2. TESTING PROCEDURE.

Our aim:
 To ensure all merchandise sold by Woolworths Ltd consistently provides our customers safe, reliable
products that perform as reasonably expected and specifically promised levels, all policies must be
carried out in a timely and cost- efficient manner without compromise to our standards
 All products must be initially and routinely evaluated and must meet Quality Assurance quality and
performance standards listed in this document
 Quality and performance standards will be uniformly applied to all products regardless of country of
origin or sourcing method

All Products:
• Must meet all claims stated on packaging, product, purchase order etc.
• Must meet product specifications and all applicable Federal and State laws and regulatory
requirements
• Must meet Woolworths Group QA quality and performance standards as outlined in this manual
• To ensure the level of quality required as per the WOW GQA standard is met, vendors need to work
at ensuring that their product pass test requirements. When requested, it is not acceptable just to
submit a test report which has failed. Vendors need to work at changing and/ or improving the
quality of the materials selected and / or the production techniques used to ensure a product passes
the required tests when required
• If a product fails a test, the vendor needs to investigate why, and look at methods on how to
improve the test result. For example, If a PVC upper material burst test fails then the vendor needs
to investigate this with their material merchant. This test should be carried out at the Pre
Production stage of the buying process. (Before bulk is cut). Vendors need to ask:
• Is the batch of material faulty?
• Is the weight too light for WOW GQA requirements?
• Does an alternative material need to be sourced to produce this order to meet WOW standard?
• All or any of these options may apply if a test report result is failing.
• Another example maybe, failing of a sole adhesion test during Production sample testing (bulk
production). If this occurs, the vendor should cease production and ask:
• Is the adhesive from a faulty batch? Is correct adhesive used to suit the material types?
• Is the temperature, pressure, dwell time etc correct?
• Machines operating correctly?
• All manner of production needs to be investigated to find the reason behind the failing. This is a
critical fault so the factory would need to repair this failing and retest until a pass is achieved.
• Communication with both the Quality Specialist and Buyer is required if components need to be
reviewed or changed. The final decision on a product being acceptable into the business will be with
the Buyer.

2.1 SUBMISSION OF TEST REPORTS


Key Points:
• All products are required to be tested every 12 months. This timeframe is calculated from the
first submission date of the first test.
• If any changes occur in the material, product construction, packaging claims, material supplier or
product manufacturer, the product must be resubmitted for testing and GQA assessment.
• Vendors must refer to the Footwear Test Standards in this document for the specific test report
they are suppling to GQA to complete the requirements.
• In the Testing Requirements by Category listed here are the details of which tests need to be
completed and submitted with the relevant product. For example, if you are submitting rubber

thongs, you need to refer to the Category – “Thongs” to review the test required to be completed
for thongs.
• All reports should include a product description that is clear, traceable and matches the
manufacturer’s product and should include information that uniquely identifies the product, such
as photographs.
• All reports must include the products ARTICLE NUMBERS (Keycodes. APN etc) and if you are
referring the same test report to numerous Article Numbers (i.e. same style – different colour or
style - different trim, thus using the same report) the Article Numbers must be all listed on the
report.
• If Article Number is not available, the vendor style code and a detailed description are required
so the product can be clearly identified.
• If one test report relates to more than one Article Number, than all article numbers related to
that report MUST be listed on the report. Please note; styles ordered in multiple colours (or in
coloured print variations or, may only have a different trim) require only one set of test reports
to reference to all similar styles.
• PLEASE NOTE – TEST REPORT RELATING TO MORE THAN ONE COLOUR MUST HAVE THE EXTRA
COLOURS / PRINT SWATCHES INCLUDED WITH THE REPORT. These swatches are required if a
sample is not provided.
• Colourfast Testing – all dark colours within an order/style not be grouped. Every mid and dark
colour within the order MUST be colourfast tested. For example – if navy, black and red is
ordered in the same style, all colours will need to be tested from the bulk material.
• Some material test reports may be obtained from your materials supplier and independent test
houses. (for example – your elastic supplier may have already provided reports on the quality
standard of the material purchased to use in the Woolworths/Big W Order) If so: these test
reports should be submitted to QA in their original format and as a PDF file. Another independent
test is not required.
• Please note that some test reports required in this section are mandatory (to be performed on all
styles) and others are – listed as ‘if applicable’. This means that, depending on the style to be
tested, some extra tests may not be required. Please contact the Quality Specialist if you need
further clarification on this matter.
• Some test reports listed on the whole shoe section is listed with the comment – ‘if requested’.
So, these test reports are only required if the Quality Specialist or Buyer specifically request this
extra test to be preformed.
• It can also be noted that if factories carry out trial production runs, then ALL pre production and
production test reports can be obtained at the same time as completed shoes have been
produced in the correct bulk production materials and method. This will help save time and costs.
• If all test reports have been obtained at the pre production stage of the process then the vendor
may submit ALL test reports to QA at the pre production stage.

