Construction Research Institute of Malaysia (CREAM) was
established on 26 March 2004 as a Company Limited by
Guarantee (SBMJ) under the Act Company 1965. CREAM
became fully operational on January 1, 2006. Establishment
CREAM is to be the research arm of the Industrial
Development Board Construction (CIDB) Malaysia to
encourage, promote and implement activities research and
development (R&D) related to the national construction
industry with Section 4(c), CIDB Act 1994 (Act 520). With the
ability of knowledge and existing expertise, CREAM actively
cooperates with parties interested in producing research that
will benefit the sector construction. At the same time, CREAM
also supports the development of the industry construction
in a better direction through the quality and integrity of
building materials when also offers testing, evaluation and
certification services to industry players. CREAM will continue
to be proactive in being active and reinventing the way we in
doing something, to keep giving the best to all parties and
always responsive to our customers.

Summit: Setting the Trend in
Digital Technologies

The 1st Digital Construction Summit (DCS


2023) was held on 14-15th March 2023 at the
MATRADE Exhibition and Convention
Centre (MECC), Kuala Lumpur. The
inaugural event was hosted by the
Construction Industry Development Board
(CIDB) and organised by the Construction
Research Institute of Malaysia (CREAM).
The DCS 2023 was sponsored by Gamuda
Berhad as a platinum sponsor and MRT Corp
as a Gold sponsor as well as other sponsors.

Themed Accelerating Construction through


Digital Technologies, the summit brought
thought leaders together who shared their
novel ideas with state-of-the-art
digitalisation, their best practices, and
demonstrated business case studies in
construction digitalisation. The DCS 2023
was supported by 14 supporting partners, and
aimed to provide an interactive platform for
governments, technology innovators, digital
entrepreneurs, and solution providers to
converge and discuss cutting-edge
technology in shaping agile and competitive
technology in the construction industry.

The DCS 2023[SHA1] attracted more than
500 delegates locally and abroad. The
ASEAN countries that participated in this
summit were Cambodia, Myanmar,
Singapore, Indonesia, and Thailand. There
were four keynote speakers and 30 industry
presentations over the two-day event. The
summit was graced by The Honourable YB
Chang Lih Kang, Minister of Science,
Technology and Innovation and YB Dato’ Sri
Alexander Nanta Linggi, Minister of Works
via pre-recorded speech. It was attended by
Datuk Ir Ahmad ‘Asri Abd Hamid, Chief
Executive of CIDB, Dato’ Wira Wan Ahmad
Uzir wan Sulaiman, Secretary General,
Ministry of Works, Datuk Ts. Dr Hj
Aminuddin Hassim, Secretary General of
MOSTI, and Puan Dzuleira Abu Bakar, CEO
of MRANTI. Apart from the summit, the
launching of a collaboration between CREAM
and the Malaysian Research Accelerator for
Technology and Innovation (MRANTI) lead
secretariat under MOSTI also took place. The
programme under the National Technology
and Innovation Sandbox (NTIS) is a safe and
conducive place that allows researchers,
innovators, start-ups and high-tech
entrepreneurs to test their products, services,
business models, and delivery mechanism in a
live environment.

Besides the summit, 21 exhibitors participated to showcase their technology and the latest
technology products and innovation available in the Asian market. The DCS will become an
annual event for CREAM as a platform to gather all digital stakeholders to meet and share the
latest trends in the digital era for the construction industry.

The Construction Research Institute of Malaysia (CREAM) opened a new Makmal Kerja
Raya Malaysia (MKRM) branch in Kuching, Sarawak. It is part of a five-year plan to
establish a comprehensive testing facility in Sabah and Sarawak to cater for the needs of
industry players in both states.

The main purpose of MKRM Sarawak is to provide testing services and facilities to the
construction sector in Sarawak to fulfil the requirement of construction and building
material certification and the issuance of CIDB Perakuan Pematuhan Standard (PPS).

This new lab will reduce the dependency on testing facilities outside Sarawak, expedite the
time of testing, and ultimately lower the testing cost. With this branch, MKRM can also
expand and widen its services to Sarawak and offer the same high-quality, state-of-the-art
testing and certification services for building materials products.

