Lesson Title: Concept of Disaster/ Concept of Disaster Risk

1.1. explain the meaning of disaster;
1.2. identify and differentiate the risk factors underlying disasters; and
1.3. explain how and when an event becomes a disaster.

Recall a recent or historical disastrous event. What do you know about it?
How the Philippines is one of the most hazardous countries in the world, having more than
20 tropical cyclones in a year, earthquakes every day, and more than 20 active volcanoes
found all over the country

Introduction:
In this module, you will learn the nature of hazard and disaster. You will be aware
that hazards are inevitable and become disasters only when a community is not prepared
for them. These disasters can harm human, economic, and environmental sectors of your
community. To prevent or minimize disaster risks, different perspective should be
considered of the planning or the implementation of any human activities.

I. Essential Ideas

Disaster is any event that causes widespread human,


economic, and environmental losses or impacts that seriously
disrupt the normal functioning of a community.
a. Acute- Earthquake, flood, hurricane, typhoon,
tornado, fire, tsunami, stormsurge, avalanche,
volcanic eruption.
b. Slow or Gradual-drought, famine, desertation,
deforestation, pest infestation.

Disaster risk is expressed as the likelihood or probability of harmful consequences


or expected losses of life, injuries, property, economic activity disrupted and
environmental damage from a disaster in a given period of time.
-is the potential loss in lives, health status, livelihoods & various assests which
are often challenging to quantify.

Risk= Chance (c) x loss or Risk= probability (p) x loss

Risk – is the anticipated or


potential consequences of a
specific hazard interacting
community at a specific time.
- is the combination of probability (the likelihood of
a hazard occurring and of the consequences or
- outcomes for the community exposed to the
hazard.

Risks Factors Underlying Disasters

 Housing and building development


 Persons and crops
 Structure and geographic area to be damage or disrupted by impact of
particular hazard on account of their nature, construction and proximity to a
hazardous area
 Institutional framework and system for risk reduction and prevention.

How and When and event becomes a disaster?
 When an event causes a significant number of dead or missing people in an
area, it is considered a disaster.
 A disaster leads to the complete disruption of a community to such an extent
that it cannot bear the repercussions on its own

 Disaster can result in the loss of many lives or completely destroy a habitat to
such an extent that it is either permanently irrecoverable or would take an
extended period and huge resources to repair.
 for example, Yolanda disaster, resulted in the deaths of many as a result of
super typhoon/surge and practically destroyed an entire habitat.
