Advisory Appointment of BOs
ADVISORY
In view of the recently concluded 2023 Barangay and Sangguniang Kabataan Election (BSKE) wherein
some barangays will now be under new administration and in the interest of public service, there is a
need for herein Advisory in order to guide our newly-elected Punong Barangays, especially the newly
minted, on how to appoint their respective appointive barangay officials and personnel.

DISQUALIFICATIONS APPOINTMENT
Barangay Secretary QUALIFICATIONS The Barangay Secretary shall
be appointed by the Punong
1. Of legal age; Barangay with the concurrence
2. Qualified voter; and of the majority of all the
3. Actual resident of the Sangguniang Barangay

2. Incompetent;
3. Convicted of a crime
carrying with it penalties
of perpetual or temporary
disqualification from
holding public office;
4. Elected government
official;
5. Member of the Armed
Forces of the Philippines
who are in active service;
6. Insane or feeble-minded;
7. Permanent residents in a
foreign country; and
8. Those sentenced by final
judgment for an offense
involving moral turpitude
or for an offense
punishable by one year
or more, within two years
later after serving
sentence.
Moreover, please note that the qualifications, duties, and functions of all other barangay officials
appointed by the Punong Barangay shall be governed by the provisions of the Local Government Code
of 1991 and other laws or by barangay ordinances.2 Except for Lupon Members, the Punong Barangay
shall, upon approval by a majority of all the Members of the Sanggunian Barangay, appoint or replace
other appointive barangay officials.3
Finally, DILG Memorandum Circular No. 2010-147, re: Termination/Retention of Barangay Health
Workers (BHWs), Barangay Nutrition Scholars (BNS), and Barangay Day Care Workers (BDCWs)
is hereby reiterated which provides that while it is the prerogative of the Punong Barangay to appoint
or replace appointive barangay employees, it is worth considering that the incumbent BHWs, BNSs,
and BDCWs were already provided trainings by the national and/or local government and gained
sufficient experiences in the performance of their respective jobs. Hence, all Punong Barangays and
Sangguniang Barangay Members are strongly encouraged to reappoint them unless it is proven that
they are not performing effectively while in service in the past barangay administrations.