MKRM constantly aspires to reach out to the


industry players across Sarawak by providing a
wide range of services. Currently, MKRM
Sarawak offers testing for cement, ready mixed
concrete, hardened concrete, and aggregates. This
will gradually be expanded to other products,
namely iron and steel by the third quarter of
2023, followed by the Industrialised Building
System (IBS) by end of 2025.

MAKMAL KERJA RAYA MALAYSIA


SABAH

The Construction Research Institute of Malaysia (CREAM) is proud to expand its wings to
Sabah with the newly established Makmal Kerja Raya Malaysia branch in the Land Beneath
the Wind. The laboratory was developed from the 12th Malaysia Plan grant through CIDB
Malaysia and officially began operations in November 2022.

The main objective of the lab is to expand CREAM's role in product certification and
testing, which in turn will greatly benefit construction industry players in Sabah to fulfil
CIDB Perakuan Pematuhan Standard (PPS) requirements. Based on the Department of
Standard Malaysia (DSM) data and CREAM market survey findings, there is a limited
number of testing bodies available in Sabah. MKRM Sabah will not only help in reducing
the dependency on laboratories in Peninsular Malaysia, but will also provide an economical
solution to the industry players and will encourage the safe usage of construction materials
in Sabah.

The testing services currently offered at MKRM


Sabah are categorised into four products, namely
hardened concrete tests, cement, ready-mixed
concrete, and aggregates. Facilities to test iron
and steel are currently underway and shall be
ready by the third quarter of 2023. MKRM Sabah
will also include full-scale testing facilities by the
year 2025 which are suitable for Industrialised
Building System (IBS) components, other
structure members such as precast piles and
scaffolding and falseworks tests.

CREAM MKRM is obtaining MS ISO/IEC


17025:2017 accreditation by DSM to ensure the
highest standard of competency is implemented
and to instil confidence in the industry.

Currently, MKRM Sabah is also aggressively


building ties with industrial key players in the
state for potential collaboration that will benefit
all parties. On 22nd March 2023, Sedco Precast
Sdn Bhd welcomed MKRM Sabah for a technical
visit and was greeted by Mr Lloyd Edmund,
Production & Sales Engineer. Sedco Precast Sdn
Bhd is one of the leading precast players located
in Tuaran, Sabah which mainly supplies precast
products throughout East Malaysia. The
completion of the structural lab soon will
undoubtedly benefit Sedco Precast and other
players, particularly in the quality assurance of
IBS products.

The Establishment of

Assessment Centre

The Construction Industry Transformation


Program (CITP) was launched by YAB
Dato' Sri Najib Tun Abdul Razak, Former
Prime Minister of Malaysia on 10
September 2015. CITP’s aim is to
transform today's construction industry to
become one that cares about quality, safety,
and health in the construction sector as well
as improve the level of professionalism of
local construction industry workers.

There are four (4) strategic thrusts outlined in


the CITP. Each of these strategic thrusts is a
major pillar towards transforming the
Malaysian construction industry. In this regard,
the Quality and Safety & Health programmes
are included in the First Strategic Core of
Quality, Safety, and Professionalism.

In the Construction Industry Transformation


Program (CITP) 2016-2020 for the First
Strategic Core, the initiative was to ensure that
the quality of workmanship and safety at the
construction site could be achieved by
following the CIDB Act, Part II,4. (1) ((f), (g)
& (1)).

CREAM was established as a trust board to carry out CIDB's R&D function. On 19 August
2015, the Minister of Public Works agreed to restructure CREAM into a CIDB subsidiary by
carrying out an assessment and accreditation development programme as part of CREAM’s
new function.

CIDB Malaysia agreed to establish the Construction


Assessment Centre @ CASC, CREAM to carry out
Quality Assessment (QLASSIC), Safety and Health
Assessment (SHASSIC), and Sustainable
Construction (MyCREST & Sustainable
INFRASTAR) for the construction industry. On 6
April 2017, The Top Management Committee
Meeting (JPT) on 06 April 2017 agreed to the
establishment of a Construction Assessment Centre
(CASC) at CREAM.

STATISTICS

Established in 2017, the Construction Assessment Centre (CASC), CREAM has since been
an internal and external Assessor in carrying out assessment work. To date, CASC CREAM
has conducted more than 3000 project assessments on construction sites. CREAM has
gained the trust of the industry to carry out assessment works for the construction industry
players in Malaysia.

