1.0 SCOPE OF WORK

1.1 General Description


This work method statement describes the methodology and sequences that will be
carried out for the installation of underground ducting installation works which using
HDPE pipe for electrical services and UPVC pipe for telephone services.
The scope of this method statement shall include the installation of underground
ducting and cables for Project Mass Rapid Transit Laluan 2: Sungai Buloh – Serdang –
Putrajaya (Package S208) from Equine Park to Taman Putra Permai.

1.6 Construction Procedure

1.6.1 Construction Procedure for Pipe Installation by Open Cut Method

1.6.1.1 Preliminaries Work


a) All existing utilities affected by the construction within the working areas shall
be identified (in size & type) and marked out as required. The setting out of
utility alignment shall be done by competent surveyor.
b) Approved shop drawing and permit approval from relevant authority need to
be obtained prior to any physical work at site.
c) Proper traffic management and safety measure shall be arranged within
working areas to prevent mishap and minimize disturbance to road traffic.
d) If work is to be carried out at night, WPC has to ensure the light for night work
is enough, proper PPEs such as high visibility vest must be worn and traffic

equipment shall be installed such as blinkers, cones, signage and with adequate
traffic management.
1.6.1.2 Survey and Setting Out
a) The underground ducting route or alignment shall be pegged out in accordance
with the approved drawing issued.
b) Confirmed alignment drawings have been approved. Detection and piloting
works will be carried out to ensure that there are no other services obstructed
at the confirmed alignment stated in the confirmed drawings.

1.6.1.3 Trench Excavation


a) Prior to trench excavation, the site shall be cleared from any obstruction. The
supervisor shall ensure that all obstruction within minimum 1 m of either side
of all duct to be laid are cleared.
b) Trench excavation for laying the new ducting shall be carried out with the use
of backhoe.
c) The run of duct trench opened up ahead of duct laying operation at any one
time shall not be more than 100m.
d) The trenches shall be excavated based on the depth indicated in the
construction drawings. The number of duct ways to be laid shall be observed
such that the depth and width of the trench required shall follow the duct
formation schedule as indicated in the construction drawings.
e) The excavated trench shall be level in order for the laying of duct to be smooth.
f) The side of the trench shall be cut vertically and where necessary, shall be
protected against caving in as per JSA recommendation.
g) The good excavated materials shall be stockpiled at least 1 meter away from
the trench and has to put cover on top of it if plan not to backfill on that day.
h) De-watering with water pump shall be applied when necessary due to high
ground water or ran run-off.
i) The surplus excavated materials, earth, rubbish and waste shall be disposed off
site to approved dumping site.

1.6.1.4 Laying of Ducts


a) Care shall be taken to make the bends of pipe or duct lines as easy as
practicable.
b) Adequate provision shall be made for cables entering and leaving ducts. Draw
wires shall be provided wherever appropriate.
c) Any ducts provided for this purpose shall be adequately bushed or radius to
prevent damage to the cables.
d) All cables run in open ducts or in ducts shared with other services, shall be
adequately secured to wall of the duct by type saddles or hangers.

e) For multiple circuits laid in a common trench, 50mm spacing shall be allowed
between the ducts. This is to create space between ducts for ducts to be
arranged and function smoothly.
f) Where layers of ducts to be laid over another in the same trench, form
structure and rebar is necessary to assemble and position the ducts. The ducts
shall break joint by approximately half the duct length in alternate lines,
horizontally and vertically.
g) For HDPE ducts, socket shall be used for the process of jointing. The edges of
ducts shall be cleaned. The socket as well as the duct ends shall be wiped clean
before inserting the socket for the two ducts to be joined.
h) Pipes shall be cut when necessary at right angle to the bore only. The inside
edges shall be filed and trimmed so that they will not cause damages to the
cables.
i) The duct shall be sealed to prevent the entry of water or vermin.

1.6.1.5 Concrete Encasement


a) HDPE corrugated pipe should be encased on concrete accordingly.
b) The method used to encase ducts in concrete will be carried out by pouring
concrete onto ductbank/form structure where each duct will be completely
encased by concrete as indicated in the drawings.
c) HDPE corrugated pipe may be bent gradually to avoid obstacles.
d) The depth of the concrete for encasement depends on number of duct layers
to be installed in one trench.
e) The depth of the concrete encasement is 800mm for 4 layers duct, 800mm for
3 layers duct and 600mm for 2 layers duct as per drawings.

f) Concrete of grade C25/30-20 as specified in the drawing shall be placed over


the ducts to fill the spaces between the ducts.

g) Approximately 50mm spacing between above and bottom layer of ducts shall
be provided.
h) Repeat the above process for the subsequent layer of ducts.
1.6.1.6 Backfilling of Trenches
a) After concrete encasement of duct is done, backfill the excavated materials to
specified levels.
b) Care shall be taken such that backfilling operation does not disturb the
completed works.
c) The trench shall be backfilled with the excavated materials in 150mm layers in
the reverse order to which they were excavated. The remaining 300mm shall
be backfilled with good quality earth and rammed. Mechanical rammer shall be
used.

d) When consolidation of granular material is completed, premixed asphalt shall
be spread evenly over the treated stone surface and rolled until complete
consolidation has been obtained.
e) Make good of site by clearing of unwanted debris and materials. Plant and
equipment shall be removed. Grass turf shall be reinstated where require.

