Agenda – Reviews on abrogation of article 370 with special emphasis on Hindu killings and 6th
schedule in Ladakh.

Problems
1. Refugees – The Kashmiri Pandits faced a lot of oppression in Kashmir and were forced to
leave en masse in 1990. Announcements were made froom the mosques for Kashmiri
Pandits to leave “ Raliv, Galiv, Tsaliv”. They were asked to leave and leave their Hindu
daughters behind in Kashmir. Bitta Karate and Yasin Malik the leading personalities of JKLF
and Hizb – ul – Muzahedeen were continuously target killing a number of Kashmiris
especiallyPandits. These had to settle in rural areas throughout India and were deprived of
voting. They had to live in Refugee camps which resembled like Jhuggis.
2. Autonomy - Autponomy in Jammu and Kashmir is a sensitive and a complex issue. The
region has been subjected to territorial disputes and conflicts for many years. The opposition
has many times pointed out the lack of autonomy.
3. UCC – Unified Civil Code has been the most heated issue in the parliament. This has been
converted to communal lines by many people.

Solutions
1. The government has been giving many funds to the refugees to resettle them in Kashmir
under the0PRIME MINISTER DEVELOPMENT PACKAGE. About 13000 rs are given per family
to per month. This is promised to be increased. We propose an increasing number of
registerations in the refugee list. his is in addition to 3,000 State Government jobs,
construction of 725 Transit Accommodations sanctioned earlier. financial assistance for
construction of houses for the migrants and 5,242 two room tenements constructed in
Jammu (Purkhoo, Muthi, Nagrota and Jagti) and 200 flats constructed at Sheikhpora in
Budgam district for the migrants. More financial assistance is promised to be given for
construction of safe and secure apartments for the refugees.
2. Autonomy – Over the years The Indian Government has implemented various measure s to
address the issues of autonomy. MLAs from different districs are frequently elected from
Ladakh and Jammu Kashmir. There had been voting rights for backward societies which were
inexistent earlier.
3. UCC – UCC is a hallmark proposal by the government. It provides to change the personal laws
of different communities. This will provide equality to different communities like Parsis,
Jainas, Muslims, Hindus etc.

Abrogation of Article 370 aimed to bring Jammu and Kashmir into closer integration with the rest
of India, which allowed Indian laws to be applicable uniformly across the former state.
 The government would like to delibrate Article 25 and 44. This would help to make things better
in the Kashmir region

UCC will surely ensure the equality of law as promised by the pillars of Democracy and Indian
Constituencies