Grouped Test Reports


Testing can be grouped over styles if the following applies:
• One report for one style however in different prints / licence, but same factory/ material used.
Same season/ style – tested earlier (within 12 months) this can be referenced to a later order. When
testing a material that will be used in more than one style, you may use the same test report, on the
proviso that the report has detailed description of the material, list the material merchant details and
can only be valid for 12 months.
• Similar styles – same materials/last/sole unit/construction/factory – however different upper
design can be grouped under one test report (all keycodes. pictures etc must be listed on the
report).
• PLEASE NOTE – SMALL PARTS TESTING MUST STILL BE COMPLETED AND SUPPLIED FOR EVERY
INDIVIDUAL STYLE ORDERED (CAN ONLY BE GROUPED BY COLOUR).

3. QUALITY STANDARD AND TESTING REQUIREMENTS

Outlined here by category of products, is the WOW GQA minimum quality standard with testing
requirements.

These standards list the minimum level of material specification, production technique and product
guidelines required for that category.
It is important that Vendors understand that complying with this minimum quality standard is
mandatory for submitting product to WOW GQA.
This minimum quality standard also assists in minimising the number of tests that would be required to
be performed on the products.
If the minimum listed in each of these categories is met, WOW GQA can be assured that the product
would pass any tests and meet our quality requirement.

The categories are:


• THONGS
• SANDALS
• AQUA SOCKS
• FASHION HEELS ≥5CM ( includes Boots, wedges; sandals)
• CLOSED SHOES (with heels 5cm and under in height. IE boots, courts etc)
• WOMEN’S BALLETS & SKIMMERS
• COMFORT
• SCHOOL SHOES
• SPORT/LIFESTYLE
• CANVAS/LIFESTYLE – textile uppers
• SLIPPERS
• RAIN BOOTS
• PROTECTIVE FOOTWEAR
• BABY FOOTWEAR
• GARDEN SHOES

3.1 PROHIBITED CHEMICALS & TESTING.


• Listed here are chemicals which have been recognised globally to be at risk and harmful to
consumers. At Woolworths Ltd we express a preference to how these chemicals are treated and
used in products purchased.
• Australia does not have in place any prohibitive bans for these chemicals however Woolworths
Limited wish to act with caution and encourage our vendors and manufacturers to avoid using these
chemicals where ever possible, if not at all.
• Therefore we have outlined here which chemicals we would prefer our suppliers avoid.

