The session was called to order at 6pm by Hon. Ricco Andrei Ilao, SK Chairperson. He
informed the body that they were convened for the purpose of deliberation and approval of the
SK Annual Budget for Calendar Year 2022 in the amount of THREE HUNDRED SIXTY
NINE THOUSAND PESOS (₱369,000.00) in accordance with the revised Annual Barangay
Youth Investment Program approved under Resolution No. 01-21 dated April 29, 2022;
Mr. James Ashley Atienza, SK Treasurer presented the certified statement of receipts
program of SK Funds for the calendar year 2022 in the amount of THREE HUNDRED SIXTY
NINE THOUSAND PESOS (₱369,000.00) issued by Mrs. Rinalyn Mendoza, Barangay
Treasurer marked as Annex “A”;
Hon. Ricco Andrei L. Ilao, SK Chairperson presented the SK Annual Budget for calendar
year 2022 consisting the following: (i) estimates of income; and (ii) expenditure program marked
as Annex “B”;
The body then prudently deliberated on the expenditures program indicated in the SK
Annual Budget for Calendar Year 2022 in the amount of THREE HUNDRED SIXTY NINE
THOUSAND PESOS (₱369,000.00)) and thereafter approved the expenditure program
amounting to THREE HUNDRED SIXTY NINE THOUSAND PESOS (₱369,000.00)
through a mass motion. The SK Annual Budget shall take effect on January 1, 2022.
There, having no other matters for discussion, the meeting was adjourned at 5:00 pm.

The meeting was called to order at 6pm with a prayer led by Ms. Odfjell V. Manuel.
Afterwards, Hon. Richmond V. Mendoza, SK Chairperson presided over the meeting. He asked
the SK Secretary to check if there is a quorum. Thereafter the secretary stated that 8 out of 9 are
present and therefore, a quorum was established.
Hon. Richmond V. Mendoza told the body that the meeting is about the formulation of SK
Annual Investment Plan in accordance with the released DEPARTMENT OF BUDGET AND
MANAGEMENT (DBM) NATIONAL YOUTH COMMISSION (NYC) Joint Memorandum
Circular (JMC) No. 1 Series of 2019 dated January 23, 2019. He quoted that “SK Fund shall be
disbursed solely by youth development and empowerment purposes''. He reiterated that planning
of priority programs and projects should be based under the categories provided in the said
circular.
Immediately after, SK Annual Investment Plan is presented by Ms. Jan Derick M. Villarez,
SK Treasurer. He told the body that included in the plan is the operationalization/ maintenance
like travelling, office and other supplies, membership due and fidelity bond. We will also need a
laptop so that we can easily prepare the reports.

Equitable access to quality educational programs because education is the path leader of the
youth. Educational programs keep the youth especially those ‘’gifted students’’ committed to
creativity and achievement for a lifetime. It prevents early drop – outs and supports long – term
career success. As a part of our educational projects, we will be providing a personal computer
with a printer in our barangay hall that can be used by our youth for their schoolworks, especially
the ones that don't have access to a personal computer. Mandatory Training for SK Officials and
Continuous Professional Development which emphasizes enhancing our knowledge and skills
for us to enable us to get ahead and stay ahead, furthering our job and improving the way we
serve our community. We will also have Semi – Annual Katipunan ng Kabataan Assembly and
Linggo ng Kabataan celebration to promote involvement of the youth in planning and decision
making for the community. It will boost their confidence in sharing their intelligent thoughts and
ideas for making the community more comfortable for them. We will also encourage the youth to

join our Clean Up Drive and Coastal Clean Up program to maintain the cleanliness of the
community especially now that there is a pandemic that is still happening around the world. The
goals of cleanliness are health, beauty, absence of offensive odor and to avoid the spreading of
dirt and contaminants to oneself and others. With the help of cleanliness, we can keep our
physical and mental health clean, which will make us feel good. We will also install a canal
drainage filter to the three canals that we have here in our barangay to separate the trash from
waste water that goes directly to the sea. And like what I’ve said earlier, there is still a pandemic.
So since we are not allowed to go outside, we have to earn money even if we’re just at our
homes. Lokal na Pangkabuhayan program is for motivating the youth to work from home
because it is a lot more comfortable for lots of people. They can save a great deal of time and
money since they do not have to travel so often, which means they will have more time for their
families and for themselves too. Less travelling will also make them safe from getting the virus
and reduce pollutants to our environment. We will also focus on having a regular supply of
vitamins, first aid kits and medicines that we will put in the brgy hall that can be consumed by
the youth, especially the ones belonging to indigent families. We will be installing a medicine
cabinet as well where we can safely store these supplies. And now that we're slowly starting to
have our normal lives back now that we have 0 covid cases here in our barangay and in the
municipality of Lemery, we have decided to have a Basketball/Volleyball League. Our youth
have been waiting for this project to be back and they are all excited to join. Of course, we will
still implement health protocols to ensure the safety of the participants. We will also do some
renovation in our basketball court so we can provide a better venue for the games we will be
having during the Basketball and Volleyball League. The Barangay Youth Emergency Response
Team is very important especially now that youth volunteers are in need to respond to any
emergency incident, such as natural disasters or an interruption of community operations. We
will coordinate with the MHO on conducting an information and educational campaign on the ill
effects of illegal drugs, smoking and other forms of vices. For many youth, participation in a
drug prevention program allows them to share their own experiences with drug abuse in which
they were directly and indirectly affected. We will also do our best to inspire the youth to register
for voting. Because voting will give them a voice. Their voices also need to be heard. It’s more
important than ever that their complaints when things go wrong shouldn’t be ignored.

On motion of Hon. Aldrin M. Rodriquez, duly seconded by Hon. Jhasper M. Maneja and
approved by all members of the Sangguniang Kabataan. APPROVES as it is hereby APPROVES
the SK Annual Investment Plan.

With no other matters to be discussed, the meeting was adjourned at 5:00 pm.
