Philippines rejects China’s account of South China Sea encounter
“Such incidents will re-occur with increased frequency,” said Carlyle Thayer, a veteran
political analyst based in Canberra, Australia.
China seized Scarborough Shoal after a standoff with the Philippines in 2012 and has
maintained control over it ever since. In 2016, an international tribunal dismissed China’s
sweeping claims over the South China Sea, including its islands, but Beijing has refused to
accept it.
“China considers Philippine vessels’ activities near the shoal a violation of China’s
sovereignty and will react strongly every time,” said Thayer, adding Beijing doesn’t want
to be seen as weak.

Billion-Dollar Airport Likely to Expand China’s Footprint in Cambodia

Carl Thayer, professor emeritus of politics at the University of New South Wales Canberra,
said the BRI infrastructure projects will continue to contribute positively to Cambodia’s
economic growth.
"But the cost of repaying loans, maintenance and repair will fall on the Cambodian
government. There is also the risk that Chinese companies may fail to deliver due to their own
economic difficulties," he said in an email to VOA Khmer.
Beside the positive developmental impact of the BRI in Cambodia, he added, there are some
negative impacts. He pointed to the coastal town of Sihanoukville, which has been a main
target of Chinese investment over the past decade.
"While not directly part of the BRI, development of Sihanoukville illustrates the downside of
Chinese funding. Sihanoukville has become a virtual Chinese enclave where local residents

have been marginalized," Thayer said. He cited a reported rise in crime, corruption,
kidnapping and human trafficking in the coastal hub.

Inside the Philippines’ dangerous mission in the South China Sea

Philippine efforts to publicize Chinese maritime incursions have won other countries’ support
and caused “some damage” to Beijing’s reputation, said Carl Thayer, emeritus professor at
the University of New South Wales in Australia. He said China could deploy “even more coast
guard ships and maritime militia vessels” to act aggressively against the Philippines’ future
resupply efforts.
“The scene is being set for a serious test of wills and an incident leading to physical damage
and injury and possibly loss of life,” Thayer said.

Quốc phòng Australia [Professor Carlyle Thayer, University of New South Wales Canberra,
Australian Defence Force Academy] nhận định, tham gia APEC, Việt Nam đã thể hiện cam kết
với hội nhập quốc tế, nhờ đó uy tín của Việt Nam được tôn trọng và nâng cao.
Là một nhà quan sát Việt Nam lâu năm, Giáo sư đánh giá thế nào về sự tham gia của Việt
Nam trong Diễn đàn Hợp tác Kinh tế châu Á - Thái Bình Dương (APEC) trong 25 năm qua?
- Năm 1998, Việt Nam tham gia APEC để thúc đẩy hội nhập kinh tế khu vực và toàn cầu. Kể từ
đó tới nay, Việt Nam hai lần đảm nhiệm thành công vai trò chủ nhà APEC vào các năm 2006
và 2017.
Bên cạnh đó, Việt Nam còn là thành viên của nhiều ủy ban và các nhóm làm việc về tất cả các
vấn đề tự do hóa thương mại. Việt Nam đã đưa ra khoảng 100 khuyến nghị chính sách về
nhiều vấn đề như thương mại, đầu tư, hợp tác kỹ thuật, phát triển kinh tế bền vững và toàn
diện, phát triển nguồn nhân lực, kinh tế số, thương mại điện tử xuyên biên giới, chăm sóc sức
khỏe và chống khủng bố.

Thưa Giáo sư, sự hợp tác trong APEC mang lại những lợi ích nào cho Việt Nam?
- Việt Nam được hưởng lợi theo bốn cách chính: Tăng đầu tư nước ngoài; chuyển giao công
nghệ; phát triển nguồn nhân lực và tăng thương mại thông qua giảm thuế, giảm chi phí giao
dịch. Bốn lợi ích này đã hỗ trợ tăng trưởng kinh tế của Việt Nam.