• Heavy Metals
Suppliers MUST PROVIDE ON REQUEST a report per shoe style type confirming that the product
meets the Woolworths Ltd allowable levels of heavy metals when tested.
This applies to ALL CHILDREN’S FOOTWEAR SIZES baby 0 through to child size 8.
The test listed below (EN71 Part 3 and AS/NZS ISO 8124:3) are either acceptable by regulators in
Australia.
The eight heavy metals this test covers are:
o Antimony Arsenic
o Barium Cadmium
o Chromium Lead
o Mercury Selenium

Test report required on request for all children’s shoes up to size 8 is:

• Phthalates (type DEHP)


Phthalates have restricted use in some European countries and some states in the USA. Australia
also recently banned this chemical (5 types: DIDP, DINP, DBP, BBP, DnOP) for use in products that
are readily available to be sucked or chewed, therefore shoes DO NOT need to comply. Woolworths
Ltd however would prefer that this chemical was avoided. The current acceptable level in the EU
and some states in the USA is 0.1%.
No test report is required.

• Formaldehyde.
Woolworths Ltd require all suppliers and factories to meet the following requirements
in regards to the acceptable level of formaldehyde in footwear products.
We shall require the min requirements as listed below to be met.

Suppliers must provide on request, by WOOLWORTHS Limited, a report no older than 12 months
per shoe type or letter of commitment confirming that the product meets the WOOLWORTHS
Limited allowable levels for formaldehyde when tested as:

IN LEATHER: CEN ISO TS 17226
-Baby only (up to 36months) <30 Ppm
Other than baby in direct contact with skin <75 Ppm

Other than baby decoration material <300 Ppm

• Thiuram.
Thiuram rubber accelerators should not be used in the manufacturing of shoes as these can cause
severe allergies. No Test report required.

• Dimethly Fumarate and Cobalt Dicloride.

DMF (Dimethyl Fumarate) and Cobalt Dichloride is to be restricted in all Silica Gel packs (anti mould
agent) used in the packaging of Product supplied to Woolworths.
WOW GQA require all vendors to use MicroPak® or M Buster enhanced packaging stickers
or sheets as the method used to prevent mould and mildew.
This requirement is to be implemented immediately for all deliveries into the business.

• All factories should have transferred their past methods of mould prevention over to MicroPak® and
therefore DMF and Colbalt Dichloride will be eliminated.
• The chemical DMF is banned internationally and Woolworths also wish to enforce this ban. Not only
must gel packs be DMF free, but the product itself must be DMF free. Silica gel packs which are DMF
free are available on the market.
• A test Report from the factory demonstrating the packaging and product as DMF free may be
requested by WOW GQA report. If so the test requirement is :

Test method applicable is: Solvent Extraction GC-MS Analysis


Limit = 0.1ppm

• Woolworths REQUIRE ALL factories immediately start using MicroPak® or M Buster anti mould
packaging treatments by 1st June 2011.
• These are very effective in reducing mould and moisture and are safe. The strips are usually
attached to the shoe box and in the case of hang sell packaging; strips are attached to both the egg
crate packing and /or inside the outer carton packaging.
• The stickers are widely used in Europe as silica is considered a safety hazard and for the WOW
retailer environment, we believe they present a hazard both in relation to swallowing and slip/trip
hazards and therefore should not be included in packaging.

This website will also assist in advising the number of stickers or sheets to use depending on the size
/method of packaging.

• Nickel.
Woolworths do not; at this time require testing for Nickel unless requested.
Test EN1811. Abrasion of coated items by EN12472.
Level 0.5ųg/cm2/week
• Other harmful chemical substances to be avoided.
Listed here are other chemical substances which have been listed by NICNAS as harmful.
Woolworths would prefer our suppliers to use best practice and avoid using these chemicals0. Test
reports are not required unless requested.
• AZO – colorants – specifically MAK III amines -limits less than 30mg/kg per amine
• Chorine Phenols (PcP, TeCP, TriCP) – less than 5mg/kg per substance.
• Chlorinated benzenes and toluene’s
• Cadmium (which is already tested within the heavy metals group)
• Chromium hexavalent

3.2 TEST REQUIREMENTS FOR SAFTEY - SMALL PARTS AND SHARPS


All shoes intended for children in the age group of age 3 (three) years and under
require testing for safety. WOW GQA require all Children’s shoes sized up to & including size 8 to be
tested for safety.

