1.1 General Description of the Works


Works to be undertaken by the Contractor
The main works to be undertaken under this contract comprise the following:

Site clearance and setting out, Trenching and backfilling, Laying of HDPE pipes of PN 12.5- of
ranging diameters as follows;
OD 160mm diameter of PN 12.5 rating-1,700m, OD 110mm diameter of PN 12.5 rating-1,000m
,OD 90mm diameter of PN 12.5 rating -2,500m OD 63mm diameter of PN 12.5 rating-1,200m
Construction of standard chambers and markers posts, Installation of different and varying
fittingsalong the pipeline sections, Installation of service lines for the consumer connections,
Provision ofconsumer meters as per the provided Specifications

1.2 MOBILIZATION AND MANAGEMENT

SITE OFFICE LOCATION


The location of site office will be within the project area at the most convenient point easily reachable to the
workforce preferably in work orders area. Soon after office location and mobilization we shall consider the
following;
1. Mobilization of necessary labor, materials, equipment, tools, and supervision to commence work on
the project.
2. Continued processing of the required submittals which includes administrative and
procedural requirements for submitting project work plans, product data, samples and any other
submittals required in the Project Specifications.
3. Performance of pre-construction activities, previously detailed, on a continual basis, to ensure that as
one phase of remediation is completed the next phase of remediation can commence.
4. The Contractor personnel, taking part in the active remediation activities, will receive the required

medical surveillance (initial entrance physicals) prior to any hazardous or intrusive site work being
performed.

i) Material Management Plan

Immediately after site handover and possession of site we shall provide our plans for:
✓ Material supply
✓ Location of site office with designated location of equipment yard, material stock-pile yard and waste
material deposition yard
✓ Water and electricity supply or power devise to site.

Field (site) Diary

The contractor shall maintain a daily diary to record the operation(s) being inspected and record (but Since
certain operations will need to be inspected on a daily basis, others periodically or several times a day, the
contractor proposes to avail an inspector as long as the operation is taking place.

ii) Meetings
There will be site meetings as regularly as required, with County Works Representative Representative .
The meetings will deal, inter alia, with the following matters: Approval on rejection of executed work
elements, Work schedule and

methods, Traffic safety and management e.t.c. The minutes of site meetings shall be signed by the
participating parties. Copies of the minutes will be sent to the Engineer together with the progress reports.

2.0 Quality and Quantity Management

2.1 METHODOLOGY

a) Surveying
Upon possession of site contractor will verify survey controls established for the original design and check the
coordinates and levels assigned to reference points established by the Contractor in addition to verifying
setting out of: earthwork profiles pipeline, Points of Intersection and intermediate Bench Marks, records of
existing road and ground levels along cross-sections at specified intervals, setting out of other works such as
drainage structures, erosion checks, etc. and Establishing the validity of survey controls to be used in the
project. The verification of staking will be achieved using the surveyor as indicted in the document and within
the tolerances specified in the construction documents.
i) Excavations
In order to remove the existing pavement which includes Mass concrete, some hand packed stone base, the
Contractor proposes to:
■ Mark out the line of services, locate and expose these services by careful excavation along the marked
lines: power and telecommunication cables, water piping, and any other service line encountered on
site.
■ Protect by providing Class B uPVC cable duct with concrete surround to the already exposed services
lines in order to allow for compaction without damages as excavation and preparation of Base and sub
base continues
ii) Back filling and compaction of all structural foundations

In forming sub grade care will be taken to avoid over excavation of the sub grade layer. Any over excavation
shall be rectified by providing, placing and compacting approved regulating layer to reinstate such areas to
the required level and width.
The Contractor proposes to undertake compaction on section wise. The completed excavated section in
which the compaction is to be carried out will be leveled and compacted to a smooth profile in order to
ensure the depth of the compacted sub grade layer achieved the desired level and density. Approved
material for base and sub base layer shall be hauled to the place of disposition by truck which shall discharge
its load as uniformly as possible along the finished sub grade section of the road.
Immediately, the material is deposited in the working area and processed as per the specification, oversize
fractions will be picked out manually and deposited on the outer edges of the works area for subsequent
removal from site and remaining material spread. Each layer width shall be compacted to desirable passes of
a vibratory roller with the aim of establishing the optimum compaction required.
C. Storage and concrete
Structures
The contractor shall ensure that: Formwork is of the required standard, props used are strong enough to
support the framework, reinforcement and concrete to be poured, approved concrete mixes are adhered to
and proper vibration of fresh concrete is done, proper curing materials are used and kept moist as required
and all props and formwork are not removed prematurely
All the test results will be recorded on standard forms showing the source of material, exact location of test,
type of test earned out and indicating approval, and if not reasons for rejecting the section. If excavation is
done to the specified level but the in situ material is found to be unsuitable, new instructions may have to be
issued.