Ngoài ra, các chính sách của APEC đã khuyến khích Việt Nam thực hiện các cải cách quy định
và trở nên cạnh tranh hơn trên phạm vi quốc tế.
Bên cạnh đó, khi APEC phát triển, diễn đàn này đã tổ chức hội nghị các nhà lãnh đạo kinh tế
châu Á - Thái Bình Dương hằng năm. Điều này mang lại cho Việt Nam cơ hội trao đổi trực tiếp
với các nền kinh tế tiên tiến và hùng mạnh nhất thế giới.
Các đề xuất và sáng kiến của Việt Nam góp phần thúc đẩy hợp tác APEC thế nào, thưa Giáo
sư?
- Việt Nam đã liên tục thúc đẩy đối thoại, lợi ích chung và chủ nghĩa đa phương trong APEC.
Việt Nam cũng đã góp phần thúc đẩy lợi ích của các nước đang phát triển bao gồm cả sự phát
triển bền vững của tiểu vùng sông Mekong.
Trong những năm gần đây, Việt Nam đã đi đầu trong việc thúc đẩy hợp tác thực tế về một
loạt các vấn đề xuyên quốc gia ảnh hưởng đến nền kinh tế toàn cầu như giảm thiểu biến đổi
khí hậu, ứng phó đại dịch, phục hồi chuỗi cung ứng, tăng trưởng kinh tế bền vững và bao
trùm, chuyển đổi năng lượng xanh, thương mại điện tử và kinh tế kỹ thuật số.
Năm 2022, khi Thái Lan là Chủ tịch APEC đã ra mắt Sáng kiến Bangkok nhằm thúc đẩy nền kinh
tế tuần hoàn. Việt Nam ngay lập tức ủng hộ Thái Lan thúc đẩy các mục tiêu của tăng trưởng
kinh tế cân bằng, bao trùm và bền vững. Cụ thể, Việt Nam nhấn mạnh tầm quan trọng của
quá trình chuyển đổi số và chuỗi cung ứng có sức chống chịu.
Việt Nam đã tổ chức thành công Hội nghị cấp cao APEC vào năm 2006 và 2017. Xin Giáo sư
cho biết ý nghĩa và tác động của hai sự kiện này đối với ngoại giao Việt Nam?
- Việt Nam lần đầu tiên đảm nhận chức Chủ tịch APEC năm 2006 trong bối cảnh nỗ lực thúc
đẩy tự do hóa thương mại toàn cầu thông qua các vòng đàm phán Doha của Tổ chức Thương
mại Thế giới (WTO) đang bế tắc. Dưới sự điều hành của Việt Nam, các nhà lãnh đạo APEC đã
đạt được đồng thuận tăng cường nỗ lực phá vỡ bế tắc của vòng đàm phán Doha. Một tuyên
bố độc lập trong chương trình nghị sự của vòng đàm phán Doha đã được thông qua, tái khẳng
định cam kết của các nhà lãnh đạo về việc tiếp tục các cuộc đàm phán bị đình trệ.
Các nhà lãnh đạo APEC cũng đã áp dụng Kế hoạch Hành động Hà Nội để thực hiện lộ trình
Busan theo các mục tiêu của Bogor. Kế hoạch Hành động Hà Nội đặt ra các mục tiêu tự do
hóa thương mại và đầu tư vào năm 2010 cho các nền kinh tế phát triển và năm 2020 cho các
nền kinh tế đang phát triển. Các nhà lãnh đạo APEC cũng đồng ý giảm 5% chi phí giao dịch
thương mại vào năm 2010 và để thúc đẩy một khu vực thương mại tự do ở châu Á - Thái Bình
Dương.
Đến năm 2017, khi là chủ tịch APEC lần hai, Việt Nam đã phải ứng phó với các chính sách bảo
hộ của chính quyền Tổng thống Donald Trump. Dưới sự chủ trì của Việt Nam, Nhóm Tầm nhìn
APEC đã được thành lập.
Việt Nam đã dẫn dắt làm sống lại Quan hệ Đối tác xuyên Thái Bình Dương (TPP) thành Quan
hệ Đối tác xuyên Thái Bình Dương Toàn diện và Tiến bộ (CPTPP). CPTPP đã trở thành hiện
thực và cùng với Quan hệ Đối tác Kinh tế Toàn diện Khu vực (RCEP) là hai trong những động
lực chính thúc đẩy tăng trưởng kinh tế ở Ấn Độ Dương - Thái Bình Dương.

Biển Đông: Liệu Việt Nam, Philippines và Malaysia sẽ có Bộ quy tắc ứng xử riêng?

