Overview
T he Bhagalpur Silk Micro, Small, and Medium Enterprises (MSME) sector
within the Indian economic landscape is characterized by its pronounced
dynamism and operational versatility. This sector distinguishes itself
throughitsnominalinvestmentprerequisites,operationaladaptability,and
geographical mobility. Notably active, itservesasasubstantialcontributor
to domestic production, fostering entrepreneurial acumen, catalysing
innovation,fuellingGDPgrowth,ensuringequitableregionaldevelopment,
and augmenting export revenues. The Bhagalpur SilkMSMEsectorplaysa
pivotal role in promoting economic diversification, sustaining social
equilibrium, fostering private sector expansion, and enhancing overall
competitiveness. Given the prevalence of labour-intensive enterprisesand
low capital investments, the Bhagalpur Silk MSME sector emerges as a
significant catalyst for employment generation, particularly in less
developed regions.
India stands as a unique nation, renowned for its profound cultural
heritage, historical landmarks, distinctive ethnic textiles, and exceptional
handicrafts that garner global acclaim. Within this tapestry, the Indian
textiles andapparelindustryemergesasacornerstone,makingsubstantial
contributionstothenation'seconomyintermsofoutput,foreignexchange
earnings, and employment generation. Constituting approximately 4% of
theglobalTextileandclothingmarket,7%ofindustrialproductionbyvalue,
2%oftheGDP,and15%ofthecountry'sexportrevenues,theIndiantextile
and clothing sector holds paramount significance. The Bhagalpur Silk
industry,adistinctivecontributortothissector,epitomizesarichlegacyand
craftsmanship, playing a pivotal role in shaping both national and
international fashion landscapes.
hagalpur Silk fabrics have garnered global acclaim, but beneath the

surface of this industry's sheen lies a less illuminated aspect, casting the
existence of its craftsmen into obscurity.
S ituated on the banks of the river Ganga in Eastern Bihar, Bhagalpur, a
historically significant town, once held the distinction of being the major
tradecentreofEasternIndia.Renownedforitsuniquesilkfabricsknownas
'Tussah' or 'Tusser,' the city has a rich tradition of silk weaving that dates
back over 200 years. Bhagalpur's silk industry, often referredtoastheSilk

ity, holds the second-highest rank, trailing only Karnataka, in the

production and export of silk fabrics.
T he uniqueness of Bhagalpur Silk is deeply rooted in its history, with
weaversboastingskillspasseddownthroughgenerationsoverthespanofa
century. More than 35,000 handloom weavers, operating 25,000 looms,
contribute to the city's trade, totalling approximately 100 crores per
annum, evenly split between domestic and export markets. Bhagalpur
engages around 1,00,000 individuals in the intricate process of silk thread
separation from cocoons and spinning the yarn for weaving.
T he silk fabrics crafted in Bhagalpur find their way to international
markets, including West Asia, Europe, the U.S., and Japan. The city has
gained recognition for its homefurnishingsintheglobalarena,andoutfits
made from Bhagalpuri silk have made a mark in ramp shows and fashion
weeks.
hagalpur stands as one of the oldest silk-producing cities globally,

boastingasilkindustrythathasthrivedforovertwocenturies.Thecityisa
hub for sericulture, silk manufacturing, and the transformation of silkinto
exquisiteproducts.TheWeaversServiceCentre,establishedinBhagalpurin
1974, has played a pivotal role in enhancing the handloom silk industry.
Second only to Karnataka, the Bhagalpur cluster excels in both the
production and export of silk fabric. Notably, Bhagalpur silk home décor
items are gaining popularity in international markets, and Bhagalpuri silk
stoles for women have emerged as coveted fashion accessories in recent
years. The legacy of Bhagalpur's silk industry continues to weave a taleof
tradition, craftsmanship, and global recognition.
This project delves into the investigation of communication barriers
encountered by consumersintheprocurementofBhagalpurSilkproducts,
achieved through an exhaustive survey conducted in urban hubs of
Bhagalpur. The subsequent sections delineate the rationale behind
selecting this project's theme, followed by an intricate examination of
pertinentliteratureandthedisclosedsurveydata.Oursurveymethodology
and the ensuing statistical analyses are expounded upon. Theculmination
involves a concise discourse on our revelations, accompanied by
recommendations for future enhancements to the undertaken study.

constitutingasubstantialnetworkofapproximately5000units,standsasa
pivotalforceintheeconomiclandscape.Employinganestimated70million
individuals, this sector plays a critical role in the production of a diverse
array of silk products. With a focus on technology-driven research and
development,BhagalpurSilkMSMEsreceivegrantsofuptoRs.1.00Cr.for
the procurement and installation of relevant machinery,
hardware/software, and other technological assets to strengthen R&D
activities and common facilities for incubates.
hagalpur, known for its rich silk tradition, has emerged as a

powerhouse within the MSME landscape. The state of Bihar, where
Bhagalpurislocated,haswitnessedsubstantialgrowthintheeaseofdoing
business. With over 104millionresidents,Biharboastsover62,000MSME
establishments, constituting 8% of India'soverallMSMEpopulation.These
establishments arestrategicallypositionedtoharnessthestate'sabundant
resources,skilledworkforce,andexpansiveconsumermarket,makingitan
ideal hub for industrial expansion.