2.2 Proposal on Material testing and quality control

The contractor will ensure that the best standards of workmanship and materials are obtained for the
Employer within the terms of the contract including controlling over what will be accepted into the works.
Material testing will be done at the Ministry of Transport And Infrastructure by their own personnel in
frequent time frames as shall be deemed necessary to ensure quality and controls on the materials used and
works executed on the roads in accordance with the SSRBC standards.
During the preparation of import material test pit will be carried out to ensure consistency. In the field test
will be carried on the density and plastic content and other parameters in accordance with specification.
2.4 Photo graphic Plans
Photographs will be taken regularly before works are executed, during execution of an activity and when
works are completed in an activity and also during inspection and approval of completed activity. The records
of which will have to be approved by the Engineer as and when completed.

a. Traffic control and Management

▪ Various signboards will be erected to show major deviation and ensure smooth traffic management
of traffic through the works.
▪ When total closure of the Site is necessary the contractor will liaise with the employer and relevant
agencies to disseminate the information and inform the public in good time through most
appropriate communication.
b. Workers Safety

Quality control and Safety Management

Quality control and safety represent increasingly important concerns for project managers. Defects or
failures in constructed facilities can result in very large costs. Even with minor defects, re-construction may
be required and facility operations impaired. Increased costs and delays are the result. In the worst case,
failures may cause personal injuries or fatalities. Accidents during the construction process can similarly
result in personal injuries and large costs. Indirect costs of insurance, inspection and regulation are
increasing rapidly due to these increased direct costs. KLASAT project manager’s treys to ensure that the
job is done right the first time and that no major accidents occur on the project.

As with cost control, the most important decisions regarding the quality of a completed facility are made
during the design and planning stages rather than during construction. It is during these preliminary stages
that component configurations, material specifications and functional performance are decided. Quality
control during construction consists largely of insuring conformance to this original design and planning
decision.

While conformance to existing design decisions is the primary focus of quality control, there are exceptions
to this rule. First, unforeseen circumstances, incorrect design decisions or changes desired by an owner in the
facility function may require re-evaluation of design decisions during the course of construction. While these
changes may be motivated by the concern for quality, they represent occasions for re-design with all the
attendant objectives and constraints. As a second case, some designs rely upon informed and appropriate
decision making during the construction process itself.

For example, some tunneling methods make decisions about the amount of shoring required at different
locations based upon observation of soil conditions during the tunneling process. Since such decisions are
based on better information concerning actual site conditions, the facility design may be more cost effective
as a result.

With the attention to conformance as the measure of quality during the construction process, the
specification of quality requirements in the design and contract documentation becomes extremely
important. Quality requirements should be clear and verifiable, so that all parties in the project can
understand the requirements for conformance. Much of the discussion in this chapter relates to the
development and the implications of different quality requirements for construction as well as the issues
associated with insuring conformance.

Safety during the construction project is also influenced in large part by KLASAT,s decisions made during the
planning and design process. Some designs or construction plans are inherently difficult and dangerous to
implement, whereas other, comparable plans may considerably reduce the possibility of accidents. For
example, clear separation of traffic from construction zones during roadway rehabilitation can greatly reduce
the possibility of accidental collisions. Beyond these design decisions, safety largely depends upon education,
vigilance and cooperation during the construction process. KLASAT workers will have to be constantly

▪ In line with our safety and standards proceeding, we will ensure the works are carried out with
maximum safety at the site and at batching area. Safety gears will be provided to all staff on site
including things like helmets, safety boots (steel toe boots), reflective overalls and jackets, dust
masks, and first aid kits. The contract shall conduct weekly safety drill/inductions and briefs onsite
and equip staff with basic fast aid skills
▪ The contractor will make available to the staff onsite and public on the emergency contact list to be
reached in case of an accident.
▪ Details of the nearest hospital from site will be provided to the staff.
▪ A vehicle will be provided by the contractor to the staff which will be stationed with driver on site so
as to reach any staff in need of medical assistance to the nearest fastest incase major emergency
that may occur
c. Accident preparation
4.0 Environment Compliance and Social Management Plan

