FACILITATOR’S GUIDE FOR THE

A
BOARD OF CANVASSERS TRAINING
4-16 April 2022
OBJECTIVE

This is a 2- day (16 hrs.) face-to-face training of the Board of Canvassers and CCS
Operators to prepare and equip them with the knowledge, technical competence and
confidence necessary to perform their tasks and duties in the canvassing of votes.

All Audio-Visual Presentations/Power point presentations will be disseminated via One


drive link and may be accessed via LMS.

SETTING EXPECTATIONS

The facilitator shall explain that the activity is a 2-day training focused on the GI for
BOC, CCS Operation, troubleshooting and contingency. He/She shall also explain the
flow of the Programme and the house rules.

Day 1

TRAINING MODULES

I. DEFINITION OF TERMS

The facilitator shall explain the following:

1. NBOC- National Board of Canvassers

(Congress-President and Vice-President)

(COMELEC-Senators and Party Lists)

2. PBOC – Provincial Board of Canvassers.

3. MBOC – Municipal Board of Canvassers.

4. CBOC – City Board of Canvassers

5. DBOC – District Board of Canvassers

6. CCS - Consolidation and Canvassing System

7. CCSO - Consolidation and Canvassing System Operator

8. RCG - Reception and Custody Group

9. Certificate of Canvass (COC) – election results document that contains the


summary of votes, per province, city or municipality.

10. Statement of Votes (SoV) - a document containing detailed entries of the votes
obtained by each candidate in each of the precincts in a municipality or in each of
the municipalities in a province.

11. Certificate of Canvass and Proclamation (COCP) – Official results

12. COMELEC Election Monitoring Action Center (CEMAC) - one support center
for all election-related concerns, for the 2022 NLE.

a. CEMAC National Technical Support Center (NTSC) - The issues


to be addressed are purely technical matters such as VCM
malfunction

a. CEMAC National Command Center (NCC) - The issues to be


addressed are Operations and Logistics prior to Elections day and
after election day

II. GENERAL INSTRUCTIONS FOR THE BOARD OF CANVASSERS

1. The facilitator will discuss a brief summary of the General Instructions for the
Board of Canvassers
Salient parts to be discussed are the following:
a. Constitution of BOC
b. Substitution of Chairperson and Members of the BOC
i. Who may appoint a substitute?
ii. Who may substitute?
iii. Disqualification
c. Powers and Functions of the BOC
d. Persons who shall assist the Board
e. Benefits of BOC, CCSO, RCG and Support staff
f. Preliminaries to Canvassing
g. Distribution of Certificate of Canvass (COC)
h. Post Canvassing Procedure
i. a. Delivery of Certificate of Canvass (COV)
ii. b. Safekeeping of hard copies of ERs or COCs, backup CDs and
CCS.
i. Election Offenses; Electoral Sabotage
j. COVID-19 Protocols

III. Canvassing and Consolidation System

1. Components and Peripherals


- The facilitator discusses proper installation of components/peripherals
2. CCS Operations
- Upon the instruction and guidance of the facilitator, the Board of
Canvassers and the CCS Operator shall experience a hands-on end to end
operation of the CCS

3. Generation and printing of results
- The facilitator discusses the following:
o Canvass Report
o Lowering of Threshold
o Certificate of Canvass (COC)
4. Result Transmission
5. Post-Election Result

Day 2

IV. CONTINGENCY PROCEDURE (COMELEC Resolution No. 19759)

The facilitator shall explain the following:

1. CEMAC Organizational Structure


2. Contingency Procedures Applicable to the Provincial/District/City/Municipal
Board of Canvassers.

V. BASIC TROUBLE SHOOTING

The facilitator shall explain the following:

1. CCS Troubleshooting

2. Transmission Troubleshooting

VI. ADMINISTRATIVE CANCELLATION OF COCs

The facilitator shall give more emphasis to:

1. Effect of Cancellation of COC


2. Treatment of the votes cast in favor of the 10 aspirants whose COCs were
administratively cancelled but included in the ballot.

VII. CANCELLATION OF COC and NUISANCE CANDIDATES

The facilitator shall give more emphasis to:

1. Effect of granting petition


2. Who may file?

VIII. LEARNING MANAGEMENT SYSTEM (LMS)


a. The facilitator will play the AVP on “How to Navigate the LMS”
