- Ferdinand Paglinawan, Police Officer 2 of the QC Traffic Sector 2. He was the


one the one who identified the fatality.
- The incident happened in Barangay North Fairview, Quezon City yesterday
morning.
- Michael Franca – He was killed while 14 others were injured. It happened when a
speeding bus rammed a Manila Electric Co. post. Franca is 32 years old. He
lives on Saint Catherine Street Barangay Holy Spirit.
- According to the investigator, the victim was apparently hit by the bus.
Afterwards, he was dragged and pinned between the bus and the wall of the
building. The building smashed after the concrete Meralco post split due to
impact.
- Joel Bacus – name of the driver. He is 37 years old. According to Paglinawan,
Bacus claimed that the bus lost its brakes, and he could no longer control the
steering wheel.
- The bus is on its way to Baclaran from Bulacan when the incident happened
around 9 a.m.
- The driver will be charged with reckless imprudence resulting in damage to
property with multiple physical injuries and homicide.
- Thirteen passengers of the bus sustained bruises and abrasions. They were
brought to the nearby hospital for treatment.
- Franca was reportedly crossing Don Mariano Marcos Avenue when a Rubino
Elena bus struck him. The bus has a plate number PWZ-900.
- The driver sustained wounds in his foot. He was also brought to the hospital even
as he was placed under the custody of the Quezon City Traffic Sector 2.
- “The victim’s death was brutal” - said by Paglinawan to The Star in an interview.

Philippines

MANILA, Philippines — An internet monitoring firm recently reported that the


Philippines has the slowest internet speed in the world during the fourth quarter of 2016.
In its latest State of the Internet Report, cloud service provider and content delivery
network Akamai Intelligent Platform said the Philippines has the lowest average internet
connection speed in the world and among Asia-Pacific countries with 4.5 Mbps.
According to Akamai, all the 15 Asia-Pacific countries had an average connection
speed above 4 Mbps similar to the third quarter.
Despite the record low speed in the Philippines, Akamai said there is potential to
improve.
“In the Philippines, there is reason for optimism: as noted in the Third Quarter, 2016
State of the Internet Report, the new administration has made faster Internet speeds a
national priority,” the report read.
“In November, the government announced plans to cut red tape for cell tower
building, deploy free nationwide broadband and Wi-Fi, and spearhead a January 2017
summit aimed at finding ways to improve connectivity and speeds in the country,” it added.
Akamai’s 64-page report covered the internet connection speeds and broadband adoption
metrics “across both fixed and mobile networks, as well as trends seen in this data over
time." The firm publishes its report every quarter.

Ipinahayag ng Philippine Coast Guard (PCG) nitong Lunes, Abril 10, na nagtutulungan
na sila ng Department of Science and Technology (DOST) sa pag-imbestiga sa oil
spills sa Oriental Mindoro.

Sa Facebook post ng PCG, nangyari ang nasabing kolaborasyon matapos hilingin ni


Marine Environmental Protection Commander CG Vice Admiral Robert Patrimonio si
DOST Secretary Renato Solidum Jr. na tulungan ang PCG sa nasabing imbestigasyon.

Kinilala ng DOST-National Research Council of the Philippines (NRCP) si Dr.


Hernando Bacosa bilang lead expert sa imbestigasyon ng oil spill sa ilalim ng NRCP
Expert Engagement Program.

Ayon sa PCG, si Dr. Bacosa ay isang environmental science professor sa Mindanao


State University-lligan Institute of Technology (MSU-IIT) at ang Campus Head ng
Mindanao State University-Main Campus Extension sa Bataraza, Palawan. Siya rin
umano ay miyembro ng DOST-NRCP sa ilalim ng Biological Science Division at
nahingan ng tulong dahil sa pagiging eksperto niya sa oil chemistry at fingerprinting
analysis.

“The PCG-DOST collaboration aims to improve investigation through laboratory


analysis in oil biomarker fingerprinting through the DOST-Industrial Technology
Development Institute and confirm the suspected source of oil that reached the
coastlines of Oriental Mindoro, Antique, and Palawan,” anang PCG.

Nagsagawa na rin umano ang PCG at DOST ng oil sampling sa offshore at shoreline
operations para malaman ang oil weathering characteristics nito.

“The oil samples were collected from the offshore spill area, coastal communities
affected, and the SL Harbor Bulk Terminal tank in Limay, Bataan, where the vessel
acquired its Industrial Fuel Oil (IFO),” saad ng PCG.

“The collected samples are used to identify the specific bacteria present in the
environment, culture local superior oil-degrading bacteria, and monitor the fate of oil
to provide clues for future oil spill events under Philippine conditions,” dagdag nito.

Samantala, hingi umano ni Dr. Bacosa ang tulong ng MSU sa pagkuha ng appropriate
tests at paghahanap ng proper methods (i.e. American Society for Testing and
Materials method and Gas Chromatography-Mass Spectrometry) para sa waterborne
oil samples at oil residues na maaaring magamit bilang confirmatory evidence
tinatanggap sa korte at sumusunod sa pamantayang tinatanggap maging sa ibang
bansa.

Nakapagbigay na rin umano ang Marine Environmental Protection Command ng PCG


ng oil samples sa mga laboratoryo sa bansang Japan at France para sa oil
fingerprinting noong Abril 10.

Nagsimula ang nasabing oil spill matapos lumubog ang MT Princess Empress, na may
kargang 800,000 litro ng industrial fuel oil, sa Naujan, Oriental Mindoro noong
Pebrero 28.