During the construction period, the Contractor's proposes to take into account environmental considerations
and compliance with stipulations and or mitigation measures for environmental protection as presented in
the Contract Documentation.
Dust Control: To reduce dust problem the contractor will frequently spray water on the road by his own
water bowser on dusty section by two men who will be charged.
Pollutants: In order to avoid such accidents and should they occur our staff will do their utmost best to make
sure resources freed from any pollutants.
Disposal of Waste matter: Waste material will be loaded into our tippers and disposed to the suitable
damping sites
HIV Prevention: All site staff will receive counseling regarding dangers of engaging on unprotected sex and
advised on usage of protection. Voluntary counseling and testing will be arranged on site.
Method Statement for the Installation of irrigation Water System

SCOPE :

This Method Statement describes/defines the procedures involved in the Installation & Testing Commissioning

of irrigation Water piping systems such as Pipes, Fittings & Accessories in order to confirm proper operation.

PURPOSE :

The Purpose of this method statement is to ensure that the installation of Pipes, Fittings & Accessories and
related activities are executed safely and in accordance with the contract requirements and that all quality
assurance/ control activities required for the same are conducted in a systematic manner, works are inspected
and conformance is verified and documented.

RESPONSIBLITIES

Project Manager
will be responsible for the following:
Overall responsible for the implementation of this method statement.
Responsible for ensuring that the work is performed in accordance with the specification and with the time &
constraints.
Coordinate with THIWASCO for obtaining the necessary resources for the projectdeployed as required.
Submit progress report as per contractual requirements to Main Contractor.
Ensure that all required submittal are made in timely manner.
Coordination with the Contractor, Company, Engineers, Safety personnel and subcontractor for the safety and
quality during the execution of the project.

Site Engineer
will be responsible for the following:

Ensure that the activities are carried out according to the Specification, drawing and approved Method
Statement.
Ensuring Submittals and Company approval on relevant MEP drawing/ Material/ Suppliers/ Subcontractors/
Method Statement and Quality/HSE Documentation.
Arrange all materials and tools required for installation as per agreed project schedule.
Coordinate to MEP Coordinator & Construction Manager for obtaining the necessary resources for the project
& deploy as required.
Provide all necessary information and distribute the responsibilities to his construction team.
Monitor that a;; in process tests are carried out and obtained approval from Client/ Main Contractor/
Consultant.

Monitoring & ensuring that the works is performed in accordance within the time and cost constraints.
Coordinate with the Safety Engineer to ensure that the works are carried out in a safe working practice.
Pass all the revised information to the site General foreman and ensure that it’s being carried out properly for
entire MEP System.
Ensure all Mechanical work activities are in conformance with approved shop drawings, contract
requirements/ specification, and Method Statement.
Ensure that relevant and required Materials are requested on time in correct quantities.
Provide Approved Shop drawings to site Engineer for proper site Installation.
Advising Site Engineer on all Technical aspects regarding work methods, sequence of installation, testing and
commissioning.
Follow up site activities and ensure all relevant non-conformance issues (if any) are resolved and cleared out.
Communication with QA/QC Engineer and HSE Engineer for preventive and corrective actions.
Coordinate the progress of main contractor works to ensure installations of MEP works are considering
preventive and corrective actions.
Coordination with other Contractors/ Company to provide solutions affecting design development /
Coordination matters.
Responsible for the coordination of all electromechanical activities, coordination with other discipline and
between various subcontractors on sits.
Reviewing of MEP daily, Weekly & Monthly progress reports.
Ensuring MEP subcontractor Payment Certificates are reviewed and approved for payment.
Responsible for all related activities prior to completion of the project.

Charge-hand/ Foreman
will be Responsible for the following:

Carrying out the works and the proper distribution of all the available resources in coordination with the Site
Engineer on a daily basis.
Continuous coordination and following Site Engineers instruction to meet quality requirements during the job
execution.
Incorporate all the QC & Safety requirements as requested by the company’s representative.
Report to Site Engineer the accomplishment and problem encountered on daily basis.

QA/QC Department will be responsible for the following:

Ensure all Inspections are raised and conducted as per the Contract Specifications, PQP, & ITPs.
Ensure all Inspections, proper tools & tackles and manpower are used at all stages of work.
Ensure Call current issues of procedures, approved material and shop drawing and standards are available at
the point of use.
Ensure the works comply with the contract requirements/ approved shop drawings to serve the purpose.
Ensure the Total quality for Installation work. He shall liaise with Company for Inspection of Installation works.
Inspect for any damages during handling, & Storage.
Monitor the quality of work and ensure that fulfillment of specified requirement and that all quality records
related to work are completed.
Ensure the work is completed as per quality requirements. Contractor shall inspect the same work to initiate
ITR for company approval.
Maintain comprehensive inspection and test records for any further references.