This involves two parts:


All products in sizes zero (0) to and including size eight (8) must be submitted to 3rd Party testing
laboratories for assessment and testing at the pre production stage. The test report must be
submitted to QA for assessment with all other test requirements
1. The bulk production will require an inline attachment report.

All small parts are to be tested in accordance with the relevant normal tests in 5.1 to 5.23 of the
AS/NZS ISO 8124.1 standard or other equivalent standards as detailed in the table below.

Small Parts for children’s shoes ages 0 to 36 months must be tested to ensure any attachments or
parts pass testing requirements. This includes:
• Torque test
• Tension test
For all attachments such as, but not limited to: buckles, bows, eyelets, trims, zip pulls etc.

If the attachment fails then either of the following will occur:

1. The buyer and vendor may develop an alternative method of attachment or remove the small part
entirely. If there is no small part, a second test is not required however the new style must be
resubmitted to QA.
If the style still has a small part, the new style must be re-tested until a pass is achieved. This new
style will need to be resubmitted through QA with test reports.
2. If the test result is a failure the buyer will cancel the style. No product within the size range of 0-8
will be purchased for sale with a failed small parts test.

3.2.1 PRE PRODUCTION TEST REQUIREMENTS.


This is an outline of the tests required on small parts. For further information please refer to the
normal tests in 5.1 to 5.23 of the AS/NZS ISO 8124.1 Toy Standard. Other tests that can be used to
test small parts are:
• Satra TM0117 – for zip tabs only;
• Satra TM123
• BS 5131 (5.11) and
• EN71 Part 1:2005 + A8:2009 – mechanical & physical properties
• ASTM D 2061.

The Torque Test (Twist) is required for any part of a shoe with a projection, part or assembly that a
child can grasp with at least the thumb and forefinger or the teeth and thus shall be subjected to
this test.

Tension Test. (Pull) Any part of a shoe with a projection, part or assembly that a child can grasp with
at least the thumb and forefinger or the teeth shall be subjected to this test

Special Note:
Pom Pom’s
Poms Poms will not be accepted as an attachment to footwear and should not be submitted by vendors.

Toggles with barrel locks.


• Toggles with barrel locks are to be included in the assessment of a small part on all products sized
from zero (0) and including size 8.
• Both the attachment method and Small parts attachment safety test for accessible small parts as
detailed below (tension, torque tests) must be completed. If test fails, toggles may not be used.
• For children’s/youths sizes 9 to 5 and adults sizes, if a toggle is used, small parts’ testing is not
required.

Shoe lace ends – baby products.


• Shoe lace ends, if used in baby products, must be tested for attachment strength to ensure it does
not become a small part. This test method and requirements detailed in the table below:

Testing Requirements for Safety – ATTACHMENT SAFETY


All attachments with the potential for producing sharp points or edges must be tested.

3.2.2 INLINE SMALL PARTS TEST PROCEDURE.


This protocol is designed to guide the vendor/manufacturer to ensure safe, acceptable quality goods are
supplied to the Woolworths group. This requirement is to ensure all bulk production methods and the
goods produced are checked to ensure the attachment of any small parts is within our standard.

Performance Standard
When testing for small parts detachment as per the Woolworths Small parts Test Method, the following
standard applies:
Standard = 70N (7 .0kgF)
Process
The process involves inline physical testing, a sampling standard for testing completed orders and
checking items with testing inline.
Inline testing (applicable to all footwear with small parts for children size 0 to & including 8)
Inline testing is always preferable as an indicator of consistent quality rather than testing completed
production products. By the time a faulty attachment is detected in final production testing many
hundreds if not thousands of products could have been produced with the defect. Production testing
relies on detecting and correcting after the fact where inline testing relies on early detection and
prevention. Inline testing will detect problems in a shorter period of time and action can be taken
immediately. Inline testing combined with statistical process control (SPC) is even better as trends will
be highlighted quicker.
Testing should be completed according to the Woolworths Small Parts test Method.

