AECWM HSE Policy Statement:

All personnel working at AECWM should enjoy a safe


environment. We will observe the health and safety codes of
practice that applies to our workplace in order to create and
maintain safe and healthy workplace.

We will allocate resources for training, personal protective


equipment, and necessary tools that will prevent accidents. All
personnel are responsible for obeying safety procedures and
regulations. Personnel (employees/managers) who violate safety
procedures and regulations will be held accountable.
AECWM Health, Safety & Environment Policy

AECWM safety goal is to continuously strive for a healthy, accident free, and
environmentally sound workplace and community while providing efficient service in
transportation, procurement, and other services.

AECWM Co safety philosophy includes the following concepts:

 Safety is our most important day-to-day consideration as we carry out our


technical missions.
 Accidents are preventable through attention to hazards and appropriate action by
each individual and the responsible organization.
 Managers and supervisors are responsible for ensuring that an adequate system is
in place to carry out work safely. For each work activity, an identifiable line
management chain is ultimately responsible. The management chain extends from
the worker, through the first-level supervisor, up to the general manager.
 Each supervisor is expected to ensure that all individuals reporting to him
understand the safety expectations, governing work controls, and the means by
which they can safely and successfully perform their assignments.
 Each individual is directly responsible for ensuring his or her own safety and the
safety of others who could be impacted by his or her actions by promoting a safe,
healthful, and environmentally sound workplace and community.
 All members of the workforce are held accountable for meeting AECWM 's HSE
requirements and expectations.

INTRODUCTION
Because of their chemical, physical, or pathological properties, hazardous materials may
present a risk of injury to personnel, visitors, offsite individuals, or the environment. This
document outlines the process for safely and legally obtaining, receiving, transporting,
and tracking hazardous materials.

AECWM Co has the following seven principles of how work is performed within the
corporation:
1. Line Management is responsible for safety. Safety is used synonymously with
ES&H to encompass protection of the public, the workers, and the environment.
2. Clear roles and responsibilities are established and maintained.
3. Personnel possess competence commensurate with responsibilities.
4. Resource allocations are balanced, making HSE a priority in project planning
and execution.
5. Safety standards and requirements are identified and implemented.
6. Hazard controls are tailored to the project work.
7. Operations are authorized before work begins.

This document also contains requirements to protect the health and safety of personnel
and the environment. Thus, hazardous materials must be controlled at the following
stages:

 Acquisition of hazardous materials.


 Receipt and transport of hazardous materials.
 Labeling of hazardous materials.
 Tracking of hazardous materials.
 Shipping hazardous materials.

In addition to the responsibilities specified below, management is required to ensure that


personnel assigned to handle hazardous materials are adequately trained and equipped to
perform their work safely and in accordance with AECWM Safety, and Health Policy.

DEFINITIONS
Hazardous Material: For the purposes of this document, hazardous materials are generally
defined as any chemical that is a physical or health hazard, and for which manufacturers
are required to make material safety data sheets available.

The following items are useful examples of hazardous materials:

 Compressed gases
 Crude Oil
 Gasoline
 Diesel
 Oils, lubricants, and coolants
 Corrosive materials
 Explosives and blasting agents
 Flammable liquids
 Flammable solids
 Poisonous or irritating materials
 Radioactive materials

APPLICABILITY

This policy shall be applicable to AECWM Co , its branches, warehouses, and all its
transportation activities in or outside the republic of Yemen.

PROCEDURES

I. Acquisition of hazardous materials

All acquisitions of hazardous materials must be authorized with an approved


representative of AECWM Co after internal evaluation is conducted, and external
consulting with (and getting necessary approvals from) the Ministry of Environment in
the republic of Yemen.

II. Receipt and transport of hazardous materials

Industrial gases and crude oil shall be received at the site of customer or producing
company. There will be no “drop points”, shipment will be delivered from point a, to
point b as agreed in the terms of contract with the customer.

The following operating procedures will be followed:

 spill response plan:

o Follow the notification procedure for hazardous materials deliveries.


o Obtain information about who to call and what to do in case of a spill or
leaking packages.

The spill response plan must be readily accessible with drivers and in hazardous
materials handling areas.

 Prepare the item for transfer to the receiving party. Attach all necessary
paperwork. Affix proper hazard warning labels to the item, as appropriate
 Identify responsible personnel, and ensure they are properly trained.
 Conduct a self-assessment plan which includes a periodic review of the operation
and staff.
 Provide adequate ventilation for the types of chemicals to be handled.
 Ensure an appropriate level of security, access control, and easy access to a
telephone.
 Ensure adequate fire protection.
 Provide personal protective equipment.

III. Labeling of hazardous materials

Appropriate labeling is required when hazardous materials are stored, handled, disposed
of, or transported. Proper labeling of materials used at AECWM Co serves to warn users
of hazards and helps ensure that transportation is carried out properly.

 Warning signs shall be posted in all areas where hazardous materials are handled
or stored.
 A label, material tag, or other means of identification shall be attached to each
container indicating the name of the substance, and the hazard warning.
 Equipment containing or contaminated with hazardous materials must be properly
contained and labeled.

IV. Tracking of hazardous materials

Tracking of hazardous materials at AECWM Co is performed when transporting or


storing hazardous materials.

V. Shipping hazardous materials

AECWM Co may act as a shipper or as a carrier. When shipping hazardous materials,


the following steps are followed:

 Properly package, mark, and label containers.


 Prepare shipping documents, if applicable.
 Perform quality assurance checks before the material leaves the site.
 Provide a bill of lading or manifest when necessary.
VI. Mobile Maintenance Crew

This crew consists of vehicles mechanics and fleet maintenance personnel who are
responsible for repair, and preventative maintenance to a variety of light duty, heavy duty
vehicles, and mobile equipment located anywhere in the republic of Yemen. This crew
operates in urgent situations where vehicles and/or mobile equipment are down. The
crew normally reaches any given equipment (in the republic of Yemen) within 8 hours
from receiving service request.