Safety Officer/ Engineer


will be responsible for the following:

Tool Box talk has to be conducted and all the hazards have to be identified before starting the work.
To make sure that the Personnel Protective Equipment (PPE) are used by the Task Force during executions of
work at site.
Risks related to the activity shall be assessed and addressed as required.
To provide training for the work force in order to execute the activity safely.
Carry out regular and random inspection on site and record observations.

Handling And Storage

On receipt, materials will be handled & stored in line with the following procedures:

All materials shall be inspected upon receipt at site against the delivery note, packing list for completeness
and visually inspected for physical damage/s.
All materials shall be loaded directly on the store area or safe place where it could be unpacked lifted and
shifted to the final position.
All materials must be handled with care during transportation and should not be dragged or dropped
especially on hard surfaces.
Pipes will be stacked on a flat surface free from projections, stones, or other objects likely to cause point
loading or pipe deformation.
The storage area will be kept in proper level so that the stacked pipes may be uniformly supported throughout
their length.
Pipes will not be dropped on hard surfaces and will not be dragged along the ground. Wherever possible the
loading and unloading of pipes will be carried out manually by hand.
If mechanical lifting equipment is used ensure no metallic slings, hooks or chains will be used in direct contact
with the pipes. Roof or nylon belt sling will be preferred which will not damage or cut the pipe surface.
Pipe of different sizes or wall thickness will be stored separately or where this is not possible, those with larger
diameters and / or thicker walls will be placed at the bottom of the stack,
The stacks will be protected from direct sunlight by covering with tarpaulin sheets or other approved material.
All the pipe fittings will be stored in the boxes as supplied by the fittings manufacturer.

Pre Installation

Before starting the installation activities the approved shop drawing and approved material shall be ready and

available at site.
Area and access will be inspected to confirm that the site is ready and is safe to commence the work.
All relevant documentation and material applicable to a particular section of works will be checked by site
Engineer before commencement of work.

Installation Procedure for Ground Water Supply Pipe

All Installation will be made as per approved shop drawings.


All materials to be used in the installation will be as per approved material submittal.
Prior to installation, the pipes and fittings will be cleaned properly.
All supports will be installed ensuring correct alignment of pipes and location having regards to manufacturer’s
recommendations.
Sleeves will be provided wherever water supply pipes pass through walls, slabs, etc. Annular space between
pipes and sleeves will be filled with rock wool and both ends will be sealed with fireproof sealant as specified.
Coordination with other trades is checked to avoid conflicts of routings.
Survey and verification of pipe routing is carried out as per the approved shop drawing and coordination
drawing.
Marking of supports must be done as per routing of pipes. Distance between supports shall be as per
specification and load carrying capacity of the hanger.
Drilling must be done for the expansion/ anchor bolt installation.
Install rods and clamps aligned to the direction of the pipe.
Pipes and fittings are joined together as per the methods section below.
For horizontal fixing, the pipes are carefully raised to the high level and fixed into the clamps. Supports and
clamps shall be as per specified.
Fix pipes properly to the clamps provided with the correction location and level as per the approved shop
drawing.
Risers are installed fixing pipes vertically into the clamps and joining riser pipes from below. Supports and
clamps shall be as per specified.
The clamps should not be fastened very tightly as damages can occur due to thermal expansions of pipes.
Expansions and contraction shall be provided as per specification.
Provide water hammer arrestor to prevent development of water hammer in the water distribution.
Manufacturer’s recommendations are followed as applicable.
In case of open end pipe, end shall be capped and protected from any possible damages.
Provision for expansion and contraction such as expansion bellows, loops will be provided as required.
Necessary anchor / sliding supports will be provided as required at site to accommodate the expansion /
contraction of the system.
Drain valves will be installed in the lowest point & Air vents will be installed in the highest point as per
requirements at site during installation.
The cleaner to be used in cleaning the pipes will be as per the manufacturer’s recommended cleaning material.
Piping installation will be fitted with expansion loops as necessary. Pipes will be fixed inside the block walls
with full coordination with civil works and distance from wall finishing distance will be considered. Wall angle
valves will be installed after a full coordination with interior design fit up of the room or wet rooms.
Pipes and fittings shall be fixed following proper spacing and with proper supports. Pipe interface with other
services shall be ensured.
Valves shall be installed according to the location stated in the drawings which shall be accessible for ease of
maintenance.
Crane shall be use to lift the water pipes and fittings as necessary.
Install piping parallel to columns and/or walls. Pipe shall be laid over the supports a per approved shop
drawings and in coordination with other services.
Vertical piping shall be supported in the center and bottom of each riser with approved steel brackets to

