place in the event.
Arjun and Sunil won bronze in the men’s double 1000m canoe event:
i.Arjun Singh and Sunil Singh Salam won the bronze in the men’s double 1000m canoe event.
• This was India’s first Asian Games medal in the canoe event since 1994 and also the second medal in
the canoe event in the Asian Games so far after Indian duo Siji Sadanandan and Johnny Rommel won
the bronze in the 1994 Hiroshima edition.
Note: The canoe is a light narrow boat with both ends sharp that is usually propelled by paddling.

Harmilan Bains Wins silver in the women’s 800m race and women’s 1500m race:
i.India’s Harmilan Bains won silver in the women’s 800m and 1500m event.
• Harmilan Bains’s mother Madhuri Singh had also won the silver medal in the women’s 800m event
at the 2002 Busan Asian Games.
Tejaswin Shankar Wins silver in men’s decathlon:
i.Tejaswin Shankar won the silver medal in the men’s decathlon.
• He set a national record in the men’s decathlon by finishing with 7666 points, surpassing
Bhartinder Singh’s 7658 points in 2011.
• Tejaswin Shankar is also a national record holder in the high jump with a 2.29m jump in 2018.

The decathlon is a combined event in athletics consisting of ten track and field events including 100m sprint,
long jump, shot put, high jump, 400m, 110m hurdles, discus throw, pole vault, javelin throw, and 1500m.
Javelin throw: Neeraj Chopra and Annu Rani win gold Medal
i.Neeraj Chopra won his second consecutive gold medal in the men’s Javelin throw in the Asian games with a
best throw of 88.88 metres.
• India’s Kishore Kumar Jena won the silver medal with the best throw of 87.54 metres in the men’s
Javelin throw.
ii.India’s Annu Rani won the gold medal in the women’s Javelin throw with the best throw of 62.92m.

Sepaktakraw – Indian Women’s team Wins Bronze medal:

• This was the second medal in sepaktakraw(regu team event)in the Asian games since the Indian

Note: Sepaktakraw or kick volleyball is like Volleyball but played with feet, knees, Head, and chest. And the

i.Sutirtha Mukherjee and Ayhika Mukherjee won bronze medal in women’s doubles.
• This was India’s first-ever Asian Games medal in women’s doubles.
ii.Ramkumar Ramanathan and Saketh Myneni won the silver medal in the men’s doubles event.
iii.Rohan Bopanna and Rutuja Bhosale won the gold medal in the mixed doubles event.
Roller skating:
i.Indian women’s team including Sanjana Bathula,
Karthika Jagadeeswaran, Heeral Sadhu, and Aarathy
Kasturi Raj won the bronze medal in the women’s Speed
Skating 3000m Relay event.
• This was India’s first-ever medal in the Asian
Games speed skating category.
• Sanjana Bathula became the youngest
Indian to win a medal at the Asian Games at
the age of 15 years, three months, and 11 days

ii.Indian men’s team including Anand Kumar Velkumar,
Siddhant Kamble, and Vikram Ingale won
the bronze medal in the men’s Speed Skating 3000m
Relay.
Hockey:
i.The Indian men’s hockey team won the gold medal by
defeating Japan in the final.
• This was India’s fourth Asian Games gold medal including Bangkok (1966), Bangkok(1998),
Incheon(2014), and Huangzhou(2022).
• With this win Indian men’s hockey qualified directly to Paris Olympics 2024.
ii.Indian women’s hockey team won the bronze medal by defeating Japan in the match for third place.
• This was India’s fourth bronze medal in women’s hockey at the Asian Games after Seoul (1986),
Doha (2006), and Incheon (2014).
• The Indian women’s hockey team won the silver medal at the last edition at Jakarta 2018.
Badminton:
i.Indian duo Satwiksairaj Rankireddy and Chirag Shetty won the gold medal in the men’s doubles of

The death penalty: An irreversible torture
World Day against the Death Penalty 2023 will reflect on the relationship between the use of the death penalty

European Day against the Death Penalty.
• This day is a European contribution to the World Day against the Death Penalty, which is also held

Amnesty International Global Report:
According to Amnesty International Global Report titled ‘Death Sentences And Executions 2020’,
i.Abolition: 112 states have abolished the death penalty for all crimes, and 9 states have abolished it for
common law crimes. 23 States are abolitionists in practice.
ii.Retention: 55 States are retentionists.(Retentionism is the practice of retaining the death penalty)
iii.Top 5 countries that executed the capital punishment the most in the world in 2022 are, (in order): China,
Iran, Saudi Arabia, Egypt and United States of America (USA).
• China remained the world’s leading executioner; Excluding China, 90% of all reported executions
took place in Iran, Saudi Arabia and Egypt.
Why Death Sentence should be abolished?
i.Irreversibility: If an innocent person is executed, there is no way to bring them back.
ii.Ineffectiveness: The death penalty has not been shown to be an effective deterrent to crime.
iii.Disproportionality: The death penalty is disproportionately applied to minorities and the poor.
iv.Cruelty: The death penalty is a cruel and unusual punishment. It is a form of torture that inflicts immense
suffering on the person being executed.
Additional Info:
i.As of 2022, there were 28,282 people on death row across the globe; Out of that, less than 5% were women.
ii.Despite the fact that international law currently allows the death penalty, while strictly forbidding torture, it
is increasingly clear that the death penalty is inherently incompatible with the prohibition of torture.

