HSE Policyfor AECOWM
AECWM safety goal is to continuously strive for a healthy, accident free, and
environmentally sound workplace and community while providing efficient service in
transportation, procurement, and other services.
INTRODUCTION
Because of their chemical, physical, or pathological properties, hazardous materials may
present a risk of injury to personnel, visitors, offsite individuals, or the environment. This
document outlines the process for safely and legally obtaining, receiving, transporting,
and tracking hazardous materials.
AECWM Co has the following seven principles of how work is performed within the
corporation:
1. Line Management is responsible for safety. Safety is used synonymously with
ES&H to encompass protection of the public, the workers, and the environment.
2. Clear roles and responsibilities are established and maintained.
3. Personnel possess competence commensurate with responsibilities.
4. Resource allocations are balanced, making HSE a priority in project planning
and execution.
5. Safety standards and requirements are identified and implemented.
6. Hazard controls are tailored to the project work.
7. Operations are authorized before work begins.
This document also contains requirements to protect the health and safety of personnel
and the environment. Thus, hazardous materials must be controlled at the following
stages:
DEFINITIONS
Hazardous Material: For the purposes of this document, hazardous materials are generally
defined as any chemical that is a physical or health hazard, and for which manufacturers
are required to make material safety data sheets available.
Compressed gases
Crude Oil
Gasoline
Diesel
Oils, lubricants, and coolants
Corrosive materials
Explosives and blasting agents
Flammable liquids
Flammable solids
Poisonous or irritating materials
Radioactive materials
APPLICABILITY
This policy shall be applicable to AECWM Co , its branches, warehouses, and all its
transportation activities in or outside the republic of Yemen.
PROCEDURES
Industrial gases and crude oil shall be received at the site of customer or producing
company. There will be no “drop points”, shipment will be delivered from point a, to
point b as agreed in the terms of contract with the customer.
The spill response plan must be readily accessible with drivers and in hazardous
materials handling areas.
Prepare the item for transfer to the receiving party. Attach all necessary
paperwork. Affix proper hazard warning labels to the item, as appropriate
Identify responsible personnel, and ensure they are properly trained.
Conduct a self-assessment plan which includes a periodic review of the operation
and staff.
Provide adequate ventilation for the types of chemicals to be handled.
Ensure an appropriate level of security, access control, and easy access to a
telephone.
Ensure adequate fire protection.
Provide personal protective equipment.
Appropriate labeling is required when hazardous materials are stored, handled, disposed
of, or transported. Proper labeling of materials used at AECWM Co serves to warn users
of hazards and helps ensure that transportation is carried out properly.
Warning signs shall be posted in all areas where hazardous materials are handled
or stored.
A label, material tag, or other means of identification shall be attached to each
container indicating the name of the substance, and the hazard warning.
Equipment containing or contaminated with hazardous materials must be properly
contained and labeled.
This crew consists of vehicles mechanics and fleet maintenance personnel who are
responsible for repair, and preventative maintenance to a variety of light duty, heavy duty
vehicles, and mobile equipment located anywhere in the republic of Yemen. This crew
operates in urgent situations where vehicles and/or mobile equipment are down. The
crew normally reaches any given equipment (in the republic of Yemen) within 8 hours
from receiving service request.
