Chilala Moonga is Administrative Manager of a major advertising firm. Seeing that staff ‘s
proficiency in English is critical to their communication effectiveness and thus the company’s
success, the board of directors has decided to ask all staff at executive or above grades to sit for a
globally recognized public examination. Those who fail to get a pass grade will have the salary
point frozen until they pass the examination. To implement this policy, the company will run a
language course to equip staff with the necessary skills to take the examination.

The board of directors has given Chilala Moonga the responsibility to inform all staff of the
decision. The following is relevant information:

SUBJECT: NEW STAFF POLICY

This severs to inform all staff members are now required to sit for International Diploma in
Language examination held by the UK-based examinations body, Chartered Institute of
Language and Communication.
For the company to be more prominent and guarantee effective communication towards the
public, all staff members will now be required to have a passing grade in the exams. The course
content includes 1 hour of exam techniques and 2 hours of English language skills with 10
participants per class. Further lessons are optional. Examination and course fees are going to be
compensated for by the company.
Please note that in-house English courses will begin next month. Failure to attend the first sitting
of examinations will lead to self-sponsorship of the examination fee (K18,000) and failure to
obtain a passing grade will cause a salary freeze until otherwise.

Bureaucracy is a hierarchal management system that divides power to different officials and
departments to make decisions. Although this can be used to keep a company in order it can also
faces many issues while operating.

Excessive and unnecessary procedures that are involved with an organisation’s interactions is
just one of the many problems that happens within the system. This is referred to as the red tape,
keeping certain processes delayed because of these restrictions. In the insurance industry it can
be noticed with its complicated procedures of applying, gaining approval, maintaining it and
even claiming insurance take a long time for many people to go through.

Conflict can arise from bureaucratic agencies’ ides not aligning or competing over the same idea.
The United States education system often butts heads with its teachers, students and parents on
numerous topics that differ greatly from necessity of what topics should be taught in school, to
teacher’s salaries and students mental safety at school. Even with committees and boards set up
to help minimize problems, conflict is not always easily avoided.

Businesses waste money and resources through inefficiencies, underperforming staff


members, and poor customer service. In software development having a poor user
experience can ultimately lead to a product being abandoned, having wasted time and
money on making it.

When an organization attempts to impose a certain lifestyle onto another group, this is
called imperialism. Unfortunately, it happens often in military services using pressure
tactics to dominate over subordinates and leads to a lack of foundational trust within the
organization.

More than one person may be working on the same project or making decisions about
something without any clear direction between them. In the postal system a customer needs
to fill out a registration form every time they send or receive a package, provide copies of
their ID and proof of address to each department in order to be approved for access.
