MHOW: "We are nerves of the battlefield," said


Military College of Telecommunication
Engineering (MCTE) commandant and colonel
commandant, Corps of Signals, Lt Gen Rajesh
Pant. In an exclusive chat with TOI on the eve of
the college's 102nd anniversary on February 15,
Pant talked on various issues related to the corps.

Pant said that MCTE, an alma mater of signals


officers, is a centre of excellence for electronic
warfare and cyber security. "Here, under one roof,
brains are nurtured in the field of combat
communication, communication engineering,
cryptology, electronic warfare and cyber security,"
he said.
Talking about communication in army, Pant said
that two projects -- ASCON and AREN --
developed by the corps, have bought a
revolutionary change in the way the army
communicates.

"Other communication projects, like TCS and NFS


which are in pipeline, will soon help in switching
over to the next generation of networks," he said.
Pant said that the rapid development in
technology warrants for more cooperation
between the armed forces and the industry. The
corps organizes seminars in conjunction with CII.
MCTE has organized seminars attended by
eminent members of the academia and industry.
"Most of these seminars dwell upon futuristic
trends in communication and emerging
challenges of the battlefield," he said.

The motto of the corps is 'Teevra Chaukas' which


means 'fast and vigilant'. In tune, every mess at the
corps has a painting which depicts a signalman
lying in the battlefield in communication.
Information Warriors, the soldiers assigned the
duty of communication, have earned laurels in
other fields as well. Capt Smitha, who was the
youngest member of the Army women expedition
2012 that scaled Mount Everest on May 25, is one
of the soldiers.

The Despatch Rider motorcycle team of the corps


popularly known as the 'Dare Devils' have created
new records. Recently Captain Abhyajit Mehlawat
of the team rode his motorcycle hands-free 16 Km
to break the existing world record of 5.32 km set by
China's Liu Jichun. Known as army's batman, Lt
Col Satyendra Verma has excelled in the field of
sky diving and performed the first base jump.
"They are just following a legacy left behind by
eminent veterans like M P Ganesh, Leslie
Fernandes, S R Pawar, Gulzar Singh and S Jayram,
to name a few.

The Army Aero Nodal Centre (AANC) which is a


centre for microlight aircraft and powered hang
glider training, has participated in number of
expeditions organised at the national level," he
added.

BAHA SAEINDIA competition kicks off in


Indore

INDORE: The much awaited event to honour the


legends of automotive industry and nurture the
budding engineers in the country is all set to kick
off from Friday in the commercial capital Indore of
Madhya Pradesh.

The 6th edition of BAHA SAEINDIA is scheduled to


start Friday however on Thursday all the selected
teams with their All Terrain Vehicle (ATV) went
under technical inspection at Pithampur where
the event will be organised.
The event this year has witnessed participation
from 262 teams across various engineering
colleges. Of these 120 teams qualified for the
grand finale and were allowed to make
prototypes. In December last year, the inspection
of cars started with a theme of Zero Tolerance.

The theme check the efficacy of vehicles to ensure


that vehicles are 100% safe and technically
acceptable. In the inspection, 15 teams were
rejected under Zero Tolerance policy.
The official inauguration was held on Thursday in
presence of Dr Bharat Soni of University of
Alabama, Dilip Chabbaria of DC Design and
Ambush Sharma of ministry of heavy industry and
public enterprises. The guests conducted basic
evaluation round.
Mentor of BAHA SAEINDIA, Dr Pawan Goenka and
president of automotive and farm equipment
sectors, M&M said, "The popularity of event has
grown manifold.

Govt yet to reimburse fees under RTE to


185 schools

INDORE: The school education department has


failed to reimburse the fee for admission under
right to education Act (RTE) to 185 schools in the
city. The admissions were made for the session
2012-13.

Even as the reimbursements are due the


department has asked the schools to take up 25%
admissions under RTE for the next academic
session.
A school principal told TOI, "We submitted our bills
last year after finishing admission formalities, but
till date there is no news on reimbursements." RTE
in-charge for the district A K Bendwal said fee
reimbursement applications are under process as
there are technical faults in various applications.

Bendwal said, "There were various clauses of fee


reimbursement, which many schools have not
followed. Schools have to submit all the
documents online and the delay is on account of
incomplete information being provided to the
department.
Though in February the school education
department should reimburse the fees of
academic 2012-13, it is still sorting out the issues of
year 2011-12. The department has disbursed Rs 1.25
crore as reimbursement to 850 schools in the
districts.

Sources said, the department is yet to disburse Rs


23 lakh to 185 schools, which is turning out to be
painful for the schools. Principals of a private
school on anonymity said that this is the problem
with government policies. While implementing
them they will hold us to ransom and get things
done their way. But when it comes to fulfilling
their part of deal, delays are imminent. "The worst
part is that we cannot question them, else we
have to face the music.

Fear of reprisal is the reason schools do not want


to talk on record," he added.
However, education department rubbished the
allegation stating that it is fault of schools in
submitting applications. The department cannot
make any change once the application is
forwarded on the web portal. District education
officer, Sanjay Goyal said, "Due to technical faults
the fees are yet to be reimbursed. State education
department will hold workshop in each district
and sort out the problems."

There is no delay from out part, he clarified.


Reimbursements due: 185 schools
Amount due : Rs 23 lakh
Fees reimbursed to: 856 schools
Amount reimbursed: Rs 1.21 cr
Number of schools in 2011-12: 1604

Indore: The urge of parents to get their children
admitted in the reputed schools of city has
resulted into a lesser applications.

With Right To Education (RTE) last date for lottery


is just a day ahead, the school education
department has received nearly 9,450 applications
for more than 16,000 seats to be fulfilled under
RTE this year.
According to school education department
officials, the turn-out is low as most the parents
want their kids to be admitted only in the best
schools of city. They say more number of
applications will pour in once the first lottery
process is over.

"In the second round of admission allotment


further more applications will come and seats will
be allotted. The number is less so far as everyone
wants admission in top-notch schools and
nothing less. After lottery on February 15, more
applications will come." said Sanjay Goyal, district
education officer.
Last year, nearly 7,000 seats remained vacant till
June 2012 despite repeated extension of dates.
There are nearly 2,000 private schools in district
and some of the top most schools are the only
priority of parents.

According to department officials another reason


is that in some cases children could not complete
the necessary criterion or were found having
discrepancies in the income and caste certificates,
or not having the certificates at all. The RTE
notification states that every application for
admission of a child belonging to the weaker
sections should be accompanied by an income
certificate of the parent as well as a caste
certificate in the name of the child or its parent.