Symposium on Resilience Planning and Development by Ministry


of Works
Date: 16 March 2023

The Symposium on Resilience Planning and Development was organised by the Ministry of
Works on 16 March, 2023 at JKR CREaTE in Alor Gajah, Melaka. Our researcher Sr Yusrin
Faiz Abd Wahab was invited to speak at this symposium and present our 2 Guidelines for
Resilience Construction on Floods and Landslides. The guidelines for landslides were
approved by the National Council for Local Government (MNKT) last year by the Ministry of
Local Government Development to be used at the local authority level. This symposium
aimed to create awareness and exposure to the disaster risk and resilience elements
towards infrastructure, promote the management and implementation of resilient
development, and apply disaster risk reduction methods and techniques in various fields
and disciplines. The participants included government agencies under the Ministry of Works
(KKR) and local authorities in Malaysia as well as the Ministry of Natural Resources,
Environment and Climate Change (NRECC).

EC-Council Malaysia Academia Partner Luncheon 2023


Date: 20 March 2023

The Construction Research Institute of Malaysia (CREAM) was invited as a guest for
the EC-Council Malaysia Academia Partners Luncheon 2023. The event, organised
by Intellize Tech Services Sdn Bhd, was themed “Towards Solidifying a Secured
Nation with Next Gen Cyber Security Experts”. The group's Chief Strategy Officer, Dr
Kavithe Muthy gave her welcoming notes, stressing the importance of securing the
national cyber network through collaborations and partnerships from all
stakeholders.

The CEO of CyberSecurity Malaysia, YBhg Dato' Ts. Dr. Haji Amirudin Abdul Wahab
alongside Member of Parliament for Batu, YB Tuan Prabakaran later took the
opportunity to officiate the Cyber Wellbeing Research and Development Chair of
Yayasan Perpaduan Rakyat Malaysia, before mandates were given to guest
speakers from different stakeholders to talk about the journey of the next generation
of cybersecurity in Malaysia.

The event, which took place on 20th March, 2023 at Pulse Grande Hotel in Putrajaya,
ended with a Memorandum of Understanding (MoU) exchange with North Borneo
University College Sabah and UCSI University Malaysia. This cybersecurity exposure
has benefited CREAM for future collaborations with technical experts in the
cybersecurity industry towards moving into the world of digitalisation in
construction.

Enhancing the CIS 18:2018 - Manual for IBS Content Scoring System
(IBS Score)
Date: 16 & 21 March 2023

CIDB Malaysia is currently working on developing and improving the CIS 18:2018 Manual for
IBS Content Scoring System (IBS Score) document. CREAM was awarded the mandate from
CIDB to review, revise and enhance the document to be more comprehensive, clearer for
reference purposes, systematic, and standardised. The reviewing process for CIS 18 began in
February 2023. CIDB formed the Technical Committee (TC) members who are experts,
comprising representatives from industry players, associations and government agencies
who are directly involved in IBS implementation in project development. The TC members are
responsible for advising, advocating the technical input, and verifying that CREAM has
developed the document.

The new version of CIS 18 considers the input from a study conducted by CREAM in 2022.
The study discovered the need to improve the existing IBS Score by integrating current
trends from the aspects of emerging technologies, productivity, digital construction,
environment and safety, and others. This study examined all these aspects, including
enhancements of the IBS factors and the overall scoring. Therefore, document CIS 18 needs
revision according to the study output. Furthermore, the CIS 18 is expected to produce a
wide-ranging IBS scoring to assist industry players to shift the construction industry towards
a more productive, competitive, and progressive direction with the adoption of emerging
technologies.

Date: 21 March 2023

It's a pleasure to have representatives from The Institution of Engineers Malaysia, CNH
Construction (M) Sdn Bhd, Paramount Property Construction Sdn Bhd, IJM Construction Sdn
Bhd, Lim Hoo Seng Construction Sdn Bhd as well as some SHASSIC Trainers & Assessors to
visit our CREAM-MKRM last 21st March 2023.

The main objective of the visit is to learn more about our testing facilities and services, and to
discuss future collaboration opportunities. The visit was very productive and allowed the
visitors to gather valuable information about the latest technology available at CREAM-
MKRM.

