• 1. The issue is that Social conflicts in emerging
countries, provoked by the omission of public
administrations in social inclusion.
• The problem is significant because it has not
allowed the generation of a joint long-term
territorial vision for the Quality of Life of the
Population.

increased considerably in recent years.
Public administrations do not respond to these
behaviors' critical problems, and the population
suffers from not being heard.