1.6.1.7 Despite the protection stated in the IFC drawing indication, the needs of service
protection needed be aware for all area effected during the work take in
commence. Most of the service protection is constructed under the provisional
area such as future road area, protection for area that too close to the pier and
etc. Generally the protection for the services and type of mechanism will be
varied but generally the services will be protect as per detail below:

a) Temporary Service Protection


I. Instead of permanent service protection designed for each and every
services, there is a few event where the services might get crossed due
other site progress, for example water pipe line where place on the
road shoulder found under the area where access of the site going to
be set up, a boring work happen just a distance away from the gas pipe
and etc.
II. There is a few material such as steel sheet with suitable thickness
(chequered plate), steel case, plywood and the list of protection used
can be varies and depend to the actual site condition. Chequered plate
will be used to place on top of the ground and at the access location
where found any services beneath it. The purpose as to prevent any
overpressure and avoiding ground settlement where could eventually
damaging the underground utilities.

2.0 SAFETY AND HEALTH


2.1 Job Safety And Health Analysis (JSA)
Job Safety & Health Analysis shall be carried out on the project site. Barriers and
safety awareness signs shall be established at location of works. The potential hazards

in a particular activity and the control measures implemented shall be briefed to the
workers during safety induction, tool box talk and JSA Briefing.

2.2 Information to Personnel


All personnel shall attend and completed KVMRT SHE Passport Scheme before being
allowed working at site.

2.3 Emergency Arrangements


The emergency situations which may occur are shown in the table Appendix 5.2 for
Job Safety & Health Analysis. The level of risk or severity of the accident dictates the
emergency level.

3.0 ENVIRONMENTAL ISSUES


Environment implementation and control at site shall be complied to General
Specification GS Section G11, Detailed Environmental Impact Assessment (DEIA)
Approval Condition, Environmental Management Plan (EMP), Erosion and
Sedimentation Control Plan (ESCP), Waste Management Plan (WMP), Flood Protection
Plan and Noise and Vibration Compliance Management Plan for MRT S204.

3.1 Environmental Aspects, Impacts And Control Measures


The significant environmental impacts associated with the underground HDPE and
UPVC pipe installation works have been identified and listed in the Appendix 5.3 of
the related method of statements.

3.1.1 Air Quality


i. Air quality control to be compiled with package EMP, DEIA, Approval
condition and GS G11.21.1. All construction machineries shall be in well
maintain and in good working condition to reduce emission of soot, smoke
and noise.
ii. Water truck shall constantly spray the water to minimize the dust especially
during hot weather if any transport operation going on.
iii. Vehicles washing facilities shall be provided at site exit. Public road must be
cleaned all the time and free from dirt and soil.
iv. Open burning is prohibited at site.

3.1.2 Noise and Vibration Control


i. Noise and vibration control to be complied with MRT S204 EMP, DEIA
Approval Condition and GS G11.21.6.
ii. Movement of heavy vehicles shall be restricted to daytime working hours
and minimized during night time. Construction work during night time shall
get the approval from PDP and local authorities.
iii. Noise generating equipment and machinery shall be inspected regularly
and maintained in good working condition. Noise and vibration emitting

from equipment shall be placed away from sensitive receptor or replaced


with better equipment if necessary.

3.1.3 Water Quality


i. Water pollution control to be complied with MRT S204 ESCP, EMP, DEIA
Approval Condition and GS G11.21.2
ii. Surface run-off shall be treated prior to discharge and shall not exceed 50
mg/L for TSS and 250 NTU for turbidity. If the final silt discharged level
exceeds 50 mg/L or 250 NTU, the activities can be resumed upon
rectification for control measures are done.

3.1.4 Waste Management


i. All types of wastes shall be segregated, stored and disposed of in
accordance with package EMP, DEIA Approval Condition, Waste
Management Plan and GS G.11.21.4. Waste shall be disposed of at an
approved disposal site.
ii. Waste containers and storage areas shall be sufficient capacity to contain
all waste generated.
iii. Scheduled waste from maintenance works of machineries, vehicles and
tools shall be placed in designated areas at the site. Proper oil trays shall be
placed for oil/petroleum product to prevent oil spillage at ground.
Scheduled waste shall be collected and transferred to scheduled waste
storage area. The scheduled waste shall be disposed by license contractor
registered with DOE to approved dump site. Scheduled waste storage and
disposal shall follow EQ (Scheduled Waste) Regulation 2005 accordingly.

3.1.5 Housekeeping
Housekeeping is an essential part of safety for the daily routine. Housekeeping
would include the following items:
i. Maintain the access/egress to all working area.
ii. Store and stack all construction materials in safe and orderly manner.
iii. No littering around the site and provide sufficient waste bin.

4.0 QUALITY ASSURANCE AND QUALITY CONTROL

4.1 Contractual Requirements


Shall be implemented in accordance with submitted comprehensive Project Quality
Plan Ref. No. SSP-WCTB-STP4-OVPR-PLN-0001.
The quality control measures undertaken and shall be included, but not limited to:
i. Implementation & compliance with ITP.
ii. Submission, Re-submission and approval of the required documents (as
defined on ITP).
iii. Effectiveness of internal inspection via inspection checklist.
iv. Confirmation & approval of the joint inspection via RFI online for both
work inspection & testing activities.
v. Completeness & compliance of relevant forms & checklist by all relevant
parties (e.g. Relevant supervising consultant).

4.2 Quality Control Procedures


Please refer to Appendix 5.4 Inspection and Test Plan.

4.3 Follow up and Evaluation


RFIs and respective Permit to Work shall be submitted prior execution of any
construction activities. In addition to this requirement weekly walk-about will be
conducted to measure, analyze progress of works and to propose improvement
measures.