Trao đổi với Đài Á châu Tự do, Giáo sư Carlyle Thayer, chuyên gia nghiên cứu quan hệ quốc
tế ở khu vực Châu Á-Thái bình Dương [Professor Carlyle Thayer, an expert in international
relations research in the Asia-Pacific region], cho biết nhận định của ông về ý tưởng
Philippines, Malaysia, cùng Việt Nam tạo ra bộ quy tắc ứng xử riêng trên Biển Đông:
“Tôi cho rằng đây chính là giải pháp bởi vì cần phải có một cách tiếp cận mang tính pháp
lý để đối phó với chiến thuật vùng xám của Trung Quốc. Hiện giờ thì mới chỉ dừng lại ở lời
nói, các nước trong khu vực cần loại bỏ Trung Quốc ra khỏi vấn đề này, và tự đàm phán với
nhau, và cộng đồng quốc tế sau đó sẽ có thể ủng hộ nỗ lực của ASEAN.
Sáng kiến này trước hết sẽ giúp các nước trong khối ASEAN giải quyết các bất đồng nội bộ,
dù những bất đồng đó không quá nghiêm trọng. Từ đó sẽ gây dựng được sự đoàn kết giữa
các nước có tuyên bố chủ quyền. Và khiến Trung Quốc gặp rắc rối, có khi còn có thể khiến
Trung Quốc rơi vào thế bị động, và bị cô lập.”
Đồng quan điểm với giáo sư Carlyle Thayer, ông Bill Hayton nhận định đây là sáng kiến tốt
để giúp các nước Đông Nam Á giải quyết các bất đồng với nhau. Ngoài ra, ông còn cho rằng
bước đi này sẽ giúp các nước ASEAN buộc Trung Quốc phải xem xét lại thái độ và hành vi
của họ, và phải đưa ra cách điều chỉnh:
“Nếu sau này Trung Quốc muốn tham gia thì càng tốt, họ là nước gây ra hầu hết các vấn
đề trên Biển Đông, thế nên việc họ vắng mặt trong bộ quy tắc ứng xử này sẽ không giúp
làm giảm đi nguy cơ xung đột. Thế nhưng, đây là ý tưởng rất tốt nhằm buộc Trung Quốc
phải có những động thái rất cụ thể.”
Tuy nhiên, theo Giáo sư Carlyle Thayer thì Trung Quốc rất có thể sẽ tìm cách ngăn cản nỗ
lực tìm kiếm sự đoàn kết giữa các nước ASEAN, bởi Trung Quốc từ trước đến nay vẫn một
mực từ chối bất cứ cách tiếp cận đa phương nào đối với vấn đề Biển Đông:
“Trung Quốc có thể tiếp tục áp dụng chiến thuật vùng xám, nói theo cách khác thì thái độ
của Trung Quốc sẽ là để mặc cho các nước Đông Nam Á cứ việc nói chuyện với nhau, nhưng
Trung Quốc sẽ tiếp tục hiện diện, tiếp tục thách thức, và làm suy yếu mọi nỗ lực hợp tác của
các nước.
Hoặc Trung Quốc cũng có thể thực hiện ngoại giao hậu trường, gây áp lực chính trị lên các
nước và nói rằng đây là vấn đề song phương giữa Trung Quốc và nước liên quan, và họ sẽ
tiếp tục theo đuổi chính sách này.”
Người phát ngôn của Bộ Ngoại giao Trong Quốc Mao Ning cảnh báo trong một cuộc họp
báo thường kỳ hôm thứ hai rằng: “Bất kỳ động thái nào đi chệch khỏi khuôn khổ và đi
ngược lại tinh thần của tuyên bố về cách ứng xử của các bên (DOC) ở Biển Đông đều vô
hiệu”.

Philippines seeking bilateral deals to avoid South China Sea conflict: Marcos
Carl Thayer, a Vietnam analyst and emeritus professor at the Australian Defense Force
Academy in Canberra, pointed out that the Philippines is solving disputes with Malaysia
and Vietnam bilaterally.
“And by cutting China out, it is in a sense following through on the arbitral tribunal award
of 2016,” Thayer said, adding, “the Chinese case has no legal standing in international law,
so it’s an end run and a hardening of the Philippine attitude toward protecting its
sovereignty.”…

Philippine leader pledges not to give up any territory

According to Carl Thayer, professor emeritus of politics at the University of New South Wales
in Australia, the Philippines under the Marcos administration has sought stronger military ties
with the US and its allies. That move, he warned, could potentially bring more confrontations
with China in the South China Sea…
Thayer said Marcos had “moved to reassert Philippine sovereignty” over its waters since
taking office, including stepping up patrols and carrying out supply missions while revitalising
defence ties with the US and its allies…
“The die has already been cast in relations between China and the Philippines,” Thayer said,
adding that Beijing showed no signs of backing down as it pinned the blame on Washington
and Manila…
Manila aside, Thayer pointed out that Vietnam had earlier this year expressed displeasure
over China’s maritime presence in its exclusive economic zone while it upgraded ties with the
US to a comprehensive strategic partnership.
Indonesia, which has had disagreements with China over the exclusive economic zone off the
Natuna Islands near the South China Sea, has ramped up military cooperation with the US.
“China is definitely facing pressure on three bilateral fronts in Southeast Asia,” Thayer said.
He said Southeast Asian countries would be divided over Manila’s strengthened defence ties
with the US, with some concerned about the risk of heightened regional tensions if the
situation between China and the Philippines worsened. In particular, Indonesia, Vietnam and
Singapore were likely to welcome an enhanced American presence while Malaysia would be
less sanguine…

As countries put pressure on China, Thayer said Beijing had attempted to deflect concerns by
focusing on a proposed code of conduct in the South China Sea…
Thayer suggested that China had the means to influence Southeast Asian economies including
through trade and investment and funding for infrastructure projects under its Belt and Road
Initiative.

China’s top diplomat visits Vietnam ahead of likely Xi trip

Carl Thayer, a Vietnam analyst and emeritus professor at the Australian Defense Force
Academy in Canberra, said when Xi visits Hanoi he will likely want to discuss the same
issues with Trong that U.S. President Joe Biden raised with the Vietnamese leader during
their September meeting:
“[I]mproving the efficiency and stability of bilateral supply chains, creating better
conditions for Chinese businesses to invest and operate in Vietnam, enhancing cooperation
in e-commerce and the digital economy, increased science and technology joint research,
education and training exchanges, … green development and climate change response,
public health cooperation, protection of water resources along the Lancang-Mekong River,
cross-border tourism and cultural exchanges, and coordination on international issues.”