A random sample for testing is selected from production whenever one of the following events occurs:
− Start of the shift.
− Change to a different attachment type or size.
− Change of colour of material within the same order.
− Change to a new order.
− At least once more during the shift, if none of the above happens, but not within 4
hours of the start of the shift.
Where more than one machine is used to complete an order, data for all machines have to be recorded.
The ongoing records for each attachment machine will be audited through 3rd party auditors on an ad-
hoc basis.

Close-Open-Close testing (online or finished production).

This method should be employed during online inspection by selecting samples at random during the
shift for checking. This is a manual examination of the parts, opening it and then snapping it closed
again.
The inspector will be able to tell whether there are problems with a specific item or selection of items
from the way the studs or part react to this check e.g.
− A part that closes or detaches too easily will not have enough holding force to keep the item bound.
Results from this test have to be recorded for each machine and the ongoing records will be audited
through 3rd party auditors on an ad-hoc basis.

Attachment Strength Test Method


Scope
This method is used to test the attachment strength of press studs (prong ring snaps) to garments. It can
also be used for attachment strength tests of buttons, bows etc.
This method is to be seen as an example only. The method may vary depending on the availability of
equipment within your factory. Please see examples of equipment/apparatus listed here.

Principle
The attachment itself is pulled from the main body of the product to which it was attached. The force
required to separate the attachment/stud from the product is registered on a push/pull gauge in
Kg/Force or Newtons.

Apparatus (equipment needed – for example)


- Imada push/pull force gauge, model FB 30Kg (0.25KgF resolution)
- Bench top stand e.g. SafGuard etc.
- Clamps to hold fabric and studs

Procedure
1. Place the body of the product to be tested in the bottom clamp, making sure that it is in the
centre of the circular clamp area.
2. For studs, lower the top clamp (a modified vice-grip pliers) to a position where upon closing the
pliers the attachment /stud is gripped securely along its edges. Ensure that only enough force is
applied to hold it without distorting its general shape.
3. Switch the Imada gauge to its OFF position and zero the dial by turning it until the needle
coincides with the 0 on the scale.
4. Switch the Imada gauge to the ON position.
5. Move the top clamp away from the bottom by using either the lever or by rotating the reel at
the bottom right of the machine. This will register as a KgF load or (Newton) on the Imada.
6. Continue this action until the attachment reaches the standard requirement of 70Newtons or
until there is a breakdown of the material structure.
7. The maximum load required to get to this point is registered on the Imada and this is the load
that needs to be captured on the report.

Report
The following information shall be reported:
− Reference to this method i.e. Woolworths Small parts attachment Test Method
− KgF values (to 1 decimal point) or Newtons for the point where the fabric structure had
broken down or not.
Calibration of Test Unit
The Imada push/pull gauge should be calibrated at least once a month. This process takes no longer
than 5 min. and will therefore have no impact on online or production testing.
Calibration should be done as below:

A. Move Imada gauge all the way to the top of the bench unit.
B. Remove the top clamp attachment, leaving only the ‘D’ shackle.
C. Zero the dial.
D. Hold the supplied 15lbs weight (still in its protective cover) while attaching to the gauge with the
‘D’ shackle.
E. Remove the protective cover and make sure the weight hangs free.
F. The level on the gauge should read 6.82KgF but due to the gauge having a resolution of 0.25KgF,
the needle will show a value between 6.75 and 7.
G. Keep a record of the date, time and calibration value for audit purposes.

Please note: It is possible to use other calibrated weights using steps A to F as long as it is not in the
extreme low or high range. It is preferable to use a weight in the 5-20KgF range.

Insole boards are either pieces of leather or other suitable substitute material.
WOW GQA will require the following minimum quality standard to be applied in the use of all
insole board materials used in our products.

