RFP for Exploring Innovative Livelihoods Opportunities in

Maharashtra and Rajasthan


About Organisation
Lupin Human Welfare & Research Foundation (LHWRF) is the social responsibility arm of Lupin
Limited, founded by Dr. Desh Bandu Gupta in 1988. In its journey spanning over three decades, the
foundation has covered over 1.45 million beneficiaries in over 5000 villages in 23 districts spread
across nine states in India. Over the years, the foundation has largely focused on building sustainable
livelihood opportunities and triggering economic growth in some of the most backward and
underdeveloped districts of India. It has adopted a family-centred approach and initiated measures
that help them break the vicious circle of poverty, positively impacting their lives and livelihoods.

Key drivers of economic development have been structured long-term programs and interventions
in the areas of agriculture, animal husbandry, women empowerment, and rural industries.

In order to ensure that economic development is substantiated by social upliftment and an


improvement in quality of life, the organization has been working relentlessly in the areas of health
and education at the grassroots level. Structured efforts have been made to upgrade the local
infrastructure, build awareness, catalyse positive behaviour change and facilitate access to
healthcare services for the most marginalized and underserved communities.

The foundation works extensively with various government and non-government partners,
international development agencies, and like-minded philanthropic organizations to mobilize
additional resources and extend its reach to several more isolated and underserved populations,
covering a large majority of landless tribal, scheduled caste, and minority populations in target
geographies.

Strategic Areas of Work

 The livelihood program is a critical and instrumental element of our development efforts
over the last decade. Driven to create a profound impact, the livelihoods program focuses on
creating sustainable solutions for the poor and needy. Capacity building, skill development,
natural resource management, strengthening grassroots value chains, and improving
farmers’ access to markets are vital elements of our Livelihoods strategy.
 Lives program focuses on enriching communities’ quality of life and ensuring better access to
healthcare services. Strategic engagement to strengthen health systems addressing Chronic
obstructive pulmonary disease (COPD) and Cardiovascular Diseases (CVDs) is an
irreplaceable building block of our Lives strategy.

The livelihood program is a critical and instrumental element of our development efforts over the

The major areas of development work were in the specific areas of:

1. Introduction of advanced agricultural and animal husbandry practices,


2. Water harvesting and natural resource management through various community-led
measures,
3. Organizing and strengthening community-based organizations to empower women, youth,
and small marginal farmers,
4. Develop employable skills and local enterprises amongst women and youth.
Purpose of Study
We are in search of expanding the development work in new fields as well as strengthening the
previous development work.

In order to intensify the impact of our work, the foundation would like to engage technical agencies
to conduct a scoping study for innovative livelihoods opportunities. These interventions can be
implemented in select geographies, of Maharashtra and Rajasthan. In order to identify suitable
geographies, a systematic district level ranking exercise should be conducted viewing the socio-
economic profile, HDI indicators and poverty indexes across states in Maharashtra and Rajasthan. In
addition, high priority where there is scope for significant long-term interventions, should be
identified to promote innovative livelihood opportunities. It is expected that the agency provides a
detailed report with clear road maps and pathways to promote innovative livelihoods opportunities,
with two major sections to the report. Each of the report section and indicative interventions areas
are detailed further.

It should be noted that all the intervention is to be planned for communities that are poorest of the
poor and focus on Strengthening women collectives, Incubation of Social Enterprises/ Micro
Entrepreneurs, Career Guidance & Counselling & Strengthening collaborations with Government
Institutions.

Section 1: District ranking and identification of most underserved marginalised district, that have
high livelihoods insecurities, limited economic growth opportunities, resource scarcity. Key
intervention areas for promoting innovative livelihoods should be identified here.

Section 2: Detailed report on block level specific needs to uplift the poorest of poor population with
measures to evaluate the impact caused after successful implementation of intervention. A detailed
plan for intervention should be provided along with rationale for selecting the intervention.

Our organisation works on the principle of efficient use of resources to enable economic
empowerment of vulnerable rural communities. We are looking forward to scale up the
developmental work across selected districts in Maharashtra and Rajasthan.

Scope of work
· Research and evidence generation for identification of poorest districts in Rajasthan and
Maharashtra for intervention.
· Identification of block specific needs in the identified districts with innovative intervention
from the traditional approach followed by the organisation.
· Conduct field studies and ground zero research.
· Generate ideas to include gender inclusion, technology driven green jobs and innovative
economic growth opportunities.
· Provide recommendations, on new livelihoods models with a brief chain of results outlining
its major activities and long-term impact.
· Foregrounding work to be done in the identified intervention district chosen by the
agency/person.

- Outline on target communities – highlight our willingness to work with most marginalised
communities
- Focus on Green Jobs
- Gender Inclusion approaches
- Promote Technology Driven Innovative Economic Growth Opportunities

This study should be completed within 2.5 months, from the date of start of study.
Qualifications and Requirements

The agency/consultant should have:

· Background for conducting evaluation studies (Agency brief, their expertise, clients from the
sector, should be provided as part of the proposal).
· Experience in conducting similar type of assignment. Especially in rural settings in last 3
years from the date of issuance of RFP.
· He must hold professional degree in livelihood sector or a reputed professional
institution/training agency
· He should have more than 7 years of experience in training in the field of Livelihood
components.
· He should have technical knowledge of Promotion of sustainable agriculture practices,
Animal husbandry, Home based integrated farming.
· He should possess deep understanding of research methodologies.
· He has delivered in developing new initiatives in field of Gender Inclusion, technology driven
green jobs and innovative economic growth opportunities.
· He is well versed with local language will be an added advantage
· He should have reporting and documentation skills.
· He is able to do extensive field visits.
