Discussion:

The meeting was called to order by the Municipal Administrator. Mr. Esidera presented the Agenda for

Corazon Fajardo stated that there was a meeting conducted 2 years ago, during that meeting the set of
Officers decided that an Affidavit for Undertaking should be processed immediately they were also
informed that they have until December to comply the basic requirements for them to be able to
continue their business operation.

MA’am Corazon also informed the owners that the LGU received a letter from the Department of
Health-Region 8 mandating that the LGU should took its part in inspecting, monitoring and ensuring that
all the Water Refilling Station establishments under its jurisdiction complies the necessary requirements
and qualifications in due time. Thus, the LGU through the Sanitary Office and Business Permit Licensing
Office came up that a Notice of Hearing shall be held.

Sonia Margallo a representative from the Department of Health Region 8 informed the Water Refilling
Station owners that unfortunately Region 8 has the most recorded Cholera cases with 23 deaths as of
2022. Ma’am Sonia reminded to the audience that it is not solely the LGU’s responsibility to ensure the
quality of water being distributed to the consumers but rather a partnership and cooperation from the
LGU,l private sectors and especially the DOH.

Ma’am Sonia also emphasized that the requirements given are pursuant to the Sanitation Code of the
Philippines and its primary purpose is to provide safe and potable water for the consumers. She also
addresses the concern of the owners regarding with the required trainings ……. She explained that
trainings are now available through online and aside from it is accessible it also low-cost.

Rowena Pabia, from the EMB stated that their Department is responsible for the issuance of Certificate
of Non-Coverage. She assured the owners that their services are accessible through online (r8.emb.ph).
An Environmental Compliance Certificate is a requirement for a business starts to operate. The purpose
of this is to determine the impact of their business to the environment.

She also informed that the National Water Resources Board requires them to submit a Water Permit.
Those establishments who are already connected to the Water System is not already vrequired to have
a Water Permit. While those establishments whose source is through underground water, they are all
required to have a Water Permit from NWRB which they can also access through their website nwrb.ph.
Those establishments who use a 15 KW generator are required to secure a permit to operate pursuant
to our Clean Air Act through online.

The Municipal Administrator then asked a checklist of the needed requirements for the Water Permit
from the EMB.
