It is respectfully submitted that vide order No. 4350-4608/CMM/Central/SS/DM/2020

dated 10.05.2020 (Copy annexed) Video Concerning court again started for JC
remand/Rehnumai for all district. In this regard, the work of JC remand/Rehnumai. Two jail
were assigned to V/C room Tis Hazari Court, Delhi, Jail No. 1 for Central District and Jail No.
2 for West District. The rehnumai work have to be done by Ld. Duty MM through V/C.
It is further submitted that again the order passed by office of Ld. District & Sessions
(HQs) THC,bearing no. 10370/10480/DJ Central/Lockdown COVID-19/JC Remand -Special
Act/2020 dated 20.05.2020 regarding the work of Rehnumai/JC extension for the Spl act have
to be done by the Ld. Sessions courts as per duty roaster.
After the opening of the Ld. Sessions Court, started taking their own concerned cases
and no further duty roaster was made for extention of JC remand. We were communicate to the
then Ld. OIC regarding extension of Rehnumai work of Special acts cases.
As per oral direction dated 16.06.2020 of the then OIC (Central) , the V/C room
entertain the rehnumai work of Spl Acts only for the Central and West District.
It is further submitted after that the video concerning court receive the separate list of
UTP’s who belongs to the Special Act of Ld. Sessions Courts, same lists are handed over to
the staff of Central and West District. The Jail authority connect to the concerned court directly
through CISCO WEBEX and collect the list after hearing and same is send the scan copy to the
jail Authority through office email ID..

It is respectfully submitted that as per order No. 4350-4608/CMM/Central/SS/DM/2020

dated 10.05.2020 (Copy annexed) Video Conferencing Courts again started for rehnumai/JC
remand extension for all Districts. In this regard, the work of rehnumai/JC remand extension,

On 16.06.2020, the then Ld. OIC, VC Room (Central) orally directed that the Tis Hazari
Court will entertain the rehnumai/JC remand work of Spl Acts only for the Central and West
District.
It is further submitted that the video conferencing court receive the separate list of UTP’s
who belongs to the Special Act of Ld. Sessions Courts, same lists are handed over to the staff of
Central and West District. The Jail authority connect to the concerned court directly through
CISCO WEBEX. After hearing the lists are collected from the concerned Courts and the scanned
copies are sent to the jail Authorities through office email ID on the same day.

Vide circular 641-692-/Central /DR/RMM/2022 dated 14.01.2022, the

undersigned has been assigned the duty of extending judicial custody of accused
persons through video conferencing. In the present FIR , UTP Rizwan was
produced before the undersigned for extension of his JC on the 20.01.2021. On
perusal of his custody warrants ,it appeared that UTP Rizwan had not been
produced on the last date ie 06.01.2022 and therefore his JC was not extended in
the present FIR till the 20.01.2021 . On perusal of the case file , the undersigned
was made aware that vide order dated 14.12.2021 , UTP Rizwan was granted bail
and was to be released on furnishing personal bond to the satisfaction of the Jail

In reply of the Second explanation regarding non availability of
CD in Court file, with due respect, I submitted that I have posted in this
court on 09.04.2019 and file received from the transfere court in bulk. It
is also mentioned that this file has sent to the appellant court in the
period of year 2018 by transfere court and received back by the then
Ahlmad . It is also not mentioned on the Index regarding CD.
It is further submitted that it is not possible for Ahlmad to check
every file as per page wise in the heavy court when the case files
received from other courts. I have also mentioned that I have checked
the police file, in which copy of CD is available.