The insole board should be


• A non woven material or cellulose board.
• Minimum thickness (gauge) as detailed in the table below.
• Water absorption should be not less than 70mg/cm2 and water desorption should be no less than
80% of the water absorbed.
• Relates to all footwear (as per ISO20345:2004. 5.7.3).
• Abrasion resistance when tested to should have no surface tearing before 400 cycles. Tested to
ISO 20345:2004 clause 5.7.3.

3.7 ZIP STANDARD


• Zipper tests need to be completed to AS2332-2003 (or equivalent Satra Test method) physical
performance methods Table 2 only. (Not table 3).
• Please refer to all test methods as detailed in these standards.

• Tests need to be preformed per zip quality/item number
• Sample of zip with all details/item number, are to be submitted to QA before production begins for
record keeping.
• Reports must include a detailed description of the item tested as well as the quality/item number of
the zip so correlation can be made to product being assessed and zip on file.
• No sharps edges or points, no channels to remove zipper slide, sipper pull not detachable, and no
claw type stops.

any zipper elements.

3.8 LIGHTS PRODUCT CATEGORY – all genders and ages

Any footwear product which contains a non rechargeable battery operated component must
comply with the following minimum quality standard.
This category includes:
• All men’s, women’s and children’s footwear which contains any non rechargeable battery
operated compounds.
• All products which include a battery MUST be submitted to QA for review regardless of whether
it is a licensed National Brand or not.

Best and safe practice must always be exercised by our manufactures when any batteries are included in
a product. Batteries can overheat and explode so only quality batteries and components should be used.
Your factories should ensure and ask for reports from their component and batteries suppliers to ensure
that the parts and batteries used, meet Australian industry safety standards.

Shipping products which contain a lithium battery


Vendors must also be aware that any product containing a lithium battery MUST NOT be delivered by
AIR. This is against the International Civil Aviation organisation (ICAO) technical instruction for the
transport of Dangerous Goods by Air resulting in the classification of all lithium batteries as dangerous
goods.

Therefore all lights products can only be delivered into Australia and our business by Sea freight and
throughout Australia and New Zealand by Road or Rail.

Vendors must also be certain that the lithium battery is safe by ensuring:
1. The amount of lithium in the battery is not more than the permitted amount for the non
rechargeable metal cell battery used in these products. This being 2 grams/lithium metal
batteries.
2. Vendors will be required to provide a report/ or declaration from the battery manufacturer,
detailing the specification of the cell battery within the product with the submission of a
sample
3. Woolworths Ltd will require the supplier of the batteries to provide a written declaration
stating that its product meets with the requirements of the Directive and have tested has
been tested to meet the requirements of the UN (United Nations) manual of tests. Criteria
part 111. Sub section 38.3

Minimum Quality Requirements


There is no known test standard for “footwear with lights” however Woolworths Ltd would prefer our
suppliers to ensure all batteries meet the minimum IEC 60086-4 ed3.0 Standard for any lithium batteries
used.
This test may be required on request and submitted to Woolworths QA

Additional minimum quality requirements that must be complied with include:

• Design must not allow battery leakage to enter the space occupied by the foot.
• The component and any wires must be fully concealed within the shoe and not easily
assessable. Care must be taken with injection construction to ensure the inner sole is firmly
secured to the upper and sole so access to the unit is not possible without destroying the shoe.
• The battery and light component part must also be fully enclosed and waterproof.
• Only motion sensor light components are to be used (not pressure activated)

Minimum Quality Requirements


• Insole weight – REFER to Insole Standard, however if sandal design involves a uncovered insole
board the weight must be a min of 2.00mm for all children’s, women’s and men’s styles.
• The insole must also be anti fungal and of a non abrasive finish. Colour and finish of board to be
decided by buyer.
• Nickel free buckle trims.
• Small parts – sizes 0 to and including 8 must be assessed – refer small parts section.
• Non-slip soling materials, (Any PVC/resin soling) require dimple finish or light Sperry cut finish on
forepart and a slip resistance test report – see test requirements section).
• Heel top pieces: only TPR rubber materials can be used on (at a minimum) the heel top pieces, but
prefer across entire sole with a grooved finish.
• Inner socks require min 2mm padding under outer cover (if applicable to style).
• Thong style sandals with toe post must be made with clean smooth finish to ensure comfort to
wearer. Harder PVC or leather style toe post requires plastic tube cover.
• Any buckles used must have a welted close buckle pin. This is so the pin cannot come off and
become a small part or render the buckle useless.

