RESOLUTION NO. 01-2023

A RESOLUTION CONCURRING THE APPOINTMENT OF CRISTINA C. DACASIN AS

TREASURER AND CATHERINE P. GARCIA AS SECRETARY OF THE SANGGUNIANG
KABATAAN (SK) OF BARANGAY BACJAWAN NORTE, CONCEPCION, ILOILO

WHEREAS, to revitalize the role of SK Republic Act, (RA) 10742, known as Sangguniang Kabataan
(SK) Reform Act of 2015, was passed by congress which affirms the role of Filipino youth in nation
building which can be realized through the meaningful and active participation of the SK in governance.

WHEREAS, Joint Memorandum Circular (JMC) No. 1 Series of 2019 dated January 23, 2019 of
Department of Budget and Management (DBM), Department of the Interior Local Government (DILG)
and National Youth Commission (NYC) provides “Guidelines on the appropriation, release, planning,
budgeting process for SK Funds”;

WHEREAS, Section 15 of RA 10742 mandates the Sangguniang Kabataan to appoint an SK Treasurer to

serve as co- signatory in all withdrawals from the Sangguniang Kabataan Fund and Disburse funds in
accordance with the approved annual budget and supplemental budget as the case maybe;

WHEREAS, SK Chairperson Armie C. Santoyo presented to the council her appointed Sangguniang
Kabataan Secretary MS. CATHERINE P. GARCIA and MS. CRISTINA C. DACASIN as the
Sangguniang Kabataan Treasurer;

WHEREAS, both MS. CATHERINE P. GARCIA and MS. CRISTINA C. DACASIN possesses all the
qualifications for a Sangguniang Kabataan Secretary and Treasurer, respectively as provided under
Section 10 of R.A. 10742

NOW THEREFORE, on motion of SK Kagawad John Keneth Almendral and duly seconded by SK
Kagawad Jundry Jardio Jr., be it;

RESOLVED, as it is hereby resolved, to concur the appointment of CRISTINA C. DACASIN as SK

Treasurer of the Sangguniang Kabataan (SK) of Barangay Bacjawan Norte, Concepcion, Iloilo.
