BOARD OF CANVASSERS TRAINING
4-16 April 2022
OBJECTIVE
This is a 2- day (16 hrs.) face-to-face training of the Board of Canvassers and CCS
Operators to prepare and equip them with the knowledge, technical competence and
confidence necessary to perform their tasks and duties in the canvassing of votes.
SETTING EXPECTATIONS
The facilitator shall explain that the activity is a 2-day training focused on the GI for
BOC, CCS Operation, troubleshooting and contingency. He/She shall also explain the
flow of the Programme and the house rules.

10. Statement of Votes (SoV) - a document containing detailed entries of the votes
obtained by each candidate in each of the precincts in a municipality or in each of
the municipalities in a province.
12. COMELEC Election Monitoring Action Center (CEMAC) - one support center
for all election-related concerns, for the 2022 NLE.
1. The facilitator will discuss a brief summary of the General Instructions for the
Board of Canvassers
Salient parts to be discussed are the following:
a. Constitution of BOC
b. Substitution of Chairperson and Members of the BOC
i. Who may appoint a substitute?
ii. Who may substitute?
iii. Disqualification
c. Powers and Functions of the BOC
d. Persons who shall assist the Board
e. Benefits of BOC, CCSO, RCG and Support staff
f. Preliminaries to Canvassing
g. Distribution of Certificate of Canvass (COC)
h. Post Canvassing Procedure
i. a. Delivery of Certificate of Canvass (COV)
ii. b. Safekeeping of hard copies of ERs or COCs, backup CDs and
CCS.
i. Election Offenses; Electoral Sabotage
j. COVID-19 Protocols
