A RESOLUTION DESIGNATING LANDBANK BAYBAY BRANCH AS THE OFFICIAL
DEPOSITORY BANK OF THE SK FUNDS AND AUTHORIZING SK CHAIRPERSON HON.
___________ AND ________________ SK TREASURER TO DEPOSIT, WITHDRAW OR
DEAL WITH LANDBANK-BAYBAY IN BEHALF OF THE FEDERATION

WHEREAS, In accordance with Section 20 (a) of the SK Reform Act of 2015 (Republic Act
[RA] No. 10742), ten percent (10%) of the general fund of the barangay shall be set aside for
the SK. The Sangguniang Barangay shall appropriate the SK funds in lump-sum, which shall be
disbursed solely for youth development and empowerment purposes.

WHEREAS, A Joint Memorandum Circular (JMC) No. 1 Series of 2019 of the Department
of Budget and Management (DBM), Department of the Interior and Local Government (DILG)
and the National Youth Commission was issued to prescribe the guidelines on the
appropriation and release of the SK Fund, provide for the planning and budgeting process for
the SK, and emphasize the concomitant posting requirements to enhance transparency and
accountability.

WHEREAS, Section 20 (b) of the same law provides that the SK shall have financial
independence in its operations, disbursements, and encashment of their fund, income, and
expenditures. As such, the SK funds shall be deposited in the name of the SK of the concerned
barangay in a government-owned bank situated in or nearest to its area o jurisdiction with the
SK chairperson and the SK treasurer as the official signatories.

WHEREAS, the council is respectfully passing through this resolution to designate

LandBank Baybay branch as the official depository bank of the SK funds and authorizing the SK
CHAIRPERSON ________________ and _____________ SK TREASURER to deposit, withdraw
or deal with LandBak-Baybay in behalf of the federation.

NOW THEREFORE, be it resolved and it is hereby resolved to designate LandBank

Baybay branch as the official depository bank of the SK funds and authorizing the SK
CHAIRPERSON ________________ and _____________ SK TREASURER to deposit, withdraw
or deal with LandBak-Baybay in behalf of the federation.

RESOLVED FURTHER, that copy of this resolution be given to the Office of Sangguniang
Kabataan in the Barangay, Office of the Punong Barangay, copy furnish the DILG – Local
Government Operations Office, Baybay City Budget Office, Commission on Audit Office,
Accounting Office, Baybay City Treasurer’s Office, the SK Federation Office, and the Baybay City
Youth Development Office.