prevent swaying, sagging and vibration.
Inspection request shall be raised for installation inspection for Consultant approval.
Upon approval of Installation, Pressure Test shall be carried out.
After the successful pipe installation, pipes shall be protected from being damaged. Capped off plug or cover
all exposed pipe ends to avoid foreign debris from entering the pipes. Flushing and sterilization methodology
shall be discussed separately.
Manufacturer’s recommendations shall be followed to connect the piping to the sanitary fixtures.
All PPR pipes will be connected using solvent cement joints.
Housekeeping to be carried out after piping work is completed.

Supply Pipes

Pipes will be supplied from high quality reliable pipe manufacturer successfully conducted and approved by
the Consultant.

Jointing/ Welding Procedure for HDPE Pipes

Cut the pipe to the required length at right angle to the pipe axis using suitable cutter.
Check the pipes & fittings for defects and clean the mating surfaces, remove all burrs or cutting chips by
deburring the cutting area.
The surfaces of the pieces to be joined will be heated as per the manufacturer’s recommendations & fusion
welding Parameters for Polypropylene pipes.
Mark the welding depth on the pipe using a permanent marker.
Without turning, insert the end of the pipe into the heating sleeves up to the marked depth and at the same
time slide without turning the fitting into the other side of the heating tool up to the stop.
It is essential to observe the required heating times. Heating for a shorter time can result to improper bonding.
At the end of heating time where the heating element reaches the set temperature, the fitting process will
commence by removing the pipe and fitting from the heating tool and push them immediately into each other
up to the mark indicating the welding depth while the fitting is slipped over the spindle. During this process, do
not rotate the pipe and fitting relative to each other.
The welded joint will be stressed until the cooling time elapsed.
Allow the joint fully before using.
After each welding operation, the spindle and bushing of the heating element will be thoroughly cleaned.

Jointing Pipes

Clean thoroughly and dry the mating surfaces before applying the solvent cement supplied by the
manufacturer/ supplier on both the mating surfaces.
After the application of the solvent, the joint will be made without any turning movement.
The joint will be left undisturbed for 5 minutes prior to proceeding with further works on the piping.
The mating surfaces will be cleaned again using the cleaning agent.

Pressure Testing

Ensure that the circuit to be tested is completed in all aspects as follows:


The piping is laid to the correct standard and is in the right location.
The pipe diameters are as per the approved drawing.
Check physically whether all joints are finished properly.
The piping system to be tested shall be closed by plugging and blanking all openings in the system in an
approved manner and filled slowly with water at the lowest point to ensure no trapped air inside the circuit.

Plugs shall be released temporarily to ensure that water has reached all parts of the system.
Recently calibrated Pressure gauge should be installed at the extremities of the piping circuit to be tested.
Ensure that the components in the circuit are capable of withstanding the testing pressure.
Once the above is checked and found acceptable, proceed with filling the water which is to be done from the
lowest point of the circuit. This is to ensure that the air from the system is removed to avoid fluctuations in the
pressure. The air is to be vented out at the highest point by means of air vents or partially opened valves.
Piping shall be pressurized using manual pump. Disconnect or close pump when the desired pressure is
attained.
No pressure shall be applied against the closed gate valve. All valves shall be in open position but not
completely back sealed during testing. End valves shall be capped.
Piping system shall be tested at a pressure of 1.5 times the system working pressure as per project
specification; whichever is greater. Pressure shall be maintained for at least 24 hours.
Physically inspect the entire circuit for leaks. If any leaks are detected, work shall be corrected immediately
prior to proceeding further.
Leaks (If any) will be repaired as necessary and pipework will be retested.
The test pressure shall be released slowly so as not to produce shocks and sudden contractions that might
damage the piping.
After inspection approval, pipe ends are capped and protected from any possible damages.
Pressure tests shall be applied before connecting piping to equipment. All devices that might be damaged by
the test pressure shall be removed, disconnected or blanked off. In testing flanged piping, temporary blank
flanges shall be installed and firmly anchored to accommodate all developed end thrust.
Inspection request shall be raised for Pressure Test witnessing for Client approval.

Safety

All appropriate safety personal protective equipment shall be worn by workmen such as Helmet, cover all
clothing, safety shoes, goggles and gloves whenever required.
