    Dear Ma’am/Sir:

    Greetings!

    In line with the implementation of Section 22 of Republic Act (RA) No. 10742, otherwise known as
    the “Sangguniang Kabataan Reform Act of 2015”, as amended by RA No. 11768, DILG-COMELEC-NYC
    Joint Memorandum Circular No. 2017-01 dated June 23, 2017 and Section 16 on the General
    Welfare of Republic Act 7160 or the Local Government Code of 1991 states that the Barangay shall
    likewise exercise such other powers and discharge such other functions and responsibilities as are
    necessary, appropriate, or incidental to efficient and effective provision of the basic services and
    facilities which includes the exercise of general supervision over the activities of the Sangguniang
    Kabataan and its mandated activities.

    Further, Section 16 paragraph (a) (2) of the same SK Reform Act of 2025 states that one of the
    privileges of Sangguniang Kabataan is to be excused from attending their regular classes, while
    attending their regular or special Sangguniang Kabaatan meetings or other related Activities. Lastly,
    on the same Republic Act on Section 29 of as amended by Republic Act No. 11768 provides that, “If
    the SK Official or LYDC Members is currently enrolled in any school during the conduct of the SK
    Activities, they may be excused from attending their regular classes.”

    Anent thereto, the undersigned would like to humbly ask for CELINE D. PINUELA, the SK Chairman of
    Barangay Magancina, Santa Barbara, Iloilo to be excused from his or her class on November 28,
    2023 to attended the Inauguration of the annual patronal town fiesta as request by LGU Santa
    Barbara and for the presence of the Pambayang Pederasyon ng Sangguniang Kabataan ng Santa
    Barbara, Iloilo.
