PROJECT PREMIER
“Prevention and Mitigation of Emergencies to Resiliency”
INTRODUCTION
In the dynamic landscape of education, the paramount concern is the safety and well-
being of learners and teachers. As a project implementer, it is incumbent upon us to recognize
and address the various hazards and risks that can potentially compromise the security of
educational environments. This proposal is conceived with a singular focus: to underscore the
critical need for safeguarding the safety of both learners and teachers. By acknowledging the
multifaceted nature of potential hazards, we aim to lay the foundation for a comprehensive and
proactive approach that ensures a secure learning space for all.
The rationale behind prioritizing safety in the educational sphere is rooted in our
commitment to fostering an environment that not only facilitates learning but does so without
compromising the physical and psychological well-being of those involved. Hazards, whether
they be physical, environmental, or procedural, pose tangible threats to the educational
experience. Recognizing this, we seek to implement measures that mitigate risks, ensuring that
learners can focus on academic pursuits and teachers can impart knowledge without
apprehension. In doing so, we not only fulfill our ethical and legal obligations but also contribute
to the creation of an educational ecosystem where everyone can thrive, learn, and excel. This
proposal is a strategic blueprint for proactive risk management, embodying our dedication to the
safety of learners and teachers in the pursuit of educational excellence.
OBJECTIVES
Terminal Objectives
 After the PROJECT PREMIER, 50% of the learners underwent drills, forums, and
workshops. Also, 20% of the target equipments is acquired.
Specific Objectives
After the Project PREMIER, the school should be able to:
 Capacitates the internal and external stakeholders in the processes and drills of
different emergencies through partnership forums; and
 Fill the school with necessary equipments for emergencies through partnerships and
collaboration
III. BENEFICIARIES
 50% of the population would be able to participate in forums, seminars, and workshops.
More so, the school acquired 20% of the target equipment.
IV. PROJECT DURATION
 Project PREMIER, will run from the beginning of the School Year 2023 -2024 – School
Year 2026-2027.

VI. STRATEGIES
1. Present the proposal to the school.
2. Introduce the project with the parents during PTA meeting
3. Discuss to them the purpose of the program seeking their permission and cooperation as
well
4. Discuss the same with the pupils and how the project should be implemented
5. Make a communication letter to the possible networks and collaborators in the
Municipality of Cardona such as Bureau of Fire and Municipal Disaster Risk Reduction
Management
6. Identify the possible risks and equipments for risks and hazards in school
7. Prepare the materials in the implementation of the program
8. See to it that the materials are available and sufficient
9. Present the proposal to the school.
10. Introduce the project with the parents during PTA meeting

12. Monitoring of Implementation of Project PREMIER
13. Conduct post-assessment on the implementation of Project PREMIER
