Sub: Re-fixation of minimum wages and benefits for the workers of the entemrises ofEPZs

In exercise of the powers conferred under Section 83 of the EPZ Workers Welfare

Association and Industrial Relations Act, 2010 (Act. No.-43 of 2010), the minimum wages,

other benefits and conditions of service for the workers of the enterprises of EPZs are re-fixed

as follows:

D. Terry Towel/Sweater/Wigs/ and other piece rated Industry:

Minimwn wages/other benefits shall be as indicated bellow:

a) In case of Apprentice:

An apprentice (Trainee) workers shall be given a consolidated wages US$ 39 per

month.Period of training would be for 3(three) months which may however be

extended by another 3(three) months in the maximwn.

b) In case of piece rates workers:

Subject to production or required quantity of goods of acceptable quality (as appropriate


to Textile/ Terry Towel/Sweater/Wigs/ and other piece rated Industry) piece rates of a

weaver/knitter, who is employed on piece rate basis should be so determined that each

such piece rated workers should be able to earn a minimum of US$ 55 a month, working

for usual hours of work as laid down in relevant Instructions/ labour laws.

c) In case of salaried workers:

The salaried workers in the industry should be given a minimwn of US$ 55 as minimum

wages a month, the term wages would mean Basic pay, House rent, Medical Allowance.

Each worker should be given an annual increase of 10% over his/her basic wages.

E. The other benefits will be as follows:

a) The eligible workers/employees as per the existing Instruction-2 of 1989 m

different posts of all categories of industries will be promoted on the basis of

their performance.

b) 10% annual increment will be on basic wages. Henceforth, the gross salary

will be calculated as, Basic 60%+ House rent 30% +Medical allowance 10%.

c) Pay fixation will be made by the respective investors.

d) Apart from the abovementioned changes, existing facilities as per Instructions -

1 & 2 of 1989 issued by BEPZA and facilities now are being provided by the

enterprises of EPZs shall continue · .

2. The Instructions 1 of 1989 and Instructions 2 of 1989 shall be deemed to have been

amended as above and shall mutatis mutandis, apply to all workers and employees of

the enterprises of Export Processing Zones. Revised Instructions will be published &

circulated in due course.

3. This shall come into effect on 1st November, 2010.

1) Member (IP/Egg./Finance), BEPZA, Dhaka

2) General Manager: CEPZ/DEPZ/KEPZ/Comilla EPZ/AEPZ/MEPZ/IEPZ/UEPZ: For


distribution to all enterprises and for taking necessary action in this regard.