Minimum Quality Requirements:


• Heel tips must be min. 3mm in thickness.
• Heel top pieces wider than must be in non slip material with dimple skin finish and a
minimum hardness of 90 IRDH.
• NO hard PVC should be used on heel tips smaller or equal to 1cm2 in size –
Manufacturers MUST USE either TPR, Rubber, Resin/rubber, PU or TPU/PU. Please Refer
to the test requirements for either stiletto or plastic moulded top piece
• Zip standard – please refer to the Zip Quality Requirements.

and tacks or nails should be used to provide good attachment, and a minimum hardness of top
piece material of 90 IRHD.
• Quality zips – please refer to the Zip Quality Requirements at the end of this chapter.
• Counters must be attached to back lining with seam overlay under the back lining (so no seam

4.7 COMFORT SHOES CATEGORY– Men, Women & Children


This category includes:
Men’s and women’s comfort footwear which may incorporate:
• Low heels: women’s and men’s Comfort footwear may be closed shoes, boots or sandals with
comfort features.
• Softer leather or synthetic uppers.
• Comfort features such as: padded back collars; padded tongues.
• Lightweight; PU/PVC or TPR soles units with non slip and extra shock absorption features in unit
soles.
• Extra comfort adding features in the inner socks and at times breathable leather linings.

Minimum quality requirements:


• Pig lining / pig split or FG leather linings in at least the back quarter lining and footbed sock.

• Sole base to be a minimum of 4mm at forepart and mid sole (excluding tread) and with tread of

4.13 PROTECTIVE FOOTWEAR CATEGORY– Men & Women


This category includes:
Men’s and women’s protective footwear which may incorporate:
• Lace up, slip on or hook and loop style closings in both shoe and boot styles footwear for
working/industrial work wear.
• Leather, suede and/ or coated / laminated leather uppers.
• Comfort features such as: padded back collars; tongues.
• Lightweight; PU /PVC or TPR single or dual density injection moulded soles or cement
moulded sole units.
• Non slip and extra shock absorption features in units sole where possible.
• Cement or injection mounded constructions.
• Extra comfort adding features in the inner socks and wear possible breathable leather
linings.

Minimum quality requirements:


• Leather upper claims must meet the minimum WOW requirement of full grain leather or
first grade leather split with coating finish. All lower levels of split/ coated leather or
laminated leathers must be labelled as synthetic or coated leather. The breathable quality
claims of a ‘leather ‘upper must be maintained to carry that quality statement.
• Tensile strength of leather must meet the requirements of AS/NZS 2210.03:2009.

Where leather uppers are specified the following test is required:


Water vapour EN ISO 20344:2004, 6.6 The water vapour permeability shall not
permeability and and 6.8 be less than 2.0 mg/ (cm2.h) and the
coefficient water vapour coefficient shall be not
less than 20 mg/cm2.

