As part of President Duterte’s overall response to the ongoing Drug Abuse Prevention Program, the Municipality of
Carmen conducted an orientation campaign on Community-Based Drug Rehabilitation Program to update the status of
PWUDs in the community. This initiative is guided by the Republic Act No. 9165 or the Comprehensive Dangerous
Drugs Act of 2002 which mandates that it is the State’s Policy to provide effective mechanisms or measures to
reintegrate into society, the individuals who have fallen victims to drug abuse or dependence through sustainable
programs of treatment and rehabilitation.

Who Used Drugs (PWUDs) in partnership with MLGU/BLGU, DOH, DSWD,
PNP, AFP, DepEd, Religious Groups & Pos. This orientation aims to conduct
validation on the status of all PWUDs, to encourage the Barangays to develop a
Drug-free Community and to evaluate and assess whether the barangays in this
municipality have sustained the status of being a drug-free barangays.
It was a 2 days orientation and out of 112 Profiled PWUDs of the
municipality of Carmen only 45.53 percent was present. The orientation made
possible with the help of our beloved Mayor. Hon. Jane V. Plaza and the CBDRP
team. The Community Based-Drug Rehabilitation Program (CBDRP) composing
Five Sectors joined force to help the PWUDs how to be delisted in the PDEA as
well as in The National Drug Watched List. The PNP Sector PCPT. Reovic J.
Matildo discussed the Rationale of CBDRP & the importance of PWUD Delisting.
The Health sector Dr. Mary Michelle R. Paganpan discussed the Overview of
CBDRP Curriculum and the flow of the Community-Based Drug Rehabilitation
Program. The Social Sector On behalf of Mrs. Sharon Fe A. Tisang of MSWDO,
Ms. Chris Ann Desaca, Social Worker Officer I, discussed about Livelihood
Assistance/TESDA Trainings and explained the services their department can
offer. Lastly, for Addressing Stigma of Tokhang/PWUDs and Commitment

to CBDRP Enrollment, MLGOO Mr. Julieto Curayag discussed about the commitment on CBDRP. And even
the Brgy. Captains in every cluster are encouraging the PWUDs to enroll in this Program which is the CBDRP
because this is the only way for them, not just to be delisted but to transform as a person and could not
experience a discrimination in the community.
