A RESOLUTION ADOPTING THE LOCAL HEALTH SYSTEM INTEGRATION TO

GUARANTEE EQUITABLE ACCESS TO QUALITY HEALTHCARE OF
MUNICIPALITY OF BASCO

WHEREAS, section 11, Article XIII of the 1987 Constitutions provides that the State shall
adopt an integrated and comprehensive approach to health development which shall endeavor to
make essential goods, health and other social services available to all people at affordable cost,
where the needs of the under-privileged, sick, elderly, disabled, women and children shall be
prioritized;

WHEREAS, the Sangguniang Panlalawigan of Batanes passed a Resolution No. 62 series of

2021 entitled “Resolution Authorizing the Provincial Governor, Hon. Marilou H. Cayco to Sign
the Universal Health Care Integration Site Memorandum of Understanding and Expressing the
Provincial Government’s Commitment to Local Health Systems (LHS) Integration”;

WHEREAS, the purpose of Republic Act No. 11223 or the Universal Health Care Act (UHCA)
is to ensure the effective and efficient access and availment of rational, quality, equitable and
affordable health care, with the provision of continuous, coordinated and integrated care that will
be further facilitated through the integration of local health systems into province-wide health
systems;

WHEREAS, Republic Act No. 17223 or the Universal Health Care Act mandated the National
Government through the Department of Health (DOH) to provide technical and financial support
to selected LGUs that commit Province-wide integration;

WHEREAS, the main

BE IT RESOLVED, as it is hereby RESOLVED by the Sangguniang Bayan of Basco, to adopt

the Local Health System Integration to guarantee equitable access to quality healthcare to the
Municipality of Basco; and

RESOLVED FINALLY, that copy of this Resolution be furnished to the following for their
information: the Honorable Sangguniang Panlalawigan of Batanes through Honorable Ignacio C.
Villa, Vice Governor/Presiding Officer, Basco, Batanes; Provincial Government through