World Mental Health Day 2023- October 10
World Mental Health Day (WMHD) is annually observed across the globe on 10 October to raise awareness
of mental health issues around the world and to mobilize efforts in support of mental health.

• WMHD is a global health campaign that aims to encourage people around the world to support the
cause and establish a healthy environment in all aspects of life to support mental health.
WMHD is supported by the World Health Organisation (WHO), the World Federation for Mental Health
(WFMH), and its member organisations.
Symbol: The green ribbon is the international symbol of mental health awareness.
2023 Global Campaign:
The 2023 Global Campaign aims to recognise the 75th Anniversary of WFMH (founded in 1948) and WMHD
2023.
According to WFMH, the theme of the World Mental Health Day Global Campaign 2023 is “Mental health is a
universal human right.”
• The theme focuses on improving knowledge, raising awareness, and driving actions that promote
and protect everyone’s mental health as a universal human right.
Note: Since 2013, WHO has organized a global campaign for WMHD.
Background:
i.World Mental Health Day was started as an annual activity of the World Federation for Mental Health(WFMH)
by the then Deputy Secretary General Richard Hunter.
ii.WMHD was observed for the first time on 10 October 1992.
iii.In 1994, WMHD adopted its first theme, “Improving the Quality of Mental Health Services throughout the
World.”
• The then Secretary-General Eugene Brody introduced the concept of an annual theme for WMHD.
Efforts of WHO:
i.According to the WHO, Mental, neurological, and substance use disorders collectively contribute to over 10%
of the world’s disease burden.
ii.Depression and anxiety disorders, among the most prevalent mental disorders worldwide, cost the global
economy a staggering USD 1 trillion annually due to lost productivity.
• In Low- and Middle-Income Countries (LMICs), 85% of people with mental disorders receive no
treatment.
iii.To address the Global Mental Health Crisis, in 2018, Dr. Tedros Adhanom Ghebreyesus, WHO’s Director-
General identified mental health as an area that needed accelerated action.
• Established the WHO Special Initiative for Mental Health, covering the 5-year period 2019-2023. It
was launched in 2019 for implementation over 5 years, in 12 countries.
• The vision of the WHO Special Initiative for Mental Health is that all people achieve the highest
standard of mental health and well-being.
iv.WHO member states are committed to implementing the Comprehensive Mental Health Action Plan 2013-

CM Pushkar Dhami Launches Rozgar Prayag Portal at U’khand Youth Mahotsav in Dehradun
On October 9, 2023, Pushkar Singh Dhami, Chief Minister (CM) of Uttarakhand, launched the government-
developed Rojgar Prayag Portal during the Uttarakhand Youth Mahotsav 2023 program organized at
Parade Ground in Dehradun, Uttarakhand.

• The portal for youths aims to provide employment opportunities in the Uttarakhand on a single
portal.
• The event was organized by the Uttarakhand Skill development Society and Government of
Uttarakhand on the theme ‘Uttarakhand Towards Entrepreneurship and Employment’.

level upskilling of the labor force working in the construction sector.
ii.An MOU was signed between the Skill Development and Employment Department and Microsoft.
• Under this, Students studying in higher technical institutions of UK will be given training related to
digital skills by Microsoft.
• Microsoft also supports digital training for underprivileged groups.
iii.MoUs were signed with Envertz Consultancy to employ nursing trainees from U'Khand as nurses in
England and Ireland; and with Generise Global to employ them as nurses in Germany.
iv.Learnet Skills Pvt. Ltd. to provide Japanese language and lifestyle training to the UK’s youth in Japan.

MP CM Unveils 108 ft Statue of Adi Shankaracharya at Omkareshwar


Shivraj Singh Chouhan, Chief Minister(CM) of Madhya Pradesh(MP) unveiled a 108-feet-tall statue of 8th-
century Vedic scholar and teacher Adi Guru Shankaracharya, on the Mandhata hillock in Omkareshwar,
Khargone district of MP.
• The statue is called as “Statue of Oneness,” depicts Shankaracharya as a 12-year-old child (when he
attained knowledge); It symbolize peace and unity.
About the statue:
i.Stone sculptor Bhagwan Rampure and painter Vasudev Kamath oversaw the carving of the statue, which is
installed on a 16-foot-tall stone lotus.
ii.The statue is made of 88 per cent Copper, 4 per cent Zinc, and 8 per cent Tin.
iii.The metal casting of the statue was done in Nanchang city of China.