Thank you for joining us and making this visit a success. Our team at CREAM-MKRM is so
glad to meet with you in our lab. We hope to cooperate with you soon as your business

Safety & Health, Environment and Quality (SHEQ) Program Seminar


& Interaction Session Organised by CIDB Perak
Date: 22 March 2023

CIDB Perak has been holding seminars and interaction sessions related to the main
programmes for construction industry activists, especially for construction projects in the
state of Perak. The purpose of these seminars is to provide further information to all national
construction industry activists about several CIDB Programs including QLASSIC, SHASSIC,
MyCREST and Sustainable INFRASTAR and also to share the application procedure for this
SHEQ programme in a clearer manner. This seminar invitation is specifically for local
authorities, developers, project owners, and main contractors, especially projects in the State
of Perak.

The assessment officer of CREAM, Mr Muhamad Azam Azmai was invited as a speaker to
present on CIDB's Green Ratings Tools, namely MyCREST and Sustainable INFRASTAR. He
also had the opportunity to introduce CREAM to construction industry players in Perak and
the services offered by CREAM.

Anti-corruption Talk Program with MACC


Date: 28 March 2023 - Towards MS ISO 37001:2016 Certification

On 28 March 2023, the Construction Research Institute of Malaysia (CREAM) organised


the "Anti-Corruption Talk" Programme with the Malaysian Anti-Corruption Commission
(MACC), which was presented by the Head of the Private Branch, MACC Community
Education Division, PKPj Awang Samsul Baharam bin Bungso.

This initiative was to express CREAM's commitment to applying the Anti-Corruption


Management System (ABMS) under MS ISO 37001:2016 certification. The objective of this
programme is to ensure that all CREAM staff are made aware of the risks of corruption,
especially in the daily work process.

The CIDB Construction Law Report 2021 & 2022 (Edition 2023)
- The 1st Advisory Meeting
Date: 28 March 2023

The CIDB Construction Law Report (CCLR) includes construction case laws decided from
January to December each year. In an easy-to-understand format, key points and facts of
the cases are summarised for the benefit of the reader. The following selection of notable
cases contains two expert commentaries, both written by legal and construction industry
experts.

These experts should provide lessons learned as well as best practices to benefit industry
practitioners dedicated to improving their professional standards and elevating industry
performance.

Another key segment of this publication is the analytical statistics on the growth and
performance of the construction sector and trends in that year. Analytical statistics are
also provided on the number of construction cases registered, disposed of, and pending in
courts.

Advisory Meeting Among the Legal and Industry Expert

The Chief Executive Officer of CREAM, Ir. M. Ramuseren chaired the opening of the 1st Advisory
Meeting of CCLR 2023 Edition in Sunway Putra Tower.

The CEO welcomed attendees to the meeting which comprised legal and industry experts
representing CIDB, JKR, Wanita Industri Binaan Malaysia (WIBM), Law Lecturers from USM and
UNISZA, members of the Malaysian Bar Council, the Construction Industry Law Centre (CILC),
and others.

This Advisory Committee Meeting was intended primarily to select construction-related court
cases for 2021 and 2022. A selection of case classifications including arbitration, performance
bonds, Housing Development Act (HDA), adjudication, and CIPAA - Winding Up / Insolvency was
made. The cases were chosen based on landmark cases because of their historical and legal
significance. These most significant cases are those that have a lasting impact on the application
of certain laws, often regarding individual or organisation’s rights and freedoms.

A total of 20 cases were selected for inclusion in the CIDB CCLR 2023 Edition for 2021 and 2022
respectively. A total of 40 cases will be covered, along with written judgements, comments, and
lessons learned from January 2021 and December 2022. As part of this meeting, commentators
will be selected for the 40 selected cases. The selected commentators who are deemed
appropriate by the Advisory Committee will be responsible for making summary judgments,
issues arising, and lessons learned for each case or more.

The CCLR 2023 Edition is expected to be completed and published by November 2023. The
publication of this CCLR is expected to be widely used as input and increase industry knowledge,
especially in construction law and legal matters.

CREAM Webinar Series 2023 is a monthly program organised by CREAM
and it is a part of our efforts to initiate conversations on issues, challenges,
opportunities and initiatives for the construction industry and beyond.