• Removable footbed must a Minimum 4.00mm forepart and min 6.00mm heel strike open
cell PU or EVA foam with anti bacterial fabric top cover
• All protective footwear must be made to the WIDE fitting size standard
• Min 5 x5mm for women and 10 x10mm open cell foam padding in any back padded collars
• Last fitting to the WIDE size standard for men’s (EEE fitting) and a D fitting for women’s
• All lace hardware must have washer attachment
• Back heel counters and toe puffs must be: - toe puffs min 1.2mm and thermoplastic for non
safety toe boots, and all safety and non safety counters a min 1.5mm and thermoplastic
• Elastic must be water resistant and double edged – tests will be required for all boot elastics
• All Safety Boots must be accredited with the minimum AS/NZS 2210.3 standard and be
labelled for the certification Mark for AS/NZS 2210.3:2009 standard
• All Safety boot must have a “Genuine Leather” swing tag attached if made from leather
• Non slip and extra shock absorption features in units sole where possible
• Cement or injection mounded constructions
• Removable footbed moulded with arch support and heel cup minimum PU moulded footbed
(for example 'Ortholite' product) material

Testing Requirements

• Woolworths expects all protective safety footwear to be accredited with the Australia
Standard product certification
• The Standard required for Australian and New Zealand markets is AS/NZS 2210.3 2009. A
detailed list of all the standards can be found listed in chapter Packaging and Labelling
Requirements
• If a Vendor wishes to submit a safety product to WOW without the AS/NZS certification,
then they will need to complete a group of tests which WOW will advise of at that time.
These tests will ensure that the quality features that are required of an AS/NZS standard
product are still met in a non certified product. Even if the product passes all tests, it is seen
at the buyers’ discretion as to whether the product will ordered
• It is the vendor’s responsibility to ensure all products labelled as certified to meet the
AS/NZS 2210.3, do meet those requirements and remain updated with any changes or
additions to these requirements and standards
• As the products with Certification have already passed though the testing and are audited
on annually, WOW do not require any further testing to be completed
• Minimum EEE width Fitting

Woolworths further does require this QA process to be followed:

• Any new product submitted to Woolworths for sale must be submitted with a copy of the
current accreditation certificate and the test results from the AS/NZS accreditation
• Any other product existing within the Woolworths range will require annual audit and new
certification certificate supplied
• Any products which have been certified must be labelled with the correct Certification
Mark. This should be both with a sewn in label on the product itself and on the outer shoe
box. Please contact your relevant accreditation body to ensure correct Mark and Standard is
listed as related to the product classification. This may be either from ISO Global Benchmark
or any other approved accreditation certifier

This category includes:
• All baby shoes and booties for boys and girls will soft and heard soles
Its includes all categories of footwear such as: sandals, vulcanized or injected canvas;
thongs, ballets, dress booties, Slippers etc
• This category includes all footwear from size zero (0) to and including 6 in any hard soled
baby shoes and all sizes within a range of soft soled shoes

Minimum Quality Requirements are:


• Must be tested for small parts
• Must meet the requirements outlined in this document for heavy metals and Formaldehyde
limits and provide testing reports on request.
• All soft sole style must include some method of non slip protective treatment on sole
bottoms. For example: rubberized printed surface, inlay rubberized pads etc
• Any constructed styles with soles must include non slip sole bottom treatments. Smooth sole
finishes are not acceptable.

6. Glossary of Terms - Definitions of upper material and various leathers

• Leather and leather split = this term covers full grain, corrected grain
And leather split.
• Full grain leather = hide or skin tanned to be imputrescible, with its original
Fibrous structure more or less intact and still possessing the grain layer.
• Corrected grain leather = hide or skin tanned to be imputrescible, with its original
Fibrous structure more or less intact, but which has been subjected to mechanical buffing to
modify its grain structure which is either coated or embossed.
• Leather split in half = flesh side of a skin or hide tanned to be imputrescible, with its
original structure more or less intact to eliminate completely the grain layer.
• Coated /Bonded leather = This term covers full grain, corrected grain and leather split, which
has a surface coated or finish greater than 0.15mm thickness but less
than a third of the total substance. This surface is either sprayed or rolled on.
• Reconstituted Leather = is a mixture of shredded fibres (including leather) held together with
adhesive under pressure.

If a tanned hide or skin is disintegrated mechanically and /or chemically into fibrous particles, small
piece or powders and then, with or without the combination of a binding agent, is made into sheets or
other forms, such sheets or forms are not leather.
