Battad, E. (Leo) D. (2019). Precarious Employment in a Globalized World: Case of Non-Regular

Employees in the Philippines. Journal of Human Rights and Peace Studies , 5 (2), 229–
261. Retrieved from https://so03.tci-thaijo.org/index.php/HRPS/article/view/191356

In this article, Battad examines the threat that precarious employment poses to the
worker’s security of tenure and self-organization in the Philippines. The author used theories
and statistical data gathered from multiple labor-related studies such as the “Post-Fordist model”,
associating it with findings derived from various labor-related cases in the Philippines, with the
goal to identify the implications of the continuing prevalence of contractualization ‘Endo’ in the
country. Battad’s research focused on interpreting the various reasons for the hindrances to job
security of contractual workers, such as the practice of employers in circumventing the labor
laws in order to terminate the temporary employment of contractual workers disguised as the
‘probationary period’ when in reality, there is no such intention, automatic termination before 6
months is the employer’s goal in order to avoid regularizing said employee, ending the worker’s
security of tenure. This article proves useful to my research because it provides useful insights as
to the various theories and real-life implications surrounding the concept of contractualization in
our country. As Battad emphasizes, security of tenure in employment is the prized possession for
workers, thus, awareness must be spread regarding the hindrances in attaining it. The limitation
of the article is that it lacks actual first-hand information from actual contractual workers in the
Philippines, which an interview or the conduction of surveys might remedy. In this light, there is
a vital urgency to conduct more extensive research in order to address the gaps and loose
provisions in policy, law, and jurisprudence that would mobilize a strong and secure labor sector,
and relieve contractual workers who have no choice but to rely on the crumbs of what
contractual employment affords them. This will be useful supplementary information regarding
theories and implications on my topic of contractualization. 294 words