Entrepreneurship within the Bhagalpur Silk MSME sector emerges as a
potent driver of economic growth and job creation, fostering the
establishment of new businesses, job opportunities, andthedevelopment
ofnovelskillsandtalents.Theseentrepreneurialactivitiesserveasacrucial
source of economic growth, enhancing the overall quality of life for
individuals, families, and communities, contributing significantly to the
nation's economic development.
T he economic significance of the Bhagalpur Silk MSME sector is
underscored by its substantial contributions, encompassing increased
employment, foreign exchange gains, and substantial untapped export
potential.BhagalpurSilkproducts,createdentirelybyhandorwithminimal
tool assistance, showcase the artisans' manual expertise as the
predominant component of the finished work. This crafting tradition is
widely recognized and cherished, with Bhagalpur Silk MSMEs adding a
unique flavor to the handicraft landscape.
T oday,theBhagalpurSilkMSMEsectorcommandsanannualturnoverof
notable magnitude, standing at INR200crores.Approximately5.5%ofthe
country's total fabric production is attributed to Bihar, where Bhagalpuris
located. The industry employs around 10% of the total artisans in India,
exemplifying its substantial role in the national artisanal landscape.
Furthermore, the Bhagalpur Silk MSME sector generates an impressive
annual revenue of approximately US$1.2 billion in the state. In the fiscal
year 2013-14, Bihar's GDP made a significant contribution of5.74%tothe
national GDP, with Bhagalpur Silk specifically contributing 3.34%toBihar's
GDP. This data signifies the remarkable economic impact oftheBhagalpur
Silk MSME sector, further reinforcing its integral role in the regional and
national economic fabric.
E ffectiveriskmanagement,inadequateviabilityassessments,infrastructural
challenges, and complex labor regulations all pose significant barriers to
operational success in the realm of Bhagalpur Silk MSMEs. These
multifaceted issues collectively reduce the sector's competitiveness in

international export markets. The current study aims to conduct a
comprehensive investigation into the challengesassociatedwithfinancing,
technology,humanresources,operations,andexportsintheBhagalpurSilk
industry. Recognizing the critical role of improved communication in
increasing consumer engagement and market presence, our research
focuses on gaining actionable insights from on-the-ground consumer
surveys. By deciphering these insights, we hope to provide vendorsinthe
Bhagalpur Silk industry with valuable incentives and recommendations to
improvecommunicationstrategies,therebyfortifyingtheirmarketposition
and fostering long-term growth.
Literature Review
T he Bhagalpur Silk Micro, Small, and Medium Enterprises (MSME)
sector, a vital component of the Indian textile and clothing industry, have
long been celebrated for their contribution to the nation's economy,
employment generation, and global recognition. However, despite the
industry's global acclaim, there is a discernible lack of attention to a soft
skillsapproachforthegrowthofBhagalpuriSilkMSMEs,particularlyinthe
post-COVID-19 era. This literature review aims to address this gap by
exploring existing works and shedding light on the challenges faced by
Bhagalpur Silk MSMEs, with a specific focus on the need for effective
training and development, the role of entrepreneurs, and the hurdles to
internationalization.
[ RK20] provides a descriptive research perspective on MSMEs in Bihar,
emphasizingtheirroleincombatingunemployment,poverty,andachieving
socio-economic growth. This perspective aligns with the Bhagalpur Silk
MSMEs, which not only contribute significantly to the local economy but
also play a crucial role in preserving traditionalcraftsmanshipandcultural
heritage. The unique socio-economic context of Bhagalpur adds depth to
the understanding of MSMEs in the region.
Method of Analysis
T ogathercomprehensiveinsightsfromMSMEvendorsandconsumers,the
data collection strategy took a multifaceted approach. A targeted
acquisition strategy for consumer data used online forums such as Reddit
and Facebook, as well as government-established marketplaces. These

latforms made it possible to extract nuanced consumer sentiments and

preferences.Concurrently,vendordatawasmeticulouslycollectedthrough
direct outreach and participation in government-initiated challenges such
as the One District One Product (ODOP) program.

respondent’s involvement with Bhagalpuri Silk handloomproducts,aiming
for a binary response to gauge the prevalence of usage. Subsequent
questions delve into the duration of product usage, shedding light on
consumer loyalty and the enduring connections forged with these
handcrafted items.
Our investigation extends to understanding the reasons behind
consumer preferences, with a focus on product quality, price
competitiveness, unique designs, and sustainability. This holistic approach
allows us to identify key factors influencing consumer choices within the
Bhagalpuri Silk market. An essential aspect we explore is the potential
language and communication barriersencounteredduringthepurchaseof
handloom products. By pinpointing challenges such as difficulties in
understanding product descriptions, communication issues with sales
representatives, or language disparities on product labels, our
questionnaireaimstopavethewayforimprovedcommunicationprocesses
within this industry.
Lastly, we assess consumer satisfaction levels regardingproductquality
and pricing, seeking nuanced insights into the perceived value of
Bhagalpuri Silk handloom products.

products. Linguistic differences, cultural nuances, and perceptual biases
may pose challenges in conveying the rich heritage embedded in
Bhagalpuri Silk to a diverse consumer base. The existence of more than
1,600 spoken languages in India adds an additional layer of complexity to

MSMEs to navigate these challenges strategically.
T he collected categorical data on communication barriers can be further
enhanced by converting it into numerical data through a one-to-one
mapping process. This quantitative analysis will provide a nuanced
understanding of the specific communication challenges faced by
Bhagalpuri Silk MSMEs. By identifying the prevalent barriers, such as
linguistic nuances or cultural misalignments,theindustrystakeholderscan
devise targeted strategies to overcome these hurdles.
T he future scope of this study involves implementing the derived insights
into practical strategies for Bhagalpuri Silk MSMEs. This could include the
development of customized communication plans, training programs for
artisansandentrepreneurstoenhancecross-culturalcommunicationskills,
and the integration of technology for efficient communication in a global
market. Additionally, ongoing research can explore the evolving nature of
communication barriers in the post-COVID-19 era andhowBhagalpuriSilk
MSMEs can adapt to these changes for sustained growth and success.
